Present in Brazil since 1950, the United Nations Children's Fund (UNICEF) has been supporting the country's most important transformations in ​​childhood and adolescence. The UNICEF Country Programme focuses its efforts on the most excluded, particularly those victims of the most extreme forms of violence, working to strengthen integrated and intersectoral public policies in the areas of: health, education, protection against violence, social assistance, and participation of adolescents, in 18 states of the Brazilian Legal Amazon and the Semiarid region - Selo UNICEF initiative, and in 08 large urban centres – Agenda Cidade UNICEF initiative.

Agenda Cidade UNICEF is been developed in every capital cities where UNICEF has zonal offices (Rio de Janeiro, São Paulo, Recife, Fortaleza, Salvador, Manaus, Belém, São Luís). It brings together in a integrated way key strategic programs of UNICEF in Brazil in order to reduce the violence affecting the most vulnerable children and adolescents in urban centres, specially education programs – Education that Protects; School Active Search; Successful School Pathways, and The Early Childhood Friendly Unit Initiative (UAPI). In Salvador the priority territory for integrated actions is Valéria.

Besides that, UNICEF works in State of Bahia with School Active Search, where 372 (89%) of the municipalities have adhered the strategy, as well as the State Secretariat of Education.

School Active Search (SAS) is a strategy carried out by UNICEF and the National Union of Municipal Managers of Education (Undime), with the support of the National Collegiate of Municipal Social Assistance Managers (Congemas) and the National Council of Municipal Secretariats of Health (Conasems). It supports municipalities and states to face the risk of school dropout and exclusion.. More information can be found at: buscaativaescolar.org.br

Education that Protects is a program to strengthen the right to education as a strategy to protect life and prevent violence. It provides recommendations and resources to promote the engagement of the System of Rights Assurance in school inclusion and the commitment of education networks to prevent and break violence cycles. Early Childhood Friendly Unit Initiative (UAPI), implemented in five Brazilian capitals (Belém, Fortaleza, Recife, Rio de Janeiro, Salvador and São Luís) aims to support the achievement of services of excellence for young children through the technical assistance, training, monitoring and certification of health (Primary Health Care Facilities) and education units (daycare centres and pre-schools).. Purpose

Under the direct supervision of the Specialist in Education for the Semi-Arid region and in alignment with the Chief Coordinator of the Zonal Office, the external consultant will provide general technical support to the UNICEF team in the implementation of the following strategies:

  1. Education that Protects (ETP) in Salvador (Valéria territory);
  2. Indique (IND) in Salvador (Valéria territory);
  3. School Active Search (SAS) in Salvador, especially in the Valéria territory;
  4. School Active Search (SAS) in the states of Bahia and Minas Gerais.

EXPECTED RESULTS

  1. (R1A + R1B) 30 school managers (headteachers and/or deputies) and 70 teachers and staff from the Valéria territory mobilized and participating in training on building responses to expressions of violence, with an emphasis on gender and anti-racism approach;
  2. (R1C) 30 technicians from SEMED and Municipal Schools in Valéria mobilized and working on integrating the flows of Law 13.431 and School Active Search;
  3. (R1C) 01 Document proposing the integration of flows between Law 13.341 and School Active Search;
  4. (R2B) 01 Document on the implementation of the "Indique" strategy in Valéria;
  5. (R3A) 10 technicians from the BAE teams in Salvador/Valéria supported with monthly technical assistance.
  6. (R3B) 200 technicians and professionals from the municipal education in Salvador participating in training on the BAE methodology and platform.
  7. (R3C) 60 actors from the intersectoral BAE Committee in Salvador/Valéria mobilized on a bimonthly basis.
  8. (R4A) 120 technicians from SEDUCs of Bahia and/or Minas Gerais, supported with monthly technical assistance.
  9. (R4C) 03 in-person sessions on the UNICEF Seal education strategies offered to municipalities in Bahia and/or Minas Gerais, at the UNICEF Seal training centers.
  10. (R4D) 300 technicians from the teams of municipalities and states in Bahia and/or Minas Gerais participating in online training on the SAS methodology and platform.
  11. (R3D; R4E) 5 reports, one per month, with monitoring data on the implementation of SAS in the state of Bahia and the city of Salvador.

Result 1: Support the implementation of Education that Protects (ETP) in Valéria territory

Activities:

R1A - Mobilize at least 30 public school managers and 70 teachers and technicians to implement initiatives that ensure the protection of children against all forms of violence in schools.

R1B - Organize 4 training sessions, preferably in-person, for the school community in partnership with the Implementing Partner of UNICEF City Agenda in Valéria, with at least 25 participants each time, to enhance knowledge and influence school curricula regarding violence and structural racism that impact learning.

