UNICEF is planning to develop a roster of reputable drivers with private vehicles to provide transportation services for its staff and complimentary personnel inside Tajikistan when needed (on-call basis). The successful service provider when needed shall perform the required services in line with UNICEF standards in high level of quality and shall follow all applications and directives as identified by this ToR. The transportation services include:

DUTY STATION/DURATION:

Duration: on need basis between 01.01.2024 - 31.12.2025

Duty station: Dushanbe, Tajikistan

Supervisor: Admin Associate, UNICEF Tajikistan

Core Services: This includes provision of transportation services on an hourly and daily basis when the office has a large demand on transportation services.

Ancillary Services: Other transportation services should be available upon UNICEF request, and involve point- to-point transfer services as follows:

-Transportation services from Dushanbe (within the center of city) to Dushanbe International airport and/or back

-Transportation services from Dushanbe to Khatlon and Sughd Regions, GBAO, Rasht Valley, and back

How can you make a difference?

To provide transportation services to UNICEF Tajikistan Country office on ad-hoc basis, and on point-to- point basis. Such transportation services include either travel to the field with or without an overnight stay outside Dushanbe, or regular transportation for the staff to attend meetings inside the city of Dushanbe, and point-to-point transport services for UNICEF travelers when required.

The service provider is expected to provide the following services when required (on-call basis):

Vehicles rental services on an hourly and daily basis. Drivers’ vehicles should have comprehensive insurance coverage. Drivers will be responsible to make sure supplied with fuel during the assignments. UNICEF will cover the cost of the fuel based on the UNICEF established rate. All vehicles should be maintained and cleaned by the successful service provider on regular basis.

All drivers will be required to complete on a daily basis the vehicle’s logbook which includes the destination, the date, the name of the driver, the car plate number, the start and end time per trip the overtime hours if applicable, and the mileage. All drivers must comply with the dress code standards when performing assignments with UNICEF.

Driver Responsibility: The driver must complete the daily logbook detailing the locations visited, the names of the passengers and their signatures, the dates of the trips, the start and end odometer and the mileage, signed by UNICEF transport focal point. The driver must comply with the traffic laws, UNICEF will not be responsible for any damages to the rented car that results from the driver's noncompliance to the traffic laws. The driver will not discuss his movement details with any third party that is not related to UNICEF. The driver to follow UNICEF 20 driving principles (to be shared upon awarding the contract). The driver will not smoke in the car, no aggressive driving or harsh brake. The driver should not leave the vehicle motor open when the vehicle is not moving. The driver shall be present at UNICEF at the time when requested.

UNICEF Responsibilities: UNICEF will appoint as a primary point of contact Admin Associate who will be in charge of managing the day-to-day transport services and request drivers with private vehicles when needed (on-call basis). All requests for ad-hoc hourly or daily drivers should be presented through an email sent or phone call at least 24 hours in advance. UNICEF will cover the cost of the fuel based on the UNICEF established rate.

WORK ASSIGNMENT:

All vehicles assigned to UNICEF should be in excellent condition, manufactured from the year 2015 onwards. UNICEF is not liable for the maintenance of the drivers’ vehicles. The drivers will be responsible for their vehicle's maintenance and cleaning services. UNICEF is looking rented car services with the following conditions:

  • Transportation services from Dushanbe (within the center of city) to Dushanbe International airport and/or back- sedan or hybrid vehicle (desirable);
  • Transportation services from Dushanbe to Khatlon and Sughd Regions, GBAO, Rasht Valley, and back- 4x4 SUV or similar.

UNICEF will provide to its assigned drivers with awareness sessions on the prevention of sexual harassment and abuse of authority. The drivers are expected to complete a vehicle logbook on a daily basis indicating the date of the trip, start/end mileage, driver name, and passenger's signature. The log sheet needs to be verified by UNICEF if applicable on a monthly basis to make the payment. UNICEF will cover the cost of the fuel based on the UNICEF established rate. The vehicles will be the liability of the drivers. UNICEF is not responsible in case of accidents. The rented car and driver are expected to provide comprehensive insurance coverage during the period of work with UNICEF. UNICEF will not be held liable in case of accidents. Travel to the field outside the city of Dushanbe, will be part of the drivers’ assignments. The service provider shall provide services only when requested by UNICEF Administration staff who is directly in charge for transport services. The services shall be based on written instructions by UNICEF Administration Section. The service provider shall have all necessary insurance, including medical coverage. The service provider undertakes sole responsibility for taxes and any other charges of public nature, which are or may be assessed in future against the service provider. The services rendered by the service provider must be performed in full consideration to the confidentiality. Upon inclusion to the UNICEF roster, the successful service provider shall present to UNICEF copies of the assigned drivers’ contracts, medical Insurance plans, all required documents for the vehicle to comply with the local requirements and certificate of COVID vaccination. This is mandatory requirements and non- compliance will result in exclusion from the roster.

To qualify as an advocate for every child you will have…

  • Work experience: At least 4 years of driving experience in driving passengers with knowledge of the local traffic rules and knowledge of the different locations inside Tajikistan. UNICEF has the right to disapprove any driver who is found disqualified to provide such services.
  • Clear driving records, and clear sexual harassment records. UNICEF has the right to request proof of such records and has the right to interview the driver.
  • Languages: Basic knowledge of English as a second language. Fluent in Russian and Tajik
  • The driver must be a Tajikistan National with a national ID and should have a valid driving license from the local Tajikistan Authority.
  • Must have at least two years’ progressive accident-free driving experience. The driver must also be professional and disciplined.
  • Must possess basic technical and regular maintenance knowledge of vehicles. Travel experience to GBAO and Sughd region is desirable.

Interested candidates shall submit the copies of the following documents:

  • Valid driver license
  • Valid Registration certificate (tech. passport)
  • Recommendation Letters
  • Photo of the car/s

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
