DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

Under the management and supervision of the Area Manager and in close collaboration with Economic Recovery Coordinator, the Team Leader will be responsible for overseeing the implementation of economic recovery activities in Homs and Hama governorates. The Team Leader is therefore expected to supervise the following main intervention; Multi-Purpose Cash Assistance, Vocational Training, Internships, Business start-up/Activation Grants and Business Scale-up Grants. In addition, the Team leader is expected to maintain close coordination and collaboration with direct partner, INGO’s, and other authorities within the area of operation.

Duties and Responsibilities

Programme management:

  • Ensure targets are met under DRC’s agreement with donors, to be accountable to the stated goals of the programme.

  • Develop, coordinate, plan, implement, monitor, and report on DRC´s economic recovery Programming for the area of operation.

  • Providing technical inputs to the programme throughout the project cycle.
  • Oversee proper documentation of activities implemented and actors/beneficiaries involved.
  • Undertake regular field/onsite visits to ensure technical support to Economic Recovery staff and proper monitoring of the activities implemented in operation.
  • Foster and ensure Economic Recovery Officers and Assistants maintain productive, supportive, and respectful relations with beneficiaries.
  • Daily management of Economic Recovery Officers and Assistants including timely implementation of the project activities.
  • Provide support, direction and on-job coaching to Economic Recovery Officers and Assistants.
  • Contribute to developing new sustainable livelihood initiatives/proposals and fundraising relating to emergency and longer-term response.
  • Ensure lessons learned are documented, shared, and reflected in program planning and decision making.
  • Ensure continuous capacity building among Economic Recovery staff in handling the Economic Recovery programming e.g., micro-grants
  • Ensure implementation of economic recovery activities are compliant with the Core Humanitarian Standards (CHS) and the DRC Code of Conduct (CoC).

Program Development:

  • Ensure that high quality, integrated, and needs-based proposals are developed and are according to DRC Syria priorities as identified in its country strategic planning
  • Monitor developments and determine strategic opportunities related to the Economic Recovery sectors.
  • Contribute field knowledge and experience to strategy development process and follow the strategy, communicate to field staff, and implement accordingly

Administration: Finances, Human Resources, and Supply Chain:

  • Provide budget monitoring and expenses control including compliance with minimum DRC and donor requirements.
  • Maintain financial oversight of Economic Recovery budget lines as assigned by line manager and ensure proper tracking of purchase requisitions, payment requests and and monitor the procurement of goods and services in collaboration with the Economic Recovery coordinator and Area Manager in addition to participation in BFU meetings for the project.

Monitoring, Evaluation, Accountability, and Reporting:

  • Work with Economic Recovery Coordinator and MEAL team to ensure the M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
  • Advise and supervise field staff on use of beneficiary assessment and selection tools, adhere to selection criteria in implementation of activities, support selection processes e.g., panels and ensure completed paper beneficiary assessment and selection tools are consolidated electronically, including on information management system
  • Keep track of indicators and monitor progress towards targets according to log frame and project proposal.
  • Ensure that timely and quality project narrative reports are provided according to donors’ requirements

Collaboration/External relation:

  • Foster and maintain excellent working relationships with key humanitarian actors–local and international (INGO’s& LNGO’s), including government authorities and Ministry sectors through regular attendance at technical meetings and bilateral meetings
  • Liaise closely with other DRC sectors such as Protection and Shelter/WASH to ensure productive coordination and smooth implementation of the programme activities

Experience and technical competencies: (include years of experience)

  • Knowledge and experience in implementing programmes in agriculture, Vocational/technical skill development, Multipurpose cash assistance, and business development programmes.
  • Experience in local governance, community development and participatory development programming are highly advantageous.
  • Experience with supervising a diverse team in terms of sex, race, faith, age, etc.
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility.
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well and engage with community members openly, maintain confidentiality and respect.
  • Minimum 3-5 years’ experience in humanitarian livelihoods programmes in Syria.

Education:

  • Bachelor’s Degree in Economics, development, Agriculture, or similar relevant education.
  • High level of computer literacy (Microsoft Word and Excel).

Languages:

Fluent in both Arabic and English
