CONTEXTUAL BACKGROUND

The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state and Damaturu of Yobe State. Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods.

Project Overview

The IRC Nigeria, with support from Education Above All and the Bill and Melinda Gates Foundation, will implement an integrated programme to enable out of school children (OOSC), adolescents and youth in Adamawa State, northeast Nigeria, to develop climate adaptation-related vocational, literacy, numeracy, and life skills knowledge to strengthen their ability to be resilient to shocks and stresses. The project integrates education, health, environmental health (WASH), and economic recovery and development (ERD) sector interventions in the Farang Farang community within the Fufore Local Government Area (LGA). The project will also provide access to clean water, which is fundamentally lacking in this community. It will help adolescents and youth and their families better manage and improve their hygiene levels and access to sanitary wear.

Major Responsibilities.

To ensure the smooth start and implementation of the EAA project in Yola, the Education officer will support the start and implementation of education activities through community entry, community engagements, setting up of community structures and identification of OOSC in the LGA of implementation in Adamawa state to Adamawa. The cause would also be responsible for clerical work in supporting the project team in ensuring smooth start of the project, while also ensuring that all start up activities are done in a timely manner

- Lead in training, coaching, and mentoring of learning facilitators and mentor teachers to improve instructional practices of ALP and Non formal Education settings. - Coordinate with IRC communication specialist to document lessons learned and success stories monthly. - Coordinate with the MEAL team to conduct all Education Assessment such as, EGRA, and EGMA assessments and validate assessment data. - Works with state-based program ERD manager and ERD program officer/managers on TPD, safety, innovation, youth, and inclusion to ensure harmonized implementation approaches. - Ensures Learning Facilitators and Mentor Teachers have needed training, resources, and support to implement EAA education project activities. - Participate in state and LGEA, SUBEB, and SBMC technical working groups and steering committees about teacher education, curriculum, and assessment.

Oversight Functions:

- Oversee the selection of learning facilitators for the intervention and contribute to tools for selection such as assessment tools. - Oversee the training of learning facilitators, as well as their continuous professional development. Monitor progress toward the objectives and intended outputs of teacher education using routine data, spot checks, observation, and other methodologies. - Provide regular written and verbal reports on EAA project activities to supervisor and senior management. - Promote the quality of teacher education activities by setting up quality assurance mechanisms and checks in collaboration with other staff.

Community Mobilization:

- Coordinate with Community Collations, CBMCs, and SBMCs to mobilize communities and carry out awareness-raising/sensitization on NFE and the importance of Education within communities. - Establish and maintain good working relationships with stakeholders (Camp officials, traditional leaders, religious leaders, government officials, and other actors) in the communities. - Coordinate with Community Collations CBMCs and SBMCs to sensitize the community about all other project activities. - Debrief the supervisors on challenges registered during fieldwork. - support the scale-up and implementation of community engagement in Adamawa state. - Engage with community structures monthly to discuss unfolding issues and proffer solutions. - Develop and maintain effective working relationships with key stakeholders including government actors, partners, UN agencies, international and local NGOs, and other relevant actors. - A high degree of flexibility on the part of staff is expected to respond to the ever-evolving situation in the Northeast therefore these responsibilities may change based on the situation on the ground. A staff may be asked or required to perform other duties as identified by his/her supervisor.

HR & Team Management:

- Provide supportive supervision to non-formal learning facilitators and local partners. - Other: Any other duties as assigned by the supervisor to enable and develop IRC programs. - Key Working Relationships. - Position Reports to – Field Coordinator. - Indirect/Technical Reporting: Education Coordinator. - Position directly Supervises – Learning Facilitators.

Qualifications

- BSc or HND in Education, Social Science, etc, PGDE is an added advantage - Minimum three years of project management experience; work with education projects in Adamawa- preferred. Experience working with CBOs, CSOs, and government education actors in NE Nigeria.

Languages: English, and Hausa, or Fufulde.

Computer/Other Tech Requirements: Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. Add position-specific (e.g. accounting software, statistical software, etc.).
