The World Bank Group is one of the world's largest sources of funding and knowledge for development. Its mission is to support client countries to eliminate extreme poverty and boost shared prosperity in a sustainable manner. Innovation and partnership bond the five institutions of the World Bank Group (WBG): the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA), which together form the World Bank; the International Finance Corporation (IFC); the Multilateral Investment Guarantee Agency (MIGA); and the International Centre for Settlement of Investment Disputes (ICSID). To ensure that countries can access the best global expertise and help generate cutting-edge knowledge, the World Bank Group is constantly seeking to improve the way it works. Key priorities include delivering measurable results, promoting openness and transparency in development, and improving access to development information and data.

Development Economics Global Institute. The Development Economics Vice Presidency (DEC) is the Bank’s central hub for knowledge generation and the production of research and data public goods. DEC is at the global forefront in producing high-quality data and research on development. To ensure that the full value of World Bank’s knowledge is realized through greater utilization and uptake, the World Bank is establishing the Development Economics Global Institute (hereafter DEC Global). DEC Global will maximize the impact and policy relevance of World Bank research and data by partnering research and training institutes in the Global South to produce and deliver knowledge products to key stakeholders in client countries.

DEC Living Standards Measurement Unit (DECLS). Within DEC, is also the Living Standards Measurement unit (DECLS). Through the work of this unit, the World Bank supports governments and national statistical agencies globally in building capacity for the production and use of high-quality household survey data to inform policy. DECLS develops, designs, and validates innovative survey methods, uses new technologies to improve survey data quality, and develops analytical tools to facilitate the use and analysis of the data collected. Among DECLS’s vast portfolio is the Living Standards Measurement Study (LSMS), the World Bank's flagship household survey program focused on strengthening household survey systems in client countries and on improving the quality of microdata to better inform development policies.

Under the DECLS, the Rome-based Center for Development Data (C4D2) spearheads an extensive work program in line with the overarching objectives of the Unit, with a mission to facilitate, through capacity building and technical assistance programs, the production of high-quality, timely, and relevant data on poverty, inequality, agriculture, climate, resilience, and rural development. Collaboration with multiple Rome-based agencies enables the comprehensive agenda of the C4D2, including the 50x2030- Data Smart Agriculture Initiative.

The 50x2030 Initiative is a joint effort with the UN Food and Agriculture Organization (FAO) and the International Fund for Agricultural Development (IFAD) to support 50 low- and lower-middle income countries (L/LMICs) across Africa, Asia, the Middle East, and Latin America by 2030 in scaling up household and farm survey programs to close gaps in data required for tracking the SDGs. The implementation of the initiative is carried out under three components, data production, methods and tools development, and data use, thereof the latter implies to build the capacity and motivation of decisionmakers to use data, to strengthen data producers to align with decisionmaker needs, and to improve data sharing and open data.

To support the work of DEC Global and related activities under C4D2 and 50x2030, the World Bank is seeking a senior consultant to contribute to advancing the work program of the Institute, including by providing operational and technical inputs to the research, training and data activities on climate, resilience, and natural resource management.
