The Human Development (HD) Practice Group (PG)

The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries. HD is central to the World Bank Group’s goals to end extreme poverty by 2030 and raise shared prosperity.

Education Global Practice

Education is a human right, a powerful driver of development and one of the strongest instruments for reducing poverty and improving health, gender equality, peace, and stability. It delivers large, consistent returns in terms of income and is the most important factor to ensure equality of opportunities. For individuals, education promotes employment, earnings, health, and poverty reduction.

The World Bank Group is the largest external financier of education in the developing world. The Bank works on education programs in more than 80 countries and is committed to helping countries reach the Sustainable Development Goals (SDG4), which calls for access to quality education and lifelong learning opportunities for all by 2030.

The mission of the Education Global Practice is to ensure that everyone can achieve her or his full potential with access to quality education and lifelong learning. The Education GP helps clients address challenges through financing, knowledge services, and strategic partnerships.

At the country level, the Education GP supports a systemic, equitable, and inclusive approach to improve access to and quality of education across all levels of schooling from early childhood and basic education to workforce training and tertiary education; as well as across all contexts, from fragile settings to upper-middle-income economies. It supports investments and policy reforms to improve the delivery of education services, including through multisectoral approaches, public-private partnerships, and results-based financing.

At the global level, the Education GP contributes to global public goods in education and taps on cutting-edge global knowledge and partnerships to ensure that the Bank’s regional and country projects, policy advisory and knowledge products reflect innovative solutions for the delivery of education services. The various lines of work of the Education GP are guided by our approach paper “From Learning Poverty to Learning for Everyone, Everywhere: Building Equitable, Inclusive, and Resilient Education Systems”, our Strategy to Operationalize the Learning Target, and our Response to the COVID-19 pandemic and its effects on education systems.

Global Engagement and Knowledge (GEAK) Unit

GEAK supports WBG education teams across the globe to deliver better results by developing global public goods and generating and facilitating knowledge exchange to strengthen education policy and systems in several key areas, namely: early childhood development, teachers, careers, and professional development; curriculum, instruction, and learning; management capacity and service delivery; education finance; skills development; tertiary education; inclusive education; education technology; education and climate change; gender; safe schools; education analytics; and education service delivery in FCV contexts.

Teachers, Careers, and Professional Development

The World Bank’s policy approach to teachers is outlined in the paper, “Successful Teachers, Successful Students: Recruiting and Supporting Society's Most Crucial Profession.” The report outlined five principles to guide the World Bank’s approach to support countries’ teacher-related policies and programs: (1) make teaching attractive; (2) improve preservice education; (3) improve teacher selection, allocation, and monitoring; (4) provide high-quality professional development and school leadership; and (5) use technology wisely. These principles have framed the Bank’s support to governments through technical advice, financial support, and capacity building opportunities.

To better understand how teachers are teaching in the classroom, the suite of Teach classroom observation tools was also launched in 2019, beginning with Teach Primary and extending to Teach Early Childhood Education (ECE) and Teach Secondary. The Coach program was launched in 2021 to support efforts to improve teachers’ continuous professional development through the development of tools and resources, direct support to country operations, and engagement with actors in the international and national teacher policy landscape.

Key challenges remain across the world, particularly in low- and middle-income countries, in building the teaching profession and workforce to meet its potential to raise individuals’ learning outcomes so that they have better prospects and can contribute to their country’s human capital.

Accelerator Program The Accelerator Program, launched in 2020 by the World Bank and UNICEF, in partnership with the Bill & Melinda Gates Foundation, UK’s Foreign, Commonwealth & Development Office (FCDO), UNESCO’s Institute for Statistics, and USAID, recognizes and supports cohorts of governments that exhibit the crucial ingredients to fight learning poverty. These governments demonstrate strong political and financial commitment to reducing learning poverty; willingness to measure and monitor learning outcomes; and readiness to implement large-scale, evidence-based reform programs to improve foundational literacy/numeracy skills.

The selected candidate will be based in Washington DC, and report to the Education Practice Manager for GEAK. The Analyst will work on the Teachers, Careers, and Professional Development work program and will support other strategic areas of GEAK’s work such as the Accelerator Program to improve foundational learning.

Duties and Accountabilities

The Analyst’s work program is expected to include a mix of policy, research, knowledge, and operational works. The analyst will work independently under the guidance of select Task Team Leaders (TTLs) and may require travel to different regions periodically. Specifically, the tasks would include the following:

• Carrying out quantitative and qualitative analysis and research under the guidance of select TTLs and independently on various aspects of teacher policies, teaching practices, foundational learning. • Coordinating and contributing to the development of selected products such as analytical and policy papers, case studies, guides, presentations, and blogs. • Liaising with internal and external stakeholders and supporting communities of practice to share experiences and foster collaborative learning on key education policy areas. • Contributing to the monitoring of country grants and responding to requests from country teams. • Taking a lead role in gathering and reporting on results and impact of various GEAK outputs. • Preparing briefs, technical notes, reports presentations in support of the Practice manager and the task teams in the unit. • Carrying out other tasks as specified by the Practice Manager and the select TTLs.

Selection Criteria

• Education: A minimum qualification of a Master’s degree in economics, education policy or a related field. • Experience: A minimum of 5 years of relevant work experience in education, preferably on topics linked to teacher policies, teacher professional development, measurement of teaching practices, and foundational learning. • Knowledge: Strong, holistic understanding of education policies and practices from both the theoretical and practical side, with a demonstrated ability to operationalize knowledge. • Experience in quantitative and qualitative research methodologies. • Experience working in World Bank operations (including Trust Fund management) and analytical and advisory services (ASA) is desirable. • Demonstrated strong analytical, writing, and presentational skills, with experience in summarizing the evidence base in clear, convincing graphics and concise text. • Excellent written and spoken communication skills in English and preferably in at least one other language. • Ability to work as part of a team and independently to produce high-quality outputs under tight time constraints. • Ability to juggle numerous competing demands and priorities, respond quickly to management requests, and set priorities for self and others. • Ability to work as part of a multi-disciplinary team and independently, seeking guidance on complex projects/issues from senior staff. • Outstanding interpersonal and organizational skills, client-orientation, diplomatic skills, mature judgment, ability to collaborate with others in a multi-cultural environment, capacity to manage multiple tasks, identify and respond to needs as they arise, and remain flexible and self-motivated in a dynamic, fast-paced work environment. • Willingness to travel.
