How can you make a difference?

Children in Myanmar continue to face challenges in accessing safe, quality and continuous education opportunities due to multiple challenges caused by protracted conflicts, Covid-19, and recent security situations. For 2022, the Education Cluster targets to support 1.4 million children with Education in Emergencies (EiE) interventions as part of the 2022 Humanitarian Response Plan (HRP). The Education Cluster is now finalizing its strategy, in line with the sector partners’ joint response framework (in draft). UNICEF as the Education Cluster co-lead takes responsibility to provide support in the Cluster’s key functions including service delivery, and planning and implementing the cluster strategy. To contribute to the overall sector and cluster targets, UNICEF is committed to supporting over 1.1 million children through its 2022 plan.

Under the guidance and supervision of Education Manager (P4) who is also Output 3 Manager, the Education Officer supports the UNICEF Myanmar Education section’s effort to plan, implement and monitor the Education in Emergencies (EiE) interventions as part of its 2022 Annual Work Plan which takes into account UNICEF Myanmar’s Humanitarian Action for Children (HAC).

The position is to:

  1. Support to programme development and planning
  2. Programme management, monitoring and delivery of results
  3. Technical and operational support to programme implementation

  • Support the design of EiE interventions to address the needs of children affected by conflicts and crises through close collaboration with the education section team members based in Yangon, field and Nay Pyi Taw.
  • Take responsibility for day-to-day progress tracking, monitoring and reporting of UNICEF EiE interventions.
  • Contribute to the education situation analysis focusing on EiE to ensure that current, relevant evidence-based data on education issues are available to guide UNICEF’s interventions and advocacy.
  • Provide technical and operational support to partners on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support programme implementation, operations and delivery of results and monitoring.

  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.

  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

  • Prepare draft inputs for programme/donor reporting, Situation Reports (SitReps), and other standard and ad-hoc requirements of the office and the section.
  • Collaborate with the Supply and Logistics section for EiE procurement work as part of the Education section’s 2022 supply plan
  • Coordinate with the Emergency section and the Education in Field Offices, as well as other programme sections, such as Child Protection and WASH, and units for effective EiE programming and overionization.
  • Collaborate with the Education Cluster and the Cluster partner organizations to support coherent and coordinated EiE response.

    To qualify as an advocate for every child you will have…

  • A University degree in one of the following fields is required: education, sociology, psychology or other social studies related field.

  • A minimum of 2 years of relevant professional work experience in education programme planning, management is required;
  • Experience on education in emergencies in Myanmar is required;
  • Experience in working/collaboration with other programmatic sectors, especially child protection, is a strong asset;
  • Experience in working with non-government organizations is required;
  • Relevant experience in UNICEF or a UN System agency or organization is an asset.
  • Rights- and Results-based approach and programming and management is required;
  • Good understanding of gender, equity and inclusion issues in relation to education and child protection issues in emergencies is required.
  • Fluency in English and Myanmar language both oral and in writing is required.
