Purpose

Join our team to ensure effective implementation, monitoring, and evaluation of the EiE programme / project activities in highly volatile and complex contexts and accelerate their implementation, strengthen monitoring and evaluation, and support further advocacy and resource mobilization for EiE. You will take responsibility for ensuring the effective management, monitoring, and evaluation of UNICEF programmes, with a special focus on the Bete/My Home Approach, in coordination with Education Specialists at federal and regional level In addition, you will ensure that the UNICEF EiE / education programme has useful, valid and reliable information on the situation of emergency-affected children and women, the realization of their rights and the performance of UNICEF-supported EiE programmes including their relevance, efficiency, effectiveness, and sustainability, and their coverage, coordination and coherence;

SUMMARY OF KEY FUNCTIONS AND ACCOUNTABILITIES

Strengthening Monitorin****g, Reporting, and Evaluation Planning

  • Contribute to and provide technical assistance for the planning and establishing the major monitoring, reporting, and evaluation objectives, priorities, and activities for UNICEF EiE programmes and Bete in accordance with annual work plans, in consultation with other education specialists/officers and partners;
  • Support the development of solid and relevant UNICEF EiE M&E plans in accordance with Harmonized Approach to Cash Transfer (HACT) requirements and procedures;
  • Identify the M & E objectives, priorities, and activities required for effective Emergency Preparedness and Response Plans;
  • In humanitarian response situations, draft and develop a simple data-collection plan to cover key data gaps as required for the initial emergency response, in close collaboration with Co-Cluster Coordinators, Information Management Officers, and partners.

Situation Monitoring and Assessment

  • Support UNICEF EiE programme and partners, including Bete partners, in the establishment and effective management of EiE statistical databases, ensuring that key indicators are readily accessible by key stakeholders. Potential uses include the Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, and Mid-Term Reviews;
  • Develop a Situation Monitoring and Assessment system owned by all key partners which supports the preparation of country level statistical and analytic reports on the status of children’s education and protection in emergency-affected areas;
  • Provide technical assistance to one or more rapid assessments (inter-agency or independently if necessary), working in close collaboration with the humanitarian clusters partners.

Programme Performance Monitoring

  • Provide technical support to ensure that a set of humanitarian programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners in the context of the multi-year and annual plans;
  • Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring, with special attention to humanitarian response;
  • Provide technical support for developing an effective and efficient programme performance monitoring system for Bete;
  • Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports.

Evaluation

  • Technically support programme partners to formulate Terms of Reference and evaluation designs of high quality, when relevant, drawing on the know-how of knowledge institutions, in compliance with the programme evaluation policies and guidelines;
  • Technically support the formulation of Terms of Reference for an Evaluation of the Bete Approach;
  • Monitor and ensure the quality of the field work and data management during the EiE project implementation phase, and the quality of the analysis and ease of understanding during the report writing phase;
  • Monitor and ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation.

Knowledge Management

  • Develop logical knowledge management system to support ease of coordination/data sharing with wider humanitarian and development actors also active in Education sector;
  • Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey key messages and a storyline; develop advocacy materials including posters, presentations and other visual materials;
  • Collect human interest stories for use in donor reports and to enhance visibility of uNICEF supported programmes;
  • Assist in and contribute to development and dissemination of research findings and recommendations to key stakeholders in user-friendly methods;
  • Support the publication of the Quarterly Newsletter for the LnD Programme (capturing key knowledge products within the education sector nationally and internationally, major events such as workshops, seminars, consultative meetings with partners and within UNICEF, etc.) for efficient and effective knowledge and information exchange among the extended education team.
  • Maintain appropriate filing system for monitoring reports, project photos, and associated materials.

Coordination and Networking

  • Collaborate with M&E specialists in education programme and other sections for overall coordination of priority monitoring, reporting, and evaluation activities;
  • Ensure that current and accurate M&E data and results are included in education programme’s inputs for national / regional reports, multi-country studies, and knowledge sharing networks;
  • Undertake lessons-learned reviews on successful and unsuccessful EiE M&E practices and experience at the national and regional level, and ensure they are shared as appropriate. Similarly, pay attention to M&E knowledge networks to identify innovations and lessons learned that may be relevant for the UNICEF EiE / education programme and partners to improve M&E function.

TECHNICAL REQUIREMENTS:

  • Understanding of the overall country context in Ethiopia, including issues such as: poverty, conflict and the impact of these factors on education and vice-versa; and inter-sectoral approaches to address such issues in collaboration with other sectors (including Social Policy, Child Protection, Nutrition, WASH, Health, and Communications within UNICEF);
  • Knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming;
  • Knowledge of monitoring and evaluation of programmes and partnerships ;
  • Professional technical knowledge/expertise in information management, statistics, and data management;
  • Professional technical knowledge/expertise in Activity M&E, Evaluation Design, data analysis, and reporting.
  • Understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education;

To qualify as an advocate for every child you will have…

  • A University degree in Social Sciences, Information Technology, Statistics, Planning development and Monitoring and Evaluation, Planning or another directly related subject
  • A minimum of 1[One] year of relevant professional experience at the national levels in education programme development and implementation including Monitoring and Evaluation activities.
  • Previous experience working with the UN System, including a specialized agency such as UNICEF is an asset;
  • Experience in monitoring of education programmes is required;
  • Knowledge of the education programming context in Ethiopia is an asset;
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
