In the Multi Year Resilience Program (MYRP) Consortium, NRC will implement an Education Cannot (ECW) funded Project which seeks to ensure that the most vulnerable boys and girls including adolescents and those with disabilities have equitable and uninterrupted to quality, safe and protective learning opportunities. The Project Manager oversees project implementation, provide technical direction to project staff both within NRC and within implementing partners organisations in the consortium. The Project manager is also responsible for building strong partnerships, staff management, budget oversight and liaising with stakeholders.

Role and responsibilities

The purpose of the CC Project Manager position is to implement delegated CC project portfolio.

The following is a brief description of the role.

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures
  2. Contribute to the development of Country, Area and Core Competency strategies, initiate and participate in the development of relevant CC projects.
  3. Coordinate and manage education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  4. Implement technical direction and ensure high technical quality of project.
  5. Provide regular progress reports to the Area Manager(s), Education Specialist and others as requested.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  1. Provide technical direction to Multi Year Resilience Program education team, and ensure program results are achieved within time, scope, and budget.
  2. Provide guidance on ECW regulations to project staff and implementing organisations and ensure compliance.
  3. Develop work plans, ensure efficiency in project activity scheduling for quality outcomes.
  4. Coordinate with M&E Manager and design a system for tracking results.
  5. Engage with project stakeholders including consortium members for synergies and standardization of approaches.

Critical interfaces

Relevant interfaces for this position are:

  • Strategy and project planning: CC Specialists (Mainly education, and any other relevant CC specialist), ECW Consortium Management Unit, Head of Program, Grants Manager
  • Area operations: Area Managers
  • Staff capacity building: HR/CC Specialists
  • Implementation: CC Specialists/project teams, M&E Manager, Consortium Management Unit staff.

Scale and scope of position]

  • Staff: Technical management of Education Coordinators in project locations.
  • Implementing partners: Technical guidance to consortium project partners implementing activities alongside NRC in target locations.
  • Stakeholders: The position will have relationship with ECW Consortium partners, UN agencies, INGOs, local NGOs, government bodies especially at State and Counties, private sector actors
  • Budgets: No budget management responsibilities The incumbent will have a budget oversight role of ECW Implementing partners under NRC’s portfolio, but will not have budget management responsibilities
  • Information: The position holder will be responsible for the following information resources – Agresso (others will be identified as necessary)

Competencies:

Professional competencies

Generic professional competencies:

  • An Advanced Degree in Education, Social Sciences or any other relevant field
  • A minimum of 5 years’ experience in project management in insecure, complex, and volatile environments.
  • Highly developed interpersonal and communication skills including influencing, negotiation, coaching and capacity building as well as ability to work with culturally diverse teams
  • Excellent writing and speaking skills and ability to develop complex arguments
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Fluency in English, both verbal and written

Context/ Specific skills, knowledge and experience:

  • Excellent knowledge of education in emergencies programming, strong understanding of INEE minimum standards and humanitarian principles including, policies, frameworks, networks, and stakeholders
  • Strong experience working in a partnership model and establishing and maintaining coordination and communication systems at inter-agency level
  • Technical expertise in education, youth, adolescence, peacebuilding, teacher education, socio- emotional awareness and learning, disability inclusion, gender mainstreaming
  • Experience in managing large projects implemented in different geographic areas.

Travel % 50 %

Duration and type of contract: 12 months (renewable based on performance and resource availability)
