Result of Service Incorporation of RAC-sector related legislative and policy measures, innovative capacity building tools and approaches, efficient training and awareness initiatives into the country's KIP, based on reliable data and assessments and informed decisions taken in consultation with key stakeholders and relevant Government bodies.

Duties and Responsibilities UN Environment Programme (UNEP) is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments.

The Executive Committee approved at its 87th meeting a project to prepare Turkmenistan's Kigali HFC implementation plan (KIP) with UNEP as the sole implementing agency. This includes the preparation of the KIP stage I proposal to achieve 10% reduction of the countries' HFC consumptions below the baseline in 2029.

The consultant will work in a team of national and international experts in close cooperation with the national Montreal Protocol Unit and UNEP OzonAction.

DUTIES AND RESPONSIBILITIES

Review and assess innovative tools and approaches for capacity building of relevant actors including OzonAction’s tools related to HFC phase-down Arrange, support, and participate in stakeholder consultations, workshops and training events including training for service technicians in the refrigeration servicing sector and the online training with international RAC trainers in promoting efficient practices of operation, maintenance, and installation of RAC systems Support the collection of reliable HFC consumption data in the RAC sectors including sub-sectors, in particular for the baseline years Review and recommend improvements of the training curricula of university students / RAC experts on the safe use of alternative/ flammable refrigerants and relevant safety measures Review and recommend improvements of the certification scheme including the tools required for certification Review and recommend improvements of the training curricula of customs officers / environmental inspectors Identify existing energy-efficiency measures, policies, legislation, standards or strategies and recommend how energy-efficiency in the RAC sector could further be enhanced Assess the needs for enhancing training programs on recovery, recycling, and destruction Review of national rules, regulations, policies and standards related to the RAC sector Support the revision / adoption of national standards to remove barriers to the market penetration of new technologies in the RAC sector Support awareness activities targeting equipment importers, RAC experts, end-users, managers of hotels and supermarkets, facility owners, media etc. Prepare monthly activity reports documenting activities accomplished including outcomes, challenges, conclusions, and recommendations Provide other support necessary for the effective implementation of activities and meeting the overall project objectives.

Qualifications/special skills Skills: Computer literate (Word, Excel, PowerPoint, Internet) Ready to work under tight deadlines, to integrate quickly within a team and to show personal initiative Extensive knowledge of the refrigeration and air-conditioning sector in the country Academic Qualifications: University degree in environmental studies, refrigeration and air-conditioning or related areas or equivalent work experience Experience: At least 10 years of relevant experience in the refrigeration and air-conditioning sector, servicing sector or similar Working experience of at least 10 years in training / teaching / technical assistance of RAC systems design, installation, operation or maintenance Extensive knowledge of the refrigeration and air-conditioning sector in the country Knowledge of Montreal Protocol-related issues and of environmental policy is an asset. Language: Excellent written/spoken communication skills in English and Turkmen language. Fluency in Russian is an asset.
