The Independent Evaluation Group (IEG) plays a key role in managing for results throughout the World Bank by providing independent advice to the Board on the relevance, sustainability, efficiency, and effectiveness of operations. IEG is responsible for evaluating World Bank results, analyzing the effectiveness of World Bank projects, programs and processes, and guiding evaluation capacity development in the World Bank and in client countries.

The Evaluation Capacity Development (ECD) team within IEG works to strengthen IEG’s impact and influence by increasing the dissemination, use and accessibility of IEG’s evaluation knowledge, and promoting effective evaluation partnerships and capacity development, both internally and externally.

In FY21 IEG launched a new partnership called the Global Evaluation Initiative (GEI) aimed at bringing together IEG’s existing work in the ECD space (IPDET, CLEAR, ENAP) and reducing fragmentation by working with other partners including UN agencies, bilateral partners, and other ECD initiatives. GEI is an inclusive global partnership committed to developing country-owned, sustainable monitoring and evaluation (M&E) frameworks and capacities to promote the use of evidence in public decision-making, enhance accountability, and achieve better results.

The GEI is seeking a highly motivated, well-organized Operations Candidate to provide executive support to their team. The position will be based in Brussels, Belgium and reports to the GEI Program Manager.

Responsibilities

The specialist will support GEI’s team by working on key strategic and implementation related tasks to ensure a successful delivery of its work program, as well as supporting the work of GEI implementing partners, specifically the Centers for Learning on Evaluation and Results (CLEAR) Initiative.

The candidate will perform the following duties:

a) GEI Strategy Support: provide strategy, implementation, and analytical support for the GEI across all Business Lines to ensure internal team cohesion and, more broadly, strategic relationship building and coordination with other partners as needed. The Candidate will also ensure appropriate follow-through on the Program Manager’s decisions and commitments and will track GEI Program deliverables by working with GEI team members responsible for action and implementation. As part of this work, the Candidate will lead the creation and maintenance of an annual work calendar for the GEI and support the GEI Program Manager and other team members in the monitoring and reporting of various GEI initiatives at both team and partnership levels.

b) Relationship management and regional expansion: support the day-to-day relationship with implementing partners under the guidance of the GEI Program Manager and the Senior Operations Officer, including the establishment of new CLEAR Centers in regions not yet covered by the GEI.

c) RETF Grants Administration: support the processing of GEI Grants under guidance from the TTL. This will include the design of possible new grants, restructuring and extension of existing ones, and implementation support for the grants already approved. The Candidate will assist with preparation of ISRs, ICRs, and preparing synthetic briefs for internal and external reporting purposes.

d) Gender and Inclusion Strategy: coordinate the implementation of GEI’s gender and inclusion strategy and in particular the implementation of the Feminist Innovation in M&E project (FIME). This includes implementing an annual survey of partners’ needs, review of existing gender M&E tools in the network and implementing special projects such as gender focused events at gLOCAL Evaluation week and a feminist iteration of the GEI Incubator. This work will support the strategic development of the GEI in a key cross-cutting theme.

e) Manage the GEI&US MIS: be responsible to manage the MIS system for GEI. This will include ensuring data entry is done regularly and consistently by partners, ensuring quality of data entered, and generate analytical reports as needed by GEI management.

f) Reporting and planning: coordinate preparation for annual governance meetings, including the GEI Partnership Council, Implementation Committee, and Advisory Board. This will include preparation of talking points for speakers, reporting packages for donors, slide decks and any other material needed for the GEI Governance bodies. The Candidate will also support preparation of Bank internal reporting processes, including IEG Management and CODE.

g) Assist with any other related tasks for smooth delivery of GEI’s program, as needs arise.

Selection Criteria

The successful candidate will have the ability to work in a team, innovate and take appropriate risks. You will be a strategic thinker, with strong day-to-day project management skills and a fine attention to detail.

• Master’s degree or equivalent, and a minimum of 5 years of relevant professional experience, or equivalent combination of education and experience.

• Knowledge of the CLEAR Initiative is highly desirable, including knowledge of the individual centers at the center level, as well as strong knowledge of other GEI partners.

• Excellent writing and communication skills in English are required, as well as a sense of diplomacy and ability to nurture a client relationship virtually.

• Ability to perform fully professional level analyses on key issues, contribute to major components of project reports and supports task team leaders with technical expertise and policy advice.

• High degree of motivation, initiative, flexibility, reliability, and responsiveness to changing demands; capacity to multitask with demonstrated ability of being an independent starter with minimal supervision, and a high capacity to persevere for results.

• Fluency in oral and written in English. Knowledge of other UN languages is a plus.
