This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Many children with disabilities are not attending school due to stigma and social norms that inhibit equitable access to education. They also face physical barriers to schools, classrooms, online learning opportunities and other facilities. The sheer lack of teachers who are trained in special needs and inclusive education hinders and discourages children with disabilities to at-tend school. The UNICEF Viet Nam Country Programme for 2022-2026 is supporting the achievement of Sustainable Development Goals (SDGs) and aims to continue to facilitate quality and inclusive learning to all children and adolescents, especially for children and chil-dren with disabilities by continuing to support Inclusive Education Resource Centers to pro-mote and support teacher’s inclusive teaching and assertive digital learning skills especially, but not limited to the inclusion, retention and learning of children with disabilities in mainstream schools.

UNICEF Viet Nam supports the government in the digital transformation of the education system to ensure each and every child has access to affordable, gender-responsive and inclusive opportunities for learning and development.

Under the direct supervision of the Chief of Education, the UN Volunteer will undertake the following tasks: • Support the Chief of Education to ensure the availability of accurate, complete and up-to-date data and information related to inclusive education for children with disabilities. • Under the guidance of the Chief of Education, support the Education Officer (Digital Learning) in the identification, adaptation and uptake of Digital Public Goods which sup-ports children’s access to inclusive, free and gender-responsive opportunities to learning and development, especially but not limited for children with disabilities. • Work closely with other programmes sections and with the Children with Disabilities Working Group in UNICEF and other partners outside UNICEF to effectively use availa-ble resources to maximize results for children with disabilities. • Ensure the appropriateness of financial, administrative and supply documentation for interventions related to digital learning, inclusive education for children with disabilities and ethnic minority children. • Support coordination between health, nutrition, water, sanitation and hygiene (WASH), communication for development (C4D) and education sector, with members of the de-velopment community, including NGOs, UN and bilateral agencies in the exchange of information relating to inclusive education for all children.

Results/Expected Outputs: As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: • Timely technical support during activity implementation and monitoring provided to imple-menting partners at both national and subnational levels. • Timely inputs and support provided to the coordination works, reports and donor related issues.

education or children with disabilities is an asset at the national and/or international level. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and mail/internet; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Self-motivated, ability to work with minimum supervision; • EdTech skills or experience with assistive technology is an asset.

Viet Nam is a middle-income country which has witnessed rapid economic growth with impressive results in poverty reduction over the past twenty-five years. The country has deepened its integration into global and regional institutions such as the WTO, the UN institutions and ASEAN. Its current path of development is guided by the Socio-Economic Development Strategy from 2011-2020 which was endorsed at the 11th Communist Party Congress in 2011.

The incumbent will live in Ha Noi which has most of the economic and social amenities at a reasonable cost. Depending on living arrangements, housing can be expensive. Security is good. Ha Noi has a humid, tropical climate and monsoons. Summers, between May and September, are very hot with plenty of rain, while winters, from November to March, are cold and relatively dry. Living conditions in Hanoi are relatively good by developing country standards. In line with further improvements in the availability of goods and services, health facilities, and housing, the level of hardship in the duty station has recently been upgraded from C to B. Security is also reasonably good relative to other developing country large cities. Viet Nam was recently ranked as one of the more secure and stable places to live and do business by outside research groups.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