Result 2: Support the implementation of Indique (IND) strategy related to Early Childhood Friendly Unit Initiative (UAPI) in Valéria territory

Activities:

R2A - Participate in at least 3 strategic meetings on Indique, promoted by the UNICEF City Agenda Implementing Partner in Valéria, systematize the discussions (with learnings and bottlenecks) and contribute to the replanning of actions in collaboration with the municipal team and the UNICEF City Agenda Implementing Partner;

Result 3: Support the implementation of School Active Search (SAS) strategy in Valéria territory.

Activities:

R3A - Conduct 10 technical assistance meetings, one per month, to monitor and support at least 10 technicians from the municipal team and the local team of Valéria for the implementation of the School Active Search strategy; constant review of intersectoral flows is recommended.

R3B - Organize at least 05 online and/or in-person training sessions, with at least 40 technicians each, to support the municipal team in Salvador in using the SAS platform and methodology.

R3C - Hold 04 advocacy meetings, with at least 15 stakeholders each, to engage key Municipal Secretariats participating in the SAS strategy (Education, Health, Social Assistance, and Children's and Women's Rights), the Justice System, and other stakeholders to implement the strategy and support the (re)enrollment of children and adolescents.

R3D - Prepare a monthly report with the data from Salvador collected in the BAE platform for monitoring and supporting the (re)planning efforts.

Result 4: Support the implementation of School Active Search (SAS) strategy in Bahia and Minas Gerais States

Activities:

R4A - Conduct 10 technical assistance meetings, one per month, to monitor and support at least 12 technicians (at a time) from the SEDUCs of Bahia and/or Minas Gerais/State teams for the implementation of the School Active Search strategy, in partnership with the UNICEF Seal Implementing Partner (CDJBC - Centro Dom José Brandão de Castro);

R4B - Participate in meetings to organize the School Active Search with SEDUC Minas Gerais, whenever UNICEF invites;

R4C - Provide 03 in-person sessions on the UNICEF Seal education strategies to municipalities in Bahia and/or Minas Gerais, at the UNICEF Seal training centers, according to the training schedule presented by the UNICEF Seal Implementing Partner (CDJBC - Centro Dom José Brandão de Castro). This activity involves travel, meals, and accommodation, receiving supplementary resources integrated into the contract value;

R4D - Support the organization and delivery of at least 5 online training sessions on the BAE methodology and platform, conducted by the UNICEF and the UNICEF Seal Implementing Partner (CDJBC - Centro Dom José Brandão de Castro), for at least 60 technicians at a time;

R4E - Prepare a monthly report with the data from the state of Bahia collected in the BAE platform for monitoring and supporting the (re)planning efforts.

For all of results is required a work plan detailing the assistance that will provide to Valéria territory and to Bahia and Minas Gerais States, including activities, schedule, goals, and results.

Deliverables:

The services included in the contract will be delivered continuously, with the same intensity throughout the months. The results will be evaluated by the following deliverables:

Performance indicators

  • Punctuality in meeting deadlines
  • Quality of the contents
  • Timely provision of the deliverables
  • Full adherence to the monthly workplans and diligences as agreed with Supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc).

Immediately upon signature of the agreement, the UNICEF supervisor and the selected consultant will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan.

The monthly reports shall be subject to review and approval by UNICEF after delivery by the Consultant. If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil, will the payment be processed.

Technical background, and experience required

  • Bachelor's degree in Education, Communication, Management, Psychology, Sociology, or another social sciences field is mandatory, and post-graduate education is a plus.
  • 5 years of experience in education projects and actions, project management, and/or child rights. Experience in active school outreach projects and addressing violence against children are advantageous.
  • 3 years of experience in community actions, training technical staff and public administrators, and/or supporting the organization of intersectoral workflows and arrangements.
  • Knowledge about child rights issues, including the Convention on the Rights of the Child and the Statute of the Child and Adolescent.
  • Teamwork skills and ability to work within tight deadlines.
  • Proficiency in using digital media tools and social networks.
  • Ease in communicating with public administrators, school professionals, children, and adolescents from territories in vulnerable situations.
  • Skills in analyzing and systematizing quantitative and qualitative information.
  • Proficiency in Microsoft Office Suite: Excel, Word, PowerPoint (intermediate), Google Apps, and video conferencing tools like Teams, Zoom, and Meet.
  • Proficiency in the Portuguese language for the preparation of reports and other necessary texts for consultancy development

General Conditions: Procedures and Logistics

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • For Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the Consultant
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • The Consultant will work remotely upon deliverable basis and prior authorization and/or clearance from UNICEF to engage in external activities is required.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

Restrictions

  • Consultants and individual contractors may not receive training at the expense of UNICEF. Notwithstanding, consultants and individual contracts must complete the applicable mandatory training.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Remarks:

Only shortlisted candidates will be contacted and advance to the next stage of the selection process.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
