The Economic Recovery Officer will provide technical support related to DRC’s engagement with digital job platforms and employers in Jordan, cash for work projects and building linkages to markets for producers in Azraq camp. This involve a particular focus on private sector engagement, both digital and in person, ensuring compliance with CfW SOPs and training of field staff to ensure quality of programs. The Economic Recovery Officer will also feed into the sectoral strategy, and support effective information management within the Economic Recovery Unit.

About the job

The individual will report directly to Head of Programmes. Your main duties and responsibilities will be:

Technical Oversight and Field Support (70%):

Working closely with the other members of the Economic Recovery Unit,

  • Provide field support and coordination for the implementation of DRC’s digital jobs, market-based, and Cash for Work projects, as well as supporting MSME programming as needed
  • Assist with mapping of private sector entities and market assessments to inform design of projects that support microbusiness and improve employability of vulnerable Jordanians and refugees.
  • Review and update tools and SOPs pertaining to markets, business support and cash for work
  • Ensure standardization of DRC’s economic recovery programming, developing and revising associated tools as needed.
  • Meet regularly with livelihood field teams to develop work plans, as well as identify technical challenges and develop contextually grounded solutions.
  • Train field staff on updated SOPs and continually monitor staff performance and provide technical support to ensure compliance with SOPs, raising any issues or challenges internally within the Ec Rec Unit.
  • Visit program activities regularly, provide support and feedback to livelihood staff on technical approaches and methodological issues within the realm of digital jobs, CfW, and market linkages.
  • Support field teams in understanding local markets and ensure full understanding of associated tools developed.
  • Identify areas for continual improvement of DRC’s livelihood activities by capturing and sharing key challenges, articulating obstacles and proposed solutions, and identifying success stories to highlight.
  • Participate in all project kick-off meetings as well as systematic project review discussion.
  • Identify relevant staff capacity building activities in coordination with field management;
  • Review and/ or contribute to donor reports as required.
  • Identify relevant staff capacity building activities in coordination with the Base/ Programme Managers;

Programmatic Data Analysis and Advocacy (20%):

  • Revise Economic Recovery tools on the Gamma database, ensuring technical field teams have full understanding of their use and relevance to programs.
  • Collate and analyse programmatic evidence and contextual information to inform economic recovery programme development as well as livelihood advocacy messages
  • Routinely review beneficiary and programmatic data to identify programmatic issues and potential message topics
  • Develop monitoring and learning reports together with the MEAL unit

Strategy Design and Development (10%):

  • Provide field evidence to support the design of new programming.
  • Draft new project concept notes
  • Assist in the development and revision of DRC’s country economic recovery strategy;
  • Provide technical support in the development of learning documents and the improvement of DRC’s economic recovery programming

Any other tasks as requested by the Economic Recovery Coordinator or Head of Programmes

About you

Required

At least two years proven and successful track record as technical advisor or project officer in the field of livelihoods;

You should also have:

  • Bachelor’s degree in one of the following: International development, social sciences, international relations, human rights. Masters preferred.
  • Knowledge of digital job platforms and opportunities in Jordan and the Middle East region
  • Knowledge of Cash for Work programming
  • Knowledge of core livelihoods programme interventions and strategies
  • Excellent verbal and written skills in English and Arabic
  • Proven experience in livelihood programming, private sector engagement or economic development;
  • Experience working in Jordan with a range of a local partners in the field of economic empowerment and/ or livelihoods
  • Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans.
  • Experience in external representation, including to private sector actors
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny
  • Fluency in English and Arabic

Ideally, you also have

  • Ability to communicate technical information in an easy to understand, informative and collaborative manner
  • Strong analytical skills and experience of working with data
  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards
