DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12 million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekaa, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams

About the job

The Econmic Recovery Officer will be in charge of all the Cash-for-Work actitvities strategy, design, support and implemenetation in the governorate of Bekaa. The Economic Recovery Officer will be under the direct supervision of the Economic Recovery Manager. S/he will work to ensure the Cash-for-Work intervention is ongoing with highest technical quality, activities and reporting are completed on time, that coordination with relevant local stakeholders is and that problems and challenges are identified proactively and solution provided in a feasible manner. Your main duties and responsibilities will be:

Information & Analysis

  • Actively lead the implementation of the cash for work activities in a way that ensures coherence between field implementation, technical guidelines and commitments outlined in the project proposal.
  • Act as the main liaison between communities, municipalities and the DRC office in all program-related issues; maintain good relationships with participants and professional relationships with local stakeholders and authorities.
  • Support in the liaison with municipalities and other stakeholders for the identification of spaces and requirements.
  • Assess potential Cash-for-Work activities in line with the DRC guidelines and in accordance with local authorities’ consultations.
  • Design the Cash-for-Work activities, including the procurement, workload for each worker, timeline for the project itself and report accordingly to the EcRec Manager on a regular basis.
  • Under the direction of the Economic Recovery Manager, daily supervise the team for the CfW activities and ensure the finalization of their plan for the project timeline, and that the technical aspects of the project are running in accordance with the project’s objectives and DRC’s strategies.
  • Ensure strong engagement and communication with participants targeted in DRC EcRec program and make sure their work place is safe and dignified, and make sure that enquiries are answered in a timely manner, in coordination with the MEAL hotline.
  • Work closely with the rest of the EcRec team and the MEAL to support coordination between various project activities, as well as coordination between communities and municipalities in order to ensure integrated programming and streamlined communication; under the overall supervision of the EcRec Manager
  • Act as internal focal point for the distribution and monitoring of project materials, equipment and refreshments and ensure that the purchased supplies are tracked and used properly by the beneficiaries, workers and municipalities on field.
  • Assist in the development of standardized messages to be provided to program participants and stakeholders about the project itself, it processes, roles and responsibilities of each and everyone, and ensure their awareness of the hotline phone number of the feedback mechanism.
  • Assist with the capacity building of the Economic Recovery Assistant to ensure solid understanding of key program documents and tools.
  • Frequently conduct field visits in order to ensure a good work quality from the EcRec Assistant and participants.
  • Plan payments of beneficiaries, cross-check the payments request and number of hours worked as per the EcRec assistant work, prepare the payment request to the Finance department and liaise with them throughout the process.
  • Plan, monitor, and report on all projects activities and submit monthly donor reporting dues including participants lists, payments outcome and narrative reports.
  • With the support of the EcRec Manager, lead and coordinate the finalization of the Memorandum of understanding and handover agreements with municipalities.
  • Support the economic recovery Manager in developing budget forecast, work plans and tools related to CFW activities

About you

To be successful in this role we expect you to have a Tertiary education (Bachelor minimum) in communication, politics, risk or other related field. Moreover, we also expect the following:

Required

Minimum 2 years’ experience with NGOs in Livelihoods, Cash, Shelter or related sectors, or in the engineering construction sector, which would include experience with the following activities:

  • Implementation of Cash-for-Work projects, rehabilitation and shelter related projects
  • Implementation of Cash for Work Projects integrated in Community Support Projects
  • Cash delivery mechanism and modalities
  • Community mobilization
  • Experience in external coordination with various stakeholders
