GGP interventions range from diagnostics, technical assistance, and advisory services; learning, innovation, and knowledge management; preparation of financing operations and provision of project implementation support, monitoring and reporting. GGP provides operational support to other Practices, including through inputs for policy-based operations, hands-on implementation advice, and direct fiduciary due diligence of investment financing.

Duties and Responsibilities

The Extended-Term Consultant (ETC) will support GGP’s work in Guatemala, with a particular focus on the implementation of Guatemala Domestic Resource Mobilization Bank-Executed Trust Fund (BETF). The ETC is expected to serve as the local coordinator for the BETF. The ETC will report to the GGP Practice Manager for Latin America and the Caribbean and will work under the day-to-day supervision of the Task Team Leader for the BETF. The ETC’s responsibilities include:

- Serve as the focal point for the Task Team in Guatemala by maintaining close communication with government counterparts, World Bank country office, and BETF donor. - Assist the Task Team in planning and implementation of BETF activities. - Provide support to the Task Team in dialogue with local stakeholders. - Contribute to technical reports and advisory services where requested by the Task Team Leader. - Organize virtual and field missions and meetings with government counterparts and the donor according to the Trust Fund work program. - Participate in missions and virtual meetings, keep records of the agreements, and follow up accordingly with team leaders, team members, government counterparts, donor, and the country office. - Monitor the progress of consultant deliverables and provide support as needed to facilitate timely delivery. - Prepare periodic implementation progress reports (including annual reports) following requirements of the World Bank, the donor, and the government institutions - Provide briefings, reports, notes, and PowerPoint presentations as needed. - Undertake other tasks as requested by the Task Team Leader and Governance Practice Manager.

Selection Criteria

- Master’s degree in Public Policy, Public Administration, Economics, Finance, Engineering, Computer Science, or other relevant fields. - At least 10 years of work experience in managing public sector reform projects in Guatemala, preferably in tax administration issues. - Proven capabilities in project management, planning, monitoring and evaluation. - Knowledge of tax policy and tax administration. - Knowledge of World Bank operational policies and procedures. - Demonstrated ability to engage in policy dialogue and resolve complex challenges. - Excellent writing abilities and oral communication skills, and ability to foster productive client relationships. - Fluent in Spanish, proficient in English.
