Duties and Responsibilities

UNEP is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol Officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments. The Executive Committee approved at its 90th meeting the preparation of Serbia's Kigali HFC implementation plan (KIP) stage I to achieve 10% reduction of the country's HFC consumption below the baseline in 2029. UNIDO is the lead agency and UNEP the cooperating agency. The purpose of this SSA is to produce UNEP’s input / non-investment components for incorporation into Serbia’s KIP stage I for submission. The Executive Committee approved at its 93rd meeting the preparation of Georgia’s KIP stage I to achieve 10% reduction of the countries' HFC consumptions below the baseline in 2029. UNEP is the sole agency. The purpose of this SSA is to produce the entire KIP stage I for submission. The Executive Committee approved at its 93rd meeting the preparation of Moldova’s KIP stage I to achieve 10% reduction of the countries' HFC consumptions below the baseline in 2029. UNEP is the sole agency. The purpose of this SSA is to produce the entire KIPs stage I and the associated energy-efficiency pilot project for submission. The Executive Committee approved at its 81st meeting the preparation of Guinea Bissau’s HPMP stage II preparation. The purpose of this SSA is to finalize the HPMP stage II in line with the prescribed format and guidelines for submission. In general, the consultant will comply with the following for provisions for all projects:  Comply with the requirements described in the latest version of the Fund Secretariat’s “Updated guide for the presentation of stage I of KIPs” and incorporate gender mainstreaming aspects into the proposed activities in accordance with ExCom decisions 84/92(d) and 90/48(c).  Liaise with and guide the countries’ Montreal Protocol Officers and local consultants on the need, scope and format of data required as per the Fund Secretariat’s requirements, review data for consistency and identify data gaps.  Review the countries’ recent / ongoing Montreal Protocol projects (HPMP stages, institutional strengthening projects, ODS alternatives surveys, enabling activities) and related progress / verification reports.  Consult of key stakeholder / beneficiaries, in cooperation with countries’ Montreal Protocol Unit, to confirm the need for the planned activities and to agree on the type, quantify and costs.  Consider UNEP’s role as non-investment agency focusing on training / capacity building, policy setting and legislation, and awareness raising as well as the procurement of training equipment.  Recommend strategy elements and activities for inclusion in the draft documents / funding request and request feedback / suggestions from the Monreal Protocol Officer, project team and UNEP,  Prepare iterations of draft documents / funding requests for review and incorporate comments and additional information / data as necessary.  Finalize the documents / funding requests for endorsement by key stakeholders, participate in virtual national stakeholder consultation to obtain stakeholder support, present the documents / funding requests and provide explanations as needed.  Call for review / consultation meetings with the countries’ Montreal Protocol Unit and UNEP as needed.  Arrange or participate in virtual coordination meetings to review the input provided by the project team, to collect additional information, to clarify questions and to explore the feasibility of strategy elements and legislative options.  Liaise with the countries’ Montreal Protocol Officers, project experts, stakeholders and UNEP on a regular basis.  Consult and inform the Montreal Protocol Unit and UNEP in case of challenges or possible delays.  Aim at producing comprehensive documents / funding requests while keeping them concise and focused and avoiding duplication.  Provide office and telecommunication equipment as needed. In particular, the consultant will comply with the following country-specific provisions: Preparation of UNEP’s non-investment components to be incorporated into Serbia’s KIP stage I for submission  Propose UNEP’s non-investment components of KIP stage I within the allocated funding in consultation with Serbia’s Montreal Protocol Officer and UNEP.  Use the KIP structure described in the Fund Secretariat’s “Updated guide for the presentation of stage I of KIPs (July 2023), complete the sections related to UNEP and its KIP components for review by with Serbia’s Montreal Protocol Officer and UNEP.  Incorporate comments by Serbia’s Montreal Protocol Officer and UNEP into the draft KIP stage I for submission to the lead agency UNIDO. Preparation of Georgia’s entire KIP stage I for submission  Review and consider the recommendations of the international expert reviewer and incorporate them into the draft KIP stage I in consultation with Serbia’s Montreal Protocol Officer and UNEP. Preparation of Moldova’s entire KIP stage I and the associated energy-efficiency pilot project for submission  Review and consider the recommendations of the international expert reviewer and incorporate them into the draft KIP stage I in consultation with Moldova’s Montreal Protocol Officer and UNEP.  Comply with the requirements for energy-efficiency pilot projects as described in ExCom decision 91-65 (ExCom 91 report pages 54-57) and ExCom document 91-63 on pilot projects to maintain or enhance energy efficiency. Preparation of Guinea Bissau’s HPMP stage II for submission  Submit draft HPMP Stage II for Guinea Bissau to UNEP and Guinea Bissau’s focal point for review and comments.  Incorporate the comments received by UNEP and the country focal point, finalize and submit HPMP stage II to UNEP for onward submission to the Fund Secretariat.  Provide information to UNEP as requested by the Fund Secretariat during the review process. The consultant will revise HPMP stage II in consultation with the country focal point in response to the Fund Secretariat’s comments.

Qualifications/special skills

A university degree in environmental management, policy setting, strategy development or related areas, or equivalent work experience is required. At least 10 years of relevant Montreal Protocol related experience in terms of policy setting, data collection, strategy development and formulation of Kigali HFC implementation plans are required.

Languages

Excellent written/spoken communication skills in English and French are required.
