IRC Nigeria Program

The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in North-East Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict-affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, and Monguno of Borno state, and Damatru of Yobe State. The IRC is responding at scale to the humanitarian situation across sectors including Education, Child Protection, Health, Nutrition, Women Protection and Empowerment, Environmental Health, Economic Recovery and Development, Protection and Rule of Law, and Governance. In 2015, IRC Nigeria developed a five-year long-term Strategy Action Plan (SAP): The plan has Health, Education, and Economic Wellbeing as high priority program areas.

Job Overview/Summary:

The IRC Nigeria is currently expanding its education portfolio in the northeast of the country. A priority outcome for the country program is that girls and boys enroll in and attend safe, functioning, responsive education services. The IRC aims to both rebuild, reequip, and staff damaged school infrastructure and enhance the quality of education through curriculum improvements in formal and non-formal institutions, with a particular focus on social and emotional learning.

The IRC is partnering with ECHO under the Programme titled ‘Protective and Integrated Response For Conflict Affected Population (PIRCAP)’ in Nigeria, between 2023 and 2024. In Nigeria, PIRCAP takes an integrated approach to education and child protection, WASH and Health to support more than 3,000 school-aged boys and girls most affected by crisis across Gwoza in Borno State to access and learn in safe educational environments.

Under the direct administrative supervision of the Education State Manager and technical dotted reporting line to the M&E Manager, the M&E Officer will be responsible for the coordination, and implementation of the monitoring and evaluation, research, and learning activities of the Project within Borno State-supported LGAs. He/she will support the development of a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.

Major Responsibilities:

- Lead diagnostic studies, research, evaluations, and surveys within the PIRCAP program - Closely work with ECHO PIRCAP program Officers and Managers to ensure the Project has tested standard monitoring tools that capture both program activity and indicators progress. - Ensure the Project has accountability/feedback mechanisms up and running. - Assist in conducting and documenting project learning, and sharing lessons learned and best practices, incorporating these into project implementation. - Facilitate the preparations of monthly project activity plans including M&E plans - In collaboration with project staff, determine which monitoring activities will take place and which data collection methods to use. - In collaboration with project staff, ensure that the project work plans include monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to-date and progress tracked. - In collaboration with project staff, develop, translate, pilot, and finalize data collection tools as needed. - Work with project staff to ensure that data is collected are entered into the databases as well as tracking sheets, and platform data quality audits regularly to identify and resolve systemic problems affecting data quality. - Work with project staff to track progress on action points related to implementation and M&E activities - In collaboration with project staff, provide M&E inputs for reports written during project implementation and also produce monthly reporting and updates. - Closely follow up the field data collection and flag the data collection issues to the program Manager, and M&E manager. - Closely work with other sectors on the PIRCAP project to ensure smooth integration of activities.

Key Working Relationships:

- Position Reports to Education Manager (State Manager) with dotted line reporting to M&E Manager. Position directly supervises: NILL

Qualifications

- University degree (statistics, social science, development economics, or a related discipline) - Minimum five years of experience within the development / humanitarian sector - Proven technical skills in monitoring and evaluation, experience with qualitative and quantitative data collection and analysis. - Proven abilities in developing monitoring plans, data collection, information management systems, use of databases, and analysis and performance monitoring. - Demonstrated ability to train and build the capacity of others. - Comprehensive knowledge of humanitarian accountability principles and their translation into practice - Strong planning, organizational and interpersonal skills - Excellent analytical, presentation, and reporting skills - Willingness to travel extensively in northeast Nigeria, including remote and/or hard to reach areas.

Working Environment:

The position may require frequent travels to deep field. Standard office work environment will be applicable for the position. For any field visits, security protocols must be adhered to. __________________________________________________________________________________________________
