Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will be based in Bria and reports to the Head of Office and Chief DDR.

Responsibilities Within delegated authority, the DDR Officer will be responsible for the following duties: •Assists the DDR unit’s management in the overall planning of strategic, technical and operational components of its work and in the day-to-day coordination of its activities with other mission components (e.g., political affairs, public information; logistic support) and other UN entities. •In coordination with the Head of Office, provides substantive guidance to DDR staff members in the regional offices; coordinates activities related to budget funding and prepares related documents/reports. •Supports the integrated planning of all DDR activities including weapons and ammunition management and coordinates their implementation in close collaboration with community violence reduction initiatives, in accordance with the mission’s mandate. •Contributes to the substantive development and implementation of the CVR programme, including overall policy and legal framework, implementation strategy, operational modalities and action plans, taking into account national programme priorities and targets. •Provides technical inputs to the planning, design and implementation of projects, as well as technical advice and assistance to key parties (e.g. CVR unit management, local and national government representatives, etc.); consults with relevant stakeholders through inclusive and participatory processes; and undertakes continuous monitoring of project activities •Provides technical inputs to the planning, design and implementation of diverse programmes/projects, as well as technical advice and assistance to key parties (e.g., Defectors Rehabilitation Programme Secretariat; other government representatives; implementing partners); consults with relevant stakeholders through inclusive and participatory processes. •Takes the lead in identifying, establishing and maintaining contacts and partnerships with other international and national actors in assigned areas of responsibility with a view to pursuing DDR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of DDR activities. •Leads and/or participates in large, complex programmes/projects, field missions, etc., including provision of guidance to government officials and other relevant parties; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; ensuring follow-up actions. •Leads and supervises the organization of meetings, seminars, etc. on substantive issues; manages the substantive preparation and organization of such meetings or seminars. •Prepares and/or supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. •Provides substantive support to consultative and other meetings (e.g. conferences, workshops) to include proposing agenda topics, identifying participants, preparation of documents and presentations; assists in the planning of high-level visits. •Ensures day-to-day supervision of staff and their field operations activities; carries out programmatic/substantive reviews of work and draft reports prepared by others. •Supports in resource mobilization efforts and ensures coordination with donors, including the private sector. •Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law, management, economics, business administration, finance, development or other relevant fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in international affairs such as peacekeeping, peacebuilding or development programmes operations in the field with specific focus on disarmament, demobilization, reintegration, small arms and light weapons control, conflict/post-conflict crisis management, economic recovery or a related area is required.

A minimum of three (3) years of experience in disarmament, demobilization and reintegration, community violence reduction, and/or weapons and ammunition management is required.

Experience in coordination with multiple partner agencies, funds or programmes is required.

Experience in programme planning and management is desirable.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds and programmes), or a similar international organization in a conflict or post-conflict setting is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required.
