Organizational Setting

The cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the Government of Ukraine has been designed to reinforce national capacities and to contribute to a broader development of agriculture, sustainable management of forests and fisheries, and animal and plant disease control. FAO is providing technical support for climate change adaptation, as well as working with civil society to mitigate soil erosion and degradation. FAO is also contributing to building resilience and boosting development in conflict-affected regions by supporting the economic recovery of farmers and rural communities. FAO’s presence in Ukraine has upscaled and is distributed by offices in Kyiv, Lviv, Kharkiv, Dnipro and Odesa under the overall responsibility of the Deputy Regional Representative – Programme - in the Regional Office for Europe and Central Asia and managed by the Head of the FAO Office/Designated Responsible Officer in Ukraine. The recent and large-scale escalation in hostilities in Ukraine is exacerbating the already dire food security situation of the most vulnerable rural households and small farmers. In response to the evolving situation, FAO Ukraine is scaling up its emergency humanitarian and resilience programming in conflict affected areas of Ukraine. including previous programming areas of Donetsk, Luhansk, Zaporizhzhia and Kherson; and Lviv and Zakarpattia in the West; as well as newly affected areas. In order to address rapidly deteriorating situation, FAO has established a Rapid Response Plan (RRP) that is in line with the UN Flash Appeal and intended to provide life and livelihood saving interventions for the most vulnerable smallholder farming households impacted by the conflict.

Reporting Lines

Under the overall supervision of the Head of the Office/Budget Holder FAO in Ukraine and the direct supervision of the Operations Officer/Head of Operations and in close collaboration with other project staff.

Technical Focus

The driver is responsible for provision of reliable and safe driving services to the staff of the Kharkiv Field Office. He/She ensures the safety, technical soundness and conformity of the vehicle assigned.

Tasks and responsibilities

• Ensures provision of reliable and secure driving services for the country staff and official visitors, and acts as personal driver for FAO Regional Representative as necessary;

• Meets FAO official personnel and visitors at the airport and/or railway stations; facilitates safe departure/arrival from and to the country, custom formalities, hotel check-in and any other relevant local formalities when required;

• Keeps sufficiently detailed and accurate vehicle logs for official trips, daily mileage, fuel consumption, transportation/vehicle expenditures, repairs, etc.

• Ensures day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, etc.; ensures that the assigned vehicle has enough gasoline and is always ready for use; performs unforeseen minor repairs if necessary and proceeds with timely arrangements for any other repairs necessary to keep the vehicle safe and technically sound, maintains the vehicle in clean conditions.

• Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts;

• Takes all immediate actions required by FAO rules and regulations if accident occurs; Ensures that in that case all organizational and local country rules, security measures and protocols of FAO and UNDSS related to driving and road safety are properly followed ;

• Collects and delivers mails, documents, pouches, small procurement items, and any other items or supplies from and to the FAO Field Office at request; for official needs goes to the post office, airport, government agencies, project sites in order to take and/or deliver items/ communications materials; keeps relevant records and reports as required;

• When needed, supports Field-Office staff in performing standard clerical duties such as making and answering telephone calls, making photocopies, keeping records, etc.

• Perform other related duties as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Secondary education;

• valid driver’s license B, C1, or C category;

• 5 years’ work experience as a driver preferably with UN/NGO; Flawless, safe driving record;

• Working knowledge (Level C) in Ukrainian and Russian;.

• National of Ukraine.

Technical/Functional Skills

• Knowledge of driving rules and regulations and skills in minor vehicle repair.

• Limited knowledge (Level B) of English is an advantage

• Good knowledge of the local driving rules and regulations; skills in minor vehicle repair;

• A high degree of punctuality and reliability is required;

• Safe driving manner. Good knowledge of local conditions;

• Ability to cope with extended working hours and recurrent work on weekends.
