How can you make a difference?

Under the strategic technical guidance of the Education Manager (Output 2 the EiE Specialist will take responsibility for ensuring the effective management, monitoring, and evaluation of UNICEF EiE programmes, including ECW-supported programmes, in coordination with Education Specialists at federal and regional level:

  • Support the Education Manager in the provision of technical assistance to ensure an effective EiE response in Ethiopia; including its coverage, coherence, effective coordination, relevance, efficiency, effectiveness, and sustainability;
  • Ensure that the UNICEF EiE / education programme has useful, valid and reliable information on the situation of emergency-affected children’s and women’s rights;
  • Assist in the establishment and effective utilization of monitoring and evaluation tools which enhance partnerships to collectively track progress on EiE programme delivery;
  • Assist in the development of UNICEF and partner EiE capacities for effective programme implementation, monitoring and evaluation, with special attention to the interests, concerns and participation of the affected population, government, and relevant stakeholders.

SUMMARY OF KEY FUNCTIONS AND ACCOUNTABILITIES:

Under the strategic technical guidance of the Education Manager, Output 2, the EiE Specialist will take responsibilities for the following areas of work, in conjunction with the Output 2 Education Specialists, Education Officer and other section members:

Support to Programme Development, Planning, Management, and Coordination:

  • Support the preparation, design and updating of the situation analysis for the EiE programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention and development efforts.

  • Mobilise resources for EiE programming by preparing logical, coherent, and consistent project design/project proposals that incorporate evidence, theories of change/results frameworks, logframes, and budgets.

  • Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.

  • Support EiE/ECW coordination to ensure the programmes are well aligned with and informed by the education sector situation analysis and ensure that linkages with key stakeholders are established/maintained, including government counterparts/humanitarian and development partners.

  • Participate in strategic programme discussion on the planning of education in emergency programmes.

  • Maintain complete EiE/ECW-supported grant documentation and provide relevant information as and when required.

  • Ensure timely preparation and submission of deliverables to donors, including work plans, procurement plans, programme and financial reports.
  • Regularly track and monitor programme progress and budget performance, write regular grant reports, and take appropriate actions as required.

Programme management, situation monitoring and assessment and delivery of results

  • Plan and collaborate with Education Specialists/Officers, internal UNICEF colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the EiE response.

  • Provide technical support and coordinate with all Education Specialists and partners to identify holistic programme opportunities and ensure synergies across programmes.

  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.

  • Support the development and maintenance of a database of EiE-supported programme outputs, activities and results and provide relevant information for both internal and external reporting.

  • Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management.

  • Identify lessons learned in implementing the EiE response and use knowledge gained for development planning and timely intervention by the Section, Field office colleagues and partners to achieve education focused results for children.

  • Conduct monitoring/programme visits and field support missions to ensure effective programme implementation, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, identify areas in need of timely decisions, support and follow-up for UNICEF and partners.

  • Support the monitoring and verification of the optimum and appropriate use of EiE programme resources confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.

  • Prepare regular and mandated programme reports for the Section, donors and partners to keep them informed of programme progress for the EiE interventions
  • Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports.

Technical and operational support to programme implementation

  • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on EiE and related issues to support programme management, implementation and delivery of result.
  • Participate in education programme meetings including programme development and contingency planning to provide EiE technical and operational information, advice and support.
  • Draft donor proposals, policy papers, briefs and other strategic programme materials for use by the Supervisor, Section and Management as and when necessary.

Networking and partnership building

  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education in emergency programmes.
  • Prepare communication and information materials for CO EiE programme advocacy to promote awareness, establish partnerships and support fund raising for the education humanitarian response.
  • When delegated to do so, participate and/or represent UNICEF in appropriate inter-agency discussions on education in emergency related issues ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in the UNDAF processes.
  • Collaborate with M&E specialists in education programme and other sections for overall coordination of priority monitoring, reporting, and evaluation activities.

Innovation, knowledge management and capacity building

  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable EiE programme results.
  • Keep abreast, research, benchmark, and implement best practices in education in emergency management.
  • Assess, institutionalize and share best practices and knowledge learned on EiE implementation.
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable EiE programmes and projects.
  • Collaborate to implement capacity building strategies as a joint commitment with other humanitarian partners to enhance the competencies of clients/stakeholders to promote sustainable results on EIE and related programmes/projects.
  • Promote the awareness and understanding of the shared responsibility of M&E function among all UNICEF EiE / education staff members through communication, training, learning and development activities organization wide.
  • Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order that UNICEF EiE / education staff have the basic knowledge and skills in understanding and applying new M&E policies, tools, methods to fulfil their responsibilities.
  • Actively seek partnerships with knowledge institutions for the identification of capacity gaps and development of strategies to address them.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Education, including education planning and management, or any other relevant Social Science degree;

*A first level University degree combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree in the field of journalism, communications, external relations, public affairs, public relations or corporate communications.

  • At least 5 years of progressively responsible and relevant humanitarian and development work experience at the national and international levels in education programme development and implementation, including Monitoring and Evaluation;
  • Knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming;
  • Strong programme design skills, including capacity to prepare logical, coherent, and consistent documents that incorporate evidence, theories of change/results frameworks, log frames, and budgets. Experience writing successful donor proposals and donor reports.
  • Experience in implementing education programmes or coordinating education response in humanitarian settings is required;
  • Previous experience working with the UN System, and /or INGOs and with different levels of the education sector/system is an asset;
  • Good knowledge of (and ideally experience in) using established inter-agency standards and guidelines in EiE, such as the INEE Minimum Standards, is an added advantage;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
