Result of Service Compilation of existing national and international safety and performance standards applicable to the refrigeration and air-conditioning sector Enhanced knowledge and awareness of key stakeholders and decision-makers on the need and benefits of existing, revised and new regulations and standards on safety and performance, in particular safe handling of alternative refrigerants and energy-efficiency of RAC equipment Roadmap with recommended future action describing activities to be considered in the country’s KIP and its stage I.

Duties and Responsibilities UN Environment Programme (UNEP) is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments.

The Executive Committee approved at its 87th meeting a projecs to prepare Turkmenistan's Kigali HFC implementation plan (KIP) with UNEP as the sole implementing agency. This includes the preparation of KIP stage I proposals to achieve 10% reduction of the countries' HFC consumptions below the baseline in 2029.

The consultant will work in a team of national and international experts in close cooperation with the national Montreal Protocol Unit and UNEP OzonAction.

DUTIES AND RESPONSIBILITIES

Review, compile and describe existing national and international safety and performance standards applicable to the RAC sector in Turkmenistan, including standards and regulations on the safe handling of alternative refrigerants and on enhancing energy-efficiency Recommend adoption, revision or drafting of new standards in Turkmenistan (mandatory and voluntary standards) Elaborate a road map for adoption, revision or drafting of standards applicable to alternative and climate-friendly refrigerants (low GWP), alternative equipment and packaging (cylinders, containers) in the refrigeration and air-conditioning sector, addressing safety and energy-performance and providing the rational and justification for such standards Arrange and participate stakeholder consultations and workshops to explain existing standards and to consult relevant stakeholders on the need of adopting, revising, or drafting new standards, and to inform about recommendations and the roadmap for adoption, revision or drafting of standards Encourage dialog and cooperation between relevant institutions and stakeholders and consult relevant stakeholders to obtain their endorsement and support Facilitate the adoption of necessary standards in the register of the Main State Service of Turkmenistan “Turkmenstandards”, as required by national legislative processes Prepare information / awareness materials and factsheets on relevant regulations and standards, and the roadmap for adoption, revision and drafting of new standards for dissemination to relevant stakeholder and Government bodies and during stakeholder consultations and seminars Recommend action plan and strategy elements related to the adoption, revision or drafting of new safety and performance standards based on the feedback from key stakeholders, to be considered for Turkmenistan’s KIP and its stage I, including activities enhancing the safe handling of alternative refrigerants as well as energy efficiency Submit monthly activity reports documenting activities accomplished including outcomes, challenges, conclusions, and recommendations to the project coordinator, the Montreal Protocol Officer and UNEP OzonAction Provide other support necessary for the effective implementation of activities and meeting the overall project objectives.

Qualifications/special skills Skills: Computer literate (Word, Excel, PowerPoint, Internet) Ready to work under tight deadlines, to integrate quickly within a team and to show personal initiative Excellent communication, analytical, drafting and presentation skills. Academic Qualifications: University degree in engineering, policy and legislations, energy management, building codes or similar, or equivalent work experience in related fields. Experience: At least 10 years of relevant work experience related to standards and regulations on safety, performance and energy-efficiency of equipment, preferably in industry Experience working with the government authorities, people management, public relations or similar Experience in analysis, assessment, surveys and drafting of standards and regulations related, if possible related to safety, performance and energy-efficiency of equipment. Language: Fluent written/spoken communication skills in Russian and Turkmen language and good working knowledge of English.
