Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). With the temporary relocation of NRC’s staff and operations to Central and Western Ukraine, NRC will continue to support populations in the East with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established a temporary national HUB in the Ivano-Frankivska region and is establishing area offices in Ternopil and Dnipro. Additionally, NRC is planning to establish field offices in Lviv and Mokachevo. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response will initially focus on procurement and delivery of food and key relief items to Donetsk, Luhansk and Kharkiv regions.

Duties & Responsibilities

The Education PDM is responsible for the design, development and implementation of the Education programme. The PDM has responsibility for the national Education programme, including local partner implementation.

  1. Develop the Education strategy, technical SOPs / guidelines and Macro LFAs that are aligned with regional and global strategies and priorities
  2. Compliance and adherence to NRC policies, Education tools, handbooks and guidelines
  3. Responsible for development and management of funding proposals, project budgets and donor reports according to Financial Handbook and donor requirements
  4. Overall management of project staff
  5. Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  6. Ensure capacity building of project staff and transfer key skills
  7. Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/sectors/working groups.
  8. Promote the rights of refugees and ensure adherence to humanitarian principles
  9. Lead on development of Education advocacy messages

Skills & Experience

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Technical Education expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in verbal and written English required;
  • Experience with facilitating trainings at both the office and field level
  • Valid driver’s license
  • Knowledge of education context in Ukraine is an asset
  • Knowledge of Ukrainian language is an asset
  • Experience with remote management is an asset
  • Experience managing partnerships and growing programmes
  • Experience working in a start-up is an asset
  • Understanding of SPHERE and INEE minimum standards
  • Experience with youth and adolescent programming
  • Experience building the capacity of a team and conducting large-scale trainings
  • Candidates with a university and/or advanced degree preferred; significant experience in the field of education, PSS or child protection considered in lieu

Access to a Schengen visa is required for positions in Ukraine

  • Contract: 12 months
  • Salary: According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
