Org. Setting and Reporting This position is located in the Energy Industry Section within the Sustainable Energy Division of the United Nations Regional Economic Commission for Europe (UNECE).

Under the general supervision of the Director, Sustainable Energy Division, and reporting to the Chief of Section, the incumbent is responsible for supporting the implementation of the programme of work of the Committee on Sustainable Energy and its subsidiary bodies, in particular the Expert Group on Resource Management, and to carry out concrete, result-oriented activities that are to be developed and implemented with the active participation of UNECE member States, representatives from the energy, business and financial sectors, civil society, international organizations, independent experts and academia.

Responsibilities Within delegated authority, the incumbent will carry out the following duties:

Economic or sector analysis

  • Monitors developments and trends in sustainable resource management and sustainable energy in the context of the 2030 Agenda for Sustainable Development and identifies recurrent and emerging issues of concern to the United Nations and UNECE member States and opportunities for enhanced application of the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS) to facilitate attainment of the 2030 Agenda.
  • Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships in raw materials production and consumption in the UNECE region.
  • Drafts specified inputs for technical papers and analytical studies on resource management with a focus on the critical raw materials needed for the energy sector, including energy storage, and the transport sector.
  • Identifies and analyses policy proposals made elsewhere relating to assigned topics.
  • Attends international, regional, and national meetings to hold discussions with representatives of other institutions on sustainable and integrated resource management and use of UNFC and UNRMS.
  • Assists in the organization and servicing of expert group meetings, seminars, etc. on sustainable development issues.
  • Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support

  • Provides substantive support on sustainable and integrated resource management to the Committee on Sustainable Energy and its subsidiary body the Expert Groups on Resource Management.
  • Follows intergovernmental meetings and meetings of subsidiary bodies and prepares summary reports.
  • Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
  • Assists in the organization of panels, round tables etc. on issues related to sustainable and integrated resource management.

Technical cooperation

  • Participates in missions on development issues, usually as a member of a team.
  • Organizes training seminars for national experts, in particular on application of UNFC and UNRMS.
  • Prepares documentation for technical cooperation programmes and projects, including on establishment of International Centres of Excellence on Sustainable Resource Management in the UNECE region with a focus on European Union countries.
  • Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
  • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects, in particular those related to sustainable resource management.

General

  • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services and, in particular, the extrabudgetary project “Supporting UNECE member States in the development and implementation of the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS)” and the work plan of the Expert Group on Resource Management.
  • Undertakes on-the-job and other training activities, both internally and externally.

Work implies frequent interaction with the following:

Staff within the Division and across UNECE; counterparts in other UN, regional and global development organizations; the four sister Regional Commissions; the European Commission; and senior officials in government, industry, international organizations, academia and research institutions.

Results Expected:

Accurately analyses current and emerging economic and sustainable development issues obtained by applying sound principles and concepts, by using valid data and, as necessary, by applying appropriate economic models; prepares reports and policy proposals related to integrated sustainable resource management that are useful to governments and other stakeholders; engages in technical cooperation activities that contribute to sustainable resource management in recipient countries.

    Education Advanced university degree (Master’s degree or equivalent) in mineral economics, mining engineering, geology, geo-environmental sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in natural resource management, energy and sustainable development is required. Experience of working for or with national geological surveys in UNECE member countries in desirable. Knowledge of the minerals resource classification systems used in UNECE countries, in particular countries of the European Union is desirable. Experience in applying the United Nations Framework Classification for Resources (UNFC) at the national or regional level, in particular in Europe, the Caucasus and Central Asia, is desirable.

    Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of French is desirable. Knowledge of Russian is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.
