What we do

GPE currently supports 76 low- and lower-middle-income countries to transform their education systems so that all children can get the education they need to thrive. We work where the needs are greatest and focus on reaching the children who are the most vulnerable, including girls, children with disabilities and those who live in countries characterized by extreme poverty or conflict.

How we work

Transforming education is about creating lasting changes and achieving impact at scale. GPE’s new strategic plan, GPE 2025, sets out to deliver this transformative change by convening partners, mobilizing funds and catalyzing reforms to help partner countries get more girls and boys in school, improve teaching and learning, and build equitable, inclusive and resilient education systems fit for the 21st century. Our unique approach works. Since 2002, 160 million more children in GPE partner countries have set foot in classrooms for the first time, more than half of them girls. In 2020, GPE was also the largest provider of education grants in the global COVID-19 response, rapidly providing partner countries with vital resources to ensure that learning could safely continue.

Raise Your Hand

In July 2021, the Global Education Summit raised a record US$4 billion from donors for GPE’s Raise Your Hand campaign. This put GPE firmly on the path to achieving its fundraising target of at least $5 billion over the next five years to transform education systems in up to 90 countries and territories. At the Summit, Heads of State and Government from partner countries made historic commitments to domestic education financing and GPE also mobilized an unprecedented number of pledges from businesses, private foundations, and development banks. A fully funded GPE would enable up to 175 million children to learn and help get 88 million more girls and boys in school by 2025. In the longer term, this investment could add $164 billion to economies in GPE partner countries, lift 18 million people out of poverty, and protect 2 million girls from early marriage.

Governance and organizational arrangements

The GPE Board of Directors includes ministerial-level board members and alternates representing 20 constituencies that reflect the Partnership’s breadth. The Board Chair is HE President Jakaya Kikwete and the Board Vice Chair is Dr Susan Liautaud. The Board of Directors, with its three standing committees, provides policy and strategic oversight and approves or delegates funding decisions.

The GPE Secretariat, with over 120 employees and hosted by the World Bank, is responsible for translating the policies and strategies set by the Board into practical support for partner countries, coordinating with diverse stakeholders and galvanizing global support for SDG4. The Secretariat’s headquarters are in the World Bank’s offices in Washington, D.C. and the European office is in Paris with a satellite office in Brussels. This position will be located in Washington D.C.

Job Description

The Finance & Grant Operations team (FGO) works to maximize the impact of the GPE Fund. This is achieved through (a) sound financial planning, management, and analysis of resources, (b) robust fiduciary and risk oversight, (c) innovative financing, and (d) streamlined, well-orchestrated, clear and consistent processes to access GPE funds, including quality assurance, systems and tools, monitoring & data, and adaptive management processes to rapidly identify and support reprogramming needs.

The Grant process and data (GPD) Team is a sub-team within the FGO. The primary role of the GPD team is to collect, analyze and disseminate grant and country partners related data and, as such, to develop the appropriate modules in the grant management system to help monitor the grants portfolio and country portfolio more efficiently. Given the sharp increase in the number of grants being allocated and in the number of country partners joining the partnership, there is a need to closely track, monitor and report on the overall grant and country portfolios. The internal processes such as the quality assurance review and the operating procedures are multifaceted, often involving cross-teams coordination. Thus, the need to communicate and monitor regularly on important deadlines/milestones externally to country partners and internally to staff. To this end, the Secretariat is seeking an experienced Grant Data Analyst to join the GPD sub-team.

Duties and Accountabilities

As part of the GPD sub-team, the successful candidate will:

• Support project management for the development of new modules in the grant management system to ensure it is adjusted for the new operating model (GPE2025) to monitor new grants, workflows, and processes. • Create a variety of data visualization charts to help better communicate the data stories not only within the Secretariat but also with external partners. • Find creative solutions to improve the data workflow between the GPE external website, the GPE Intranet, and the grant management system. • Maintain the grant management system and compile grant related data to feed into the system. Take the lead in maintaining and monitoring specific modules within the system such as, the (a) letter and email generation modules, (b) grant pages, (c) condition module, etc. • Support the production of different reports/publications/presentations such as the Executive Committee (EXCO) presentations and yearly grant status updates with the specific responsibility of ensuring data accuracy and reliability. • Help organize grant data-related monthly meetings including the disbursement task force. • As directed, respond to regular routine requests for country partners/grant related information, including requests from the GPE management, other GPE teams, and external partners such as the monthly CEO report, etc. • Help produce grant announcement letter templates and maintain grant guidelines and application forms. • Coordinate the process of copy-editing, design and translation of public documents such as grant guidelines and application templates.

Selection Criteria

• Master’s degree in education, statistics, data science, economics, international development or a related field with at least 1 year of experience in a similar function focused on data management, analysis, and reporting. • Strong MS Excel and MS Word skills. • Strong analytical skills with attention to detail. • Highly organized. • Ability to communicate clearly and accurately in English both verbally and in writing. • Ability to work effectively under pressure, prioritize and juggle multiple tasks within tight deadlines, and to deliver time-sensitive high-quality work. • Commitment to teamwork and knowledge sharing in a multicultural environment.
