In 2003, following the start of foreign military operations in Iraq, DRC became one of the first organisations to provide humanitarian assistance in the country and now operates in 11 governorates, including Anbar, Baghdad, Babel, Diyala, Duhok, Erbil, Karbala, Kirkuk, Najaf, Ninewa and Salah-al-Din.

Overall purpose of the role:

The Livelihoods Team Leader‘s role is to lead in the implementation and monitoring of livelihoods and social cohesion activities in Baaj/Sinjar/ Mosul city and surrounding areas, and to support the Livelihoods Manager in planning and designing programming. S/he is responsible for managing the project team, weekly reporting, and assisting with the day-to-day financial management of the project(s).

Responsibilities:

  • Responsible for in the planning and oversight of programme activities and project outcomes, including beneficiary registration,
  • assessment and selection, coordination of centre-based livelihoods activities, including business and financial management trainings, apprenticeships, evaluation of business proposal and disbursement of business grants
  • Prepare monthly and annual expenditure forecasts and workplans for programme activities, and remain accountable for ensuring that
  • programming remains on track against these forecast.
  • Identify challenges to programme implementation and develop and implement solutions, with approval from Project Manager.
  • Manage the workload of the team, including planning of weekly and monthly activities, delegating and ensuring team members’ satisfactory completion of tasks and responsibilities, and management of office resources and assets.
  • Manage the performance of Project staff, including identifying training needs, in coordination with the Project Manager, and developing Performance Improvement Plans for staff not performing.
  • Prepare weekly and monthly financial and narrative reports, monitor expenditure and outputs against targets.
  • Ensure implementation of programming in compliance with donor guidelines, regulations and rules, and with DRC Operation Handbook and relevant guidelines / SOP.
  • Assist the Project Manager in tracking and monitoring procurement of goods and services (such as assets, program supplies, Hawala contracts) required for programme activities
  • Ensure that all procurement documentation prepared by the programme team is compliant with DRC requirements and delivered in a timely manner.
  • Assist in the coordination and analysis of needs and market assessments and surveys such as market assessments, labour market assessments, price monitoring, social cohesion mapping and stakeholders mapping
  • Ensure equal participation through all stages of the project from all members of the community, taking into consideration gender, age, ethnic identities and clan and tribal affiliations.
  • Any other duties as may be assigned

  • Conduct duties in accordance with DRC Iraq Programme Standard Operating Procedures (SOPs);

Experience and technical competencies:

  • Minimum 3-year experience of working with UN or Non-Governmental Organizations.
  • Experience in training and capacity-building of staff on livelihoods program development and implementation.
  • Excellent communication and interpersonal skills, demonstrated ability to engage with communities, authorities and other stakeholders, and to act calmly and take the lead in tense situations.
  • Demonstrated ability to lead a team to achieve joint objectives, and to plan, identify team member’s strengths and workload to delegate appropriately, and ensure deadlines are met.
  • Excellent understanding of gender- and protection- mainstreaming, ability to work sensitively with vulnerable people, taking into account gender, age and diversity, and ability to clearly articulate and explain a comprehensive understanding of the local context, key humanitarian issues and displacement trends.
  • Demonstrated ability to manage sensitive and ensure that confidential information is recorded and stored securely.
  • Ability to act with utmost transparency and integrity
  • Demonstrated ability to analyses and identify challenges, strong problem-solving skills, and ability to develop and implement strategies.
  • Sound understanding of humanitarian principles and protection mainstreaming and of livelihoods and cash-based programming, experience implementing similar programming preferred.
  • Willingness and capacity to work in the field and travel frequently to project sites when needed.

  • Relevant university degree or similar education – University or Technical College degre
