How can you make a difference?

The Education in Emergencies (EiE) Construction Officer (Architect or Engineer) will support the UNICEF Education team from Beira, with potential trips to the affected locations in other provinces such as Manica, Tete, Zambezia and Cabo Delgado as necessary, through monitoring of the construction and rehabilitation school infrastructure and in the promotion of an improved reconstruction methodology and school resilience. S/he will contribute to assessment, design, planning and implementation of procedures, architectural design, all technical aspects, management and monitoring of rehabilitation and construction works as part of the emergency response and recovery of various important projects.

MAIN RESPONSIBILITIES AND TASKS

Under the direct supervision of the Chief Field Office of Sofala with close collaboration with/guidance from the Education Construction Specialist based in Maputo, the Construction Specialist shall carry out the following activities:

  • Support the undertaking of post-damage assessments and develop a checklist for quality assurance and conduct quality assurance on built and recovered infrastructures;
  • Support the team in the implementation and monitoring of alternative architectural models and constructions with a special emphasis of disaster-resilient schools;
  • Technical support in the revision and structural analysis of the school model in mixed and conventional materials;
  • Support in the elaboration of Structural Project (drawings, calculations and justifications) of the model of schools made of mixed and conventional material;
  • Conduct surveys of data on the ground, prepare measurements, budgets, specifications and participate in the processes of acquisition of materials and equipment;
  • Provide technical support in procurement of construction related activities;
  • Conduct periodic monitoring and inspection visits to project implementation sites to ensure that works are done as per the technical standards, specifications and best practices, and in time frame allocated;
  • Organize and support training sessions for district technicians, building masters, communities, NGOs, supervision firms, construction companies, UN-Habitat and other partners involved in the projects;
  • Provide technical assistance to government and DPE/MINEDH counterparts through periodic coordination meetings on the areas of public social infrastructure construction, innovative construction systems, etc.;
  • Support the reporting of activities as required by donors and partners in the implementation process, and cotribute to ensuring the donor visibility in the field and on the social media;
  • Assess, design and estimate the budget and needs of construction activities within the framework of country programmes and projects and inspecting the execution of works;
  • Supervise the school construction team and manage the grants received for classroom construction;
  • Participate and contribute to the School Construction Working Group of the Education sector;
  • Carry out the duties described with minimum supervision keeping her/his supervisor informed of all developments and progress.
  • Any other functions can be given to address the emergency situation.

To qualify as an advocate for every child you will have…

Education: A university degree in Architecture or Civil or Structural Engineering or a related discipline.

Work Experience: A minimum of 2 years relevant professional work experience in Architecture or Engineering or a similar field; Work experience in public building construction processes and projects with knowledge of supervision, management, programming and planning of works; Relevant knowledge of housing/public building construction (including design and calculation of building structures) and reconstruction especially in flood, cyclone, earthquake and drought-prone areas; Work experience in disaster risk reduction construction works and resilient infrastructures; ideally in school reconstruction and/or education in emergencies; In-depth knowledge of the Mozambican context, knowledge of the sub-region would be an asset; Experience in working with high level institution representatives, ministries, and national or local authorities; Exposure to and work experience in small towns and rural areas, including public consultations, community involvement and the capacity to deal with local community representatives and builders. Ability to conduct interviews and technical training on the ground; Poficiency using relevant softwares (Excel, Word, Powerpoint), and medium technical expertise in using GIS application, 3D Modeling programs, CADs and ArcGIS.

Language Requirement: Fluency in oral and written Portuguese and English are essential.
