Org. Setting and Reporting The post is located in the Economic Cooperation and Trade Division (ECTD) of the United Nations Economic Commission for Europe (UNECE) based in Geneva, Switzerland. The post is focused on strengthening the capacity of the Eurasian Economic Union (EAEU) countries to build resilient, diversified and sustainable value chains at the regional level and to integrate into international/global value chains post COVID-19. The incumbent will work under the supervision of the Director in the ECTD.

Responsibilities Within delegated authority, the duties of an Economic Affairs Officer will fall mainly into one of the four functional areas below.

Project support: - Supports coordination of the UNECE XB project “Fostering Resilient, Diversified and Sustainable Value Chains in the Eurasian Region after COVID-19”. - Develops a roadmap for the project inception and follows up on the implementation of activities. - Supports recruitment process for national and international consultants to conduct project activities - Organize coordination meetings and follows-up on a regular basis on delivery of outputs by national and international consultants. - Develop a website (structure and content), for the project and related deliverables within the organization website. - Supports the preparation, editing, design and translation into Russian language of the project’s written deliverables. - Develops media (including social media) content for the project and related project deliverables. - Prepares official correspondence (invitation letters, thank you letters, etc.).

Economic or sector analysis: - Develops socio-economic databases and qualitative information necessary for the preparation of legal and economic studies on beneficiary countries’ and the Eurasian region’s integration into regional and global value chains. - Develops evidence-based policy options (included in policy brief) for the way forward for beneficiary countries’ integration into more resilient, diversified and sustainable value chains. - Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships and to develop the effects of alternative policies and assumptions. - Coordinates the development of national and regional studies and policy briefs, tailored to the needs of countries in the region (develop an outline and agrees on it with the project manager, coordinates the input of international and national consultants, etc.) and supports the process of approval for the policy briefs within UNECE. - Drafts specified inputs for the national and regional studies and respective policy briefs (e.g. on state of play of beneficiary countries’ integration into regional and global value chains and evidence-based policy options for the way forward for more resilient, diversified and sustainable value chains for the beneficiary countries). - Identifies and analyses policy proposals made elsewhere relating to assigned topics. - Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions. - Prepares speeches and other inputs for presentations by senior staff on beneficiary countries’ integration into regional and global value chains and related policy options, including in a form that is meaningful to non-specialists.

Support with meeting organization: - Supports the organization of face-to-face and online stakeholder consultations at the national and regional levels to analyze and discuss key features of the beneficiary countries’ integration into regional and global value chains and the impact of COVID-19 (e.g. identifying and inviting speakers and developing meeting agendas) - Supports the organization of peer review workshops and national policy dialogues and briefings to build resilient, diversified and sustainable value chains at the regional level and to integrate into international/global value chains post COVID-19 (e.g. identifying and inviting speakers and developing meeting agendas). - Supports the organization of launch events to present deliverables of the project. - Develops promotional material for the meeting (brochures, flyers, etc) in English and Russian and distributes it to relevant stakeholders. - Supports technical arrangements for conducting the meeting with external partners and the executive office (renting online platform, developing and agreeing on terms of reference with another organization for the support of the meeting, arranging interpretation facilities etc.). - Drafts news items and meeting reports.

General: - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services. - Undertakes on-the-job and other training activities, both internally and externally.

Education Advanced university degree (Master’s degree or equivalent) in economics or related field. A first-level university degree in the specified fields of study in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

Languages English and French are the working languages of the United Nations Secretariat; and Russian is a working language of ECE. For the position advertised, fluency in English is required; and knowledge of Russian is desirable.
