Result of Service Compilation of existing national initiatives, policies, regulations, and standards associated with maintaining or enhancing energy-efficiency Enhanced knowledge and awareness of key stakeholders and decision-makers on the potential of enhanced energy-efficiency in the RAC sector to reduce greenhouse gas emissions Proposed activities to be considered for the country's KIP and its stage I and recommendations for future action.

Duties and Responsibilities UN Environment Programme (UNEP) is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments.

The Executive Committee approved at its 87th meeting a projecs to prepare Turkmenistan's Kigali HFC implementation plan (KIP) with UNEP as the sole implementing agency. This includes the preparation of KIP stage I proposals to achieve 10% reduction of the countries' HFC consumptions below the baseline in 2029.

The consultant will work in a team of national and international experts in close cooperation with the national Montreal Protocol Unit and UNEP OzonAction.

DUTIES AND RESPONSIBILITIES

Review and compile existing national initiatives, policies, regulations, and standards associated with maintaining and/or enhancing energy-efficiency Evaluate the energy-saving potential in the refrigeration and air-conditioning (RAC) industry in consultation with national RAC experts Identify or prepare information and awareness materials on energy-efficiency and case studies evaluating the energy-efficiency of RAC systems using low-GWP alternatives in the commercial and industrial sectors for dissemination to stakeholders and participants of meetings, training events and seminars Identify energy-efficiency standards and policies applicable to commercial refrigeration and air conditioning equipment and evaluate the feasibility to adopt them at national level Draft recommendations and strategy elements as input for a national energy-efficiency strategy building on existing initiatives, policies, regulations and standards, the report on energy saving potential in the RAC industry, and stakeholder consultations Raise awareness on the potential of enhanced energy-efficiency in the cooling sector to reduce greenhouse gas emissions through presentations at stakeholder consultations and the sharing of case studies / factsheets Recommend activities to enhance energy-efficiency in sectors relevant to the Montreal Protocol for possible inclusion in KIP and its stage I Submit monthly activity reports documenting activities accomplished including outcomes, challenges, conclusions, and recommendations. Provide other support necessary for the effective implementation of activities and meeting the overall project objectives.

Qualifications/special skills Skills: Computer literate (Word, Excel, PowerPoint, Internet) Ready to work under tight deadlines, to integrate quickly within a team and to show personal initiative Excellent communication, analytical, drafting and presentation skills. Academic Qualifications: University degree in engineering, economics, energy management, environmental science or similar, or equivalent work experience in related fields. Experience: At least 5 years of relevant work experience related to energy management, energy policy development and planning, energy economics, energy-efficiency in the refrigeration and air-conditioning (RAC) sector or similar Experience working with the government authorities, people management, public relations or similar Experience in research, data collection, assessment and/or surveys, preferably in the RAC sector. Language: Fluent written/spoken communication skills in Russian and Turkmen language and good working knowledge of English.
