In 2003, following the start of foreign military operations in Iraq, DRC became one of the first organisations to provide humanitarian assistance in the country and now operates in 11 governorates, including Anbar, Baghdad, Babel, Diyala, Duhok, Erbil, Karbala, Kirkuk, Najaf, Ninewa and Salah-al-Din.

Responsibilities:

  • Under the general supervision of the Tikrit Economic Recovery program manager, contribute to the implementation of DRC Economic Recovery activities as defined by project requirements, technical standards, specifications, and other documentation.
  • The Economic Recovery Assistant will provide administrative and technical support to facilitate the delivery of economic recovery activities in Salahaldin. They will assist the Economic Recovery Officer in ensuring quality of planning, implementation and follow up of economic recovery activities. The Salahaldin team will be providing tailored Economic Recovery support to pilot a personalized graduation approach for target communities in (Tikrit, Samarra, Balad, Is’haqi and other areas in Salahaldin). The project will include activities such as business training and grants, apprenticeships and vocational training, savings and loans groups, market linkage events as well as integrated Protection services.
  • Conduct the following field activities (community committees' formations, community committee meetings, labor market assessment, price monitoring vulnerability assessment, feasibility assessments, business monitoring, employer interviews, apprenticeship and job placement, focus group discussions, value chain analyses, business management training, life skill training, vocational training, saving group training, market linkage events, participatory service mapping, cash distributions and any other tasks assigned by the line manager.
  • Provide support to the Economic Recovery officer/ Team Leader and other DRC staff in arrangements for Economic Recovery, such as ensuring the correct equipment is present and in good working order, the Economic Recovery site is correctly prepared, safety standards are being observed, etc.
  • Enhance and facilitate discussion on main community concerns and problems within the displaced and the host communities.
  • Identify and assess the needs of various communities and suggest possible solutions in coordination with Project Officer.
  • Develop (daily/weekly) visit plans on assessing, re-assessing, and following up community activities in coordination with Project Officer/ team leader.
  • Ensure dissemination of clear and reliable information on Economic Recovery service provision and other pre-selected key topics.
  • Conduct information sessions, record feedback (comments, suggestions) and report result back to Project Officer.
  • Maintain constructive relationships with municipalities, other local government institutions, local NGO partners and other international organizations in coordination with the other team members
  • Contribute to capacity building of local organizations, community groups, and stakeholders
  • Ensure transparent and accountable communication with beneficiaries and key stakeholders, regarding entitlements, documentation required, and selection criteria and cash distribution plans.
  • Compile, check and submit all Economic Recovery documentation necessary to DRC’s supply chain or /and finance departments to process payments (for example, for workshops, daily workers).
  • Ensure that all the activities he/she implemented in accordance with DRC guidelines, Standard Operating Procedures ensuring standards of accountability and the DRC feedback mechanism are being properly implemented through all project activities.
  • Ensure equal participation through all stages of the project from all members of the community, taking into consideration gender, age, ethnic identities and clan and tribal affiliations.
  • Conduct activities in a community- and rights-based, participatory manner, maintaining an Age, Gender and Diversity (AGD), Prevention of sexual exploitation and abuse (PSEA) and conflict-sensitive approach to community engagement.

  • Any other duties as may be assigned by the Line Manager.
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs).
  • Conduct duties in accordance with DRC Code of Conduct.

Experience and technical competencies: (include years of experience)

  • At least 2-3 years of relevant professional experience of working with UN or Non-Governmental Organizations preferably in Economic Recovery.
  • Strong written communication skills, experience writing reports or other narrative documents.
  • Proven work experience in cash and Economic Recovery projects
  • Experience working with or for NGOs and/or UN agencies, particularly international humanitarian organizations in returnee, host community, refugee and IDPs contexts.
  • Proficiency in the method for assessment/surveys
  • Use of tablets and data entry proven ability to work in a complex multicultural environment as a flexible and respectful team member.
  • Fluent Arabic language-both written and spoken is a strong requirement
  • Working knowledge of the English language-is an asset
  • Very good interpersonal skills and following computer programmes (Excel functions, VLOOKUP, data extraction and analysis) and tablets programs (ODK & CTO).

Education:

Relevant university degree or similar education preferred.
