Persons with disabilities are one of the largest minorities and most vulnerable groups in Thailand. Persons with disabilities in Thailand face challenges to fully participate in society and development areas, which is further heightened by discriminatory social attitudes. The extent of inequalities experienced by persons with disabilities is often the result of a lack of accessibility to physical and virtual environments, institutional and attitudinal barriers, exclusion, and unequal opportunities. The achievement of the SDGs relies on the involvement and inclusion of all vulnerable groups, including persons with disabilities, in all development efforts. With these principles, UNDP Thailand CO believes that SDGs will never be fully achieved if vulnerable groups are still left behind and not included in development sectors.

UNDP Thailand has formulated Disability Inclusive Development Strategy (2022-2026) which focuses on these three following areas. 1. Promoting equal rights: UNDP will work with both duty bearers and rights holders to ensure that the rights of persons with disability will be more protected and fulfilled. 2. Strengthening economic empowerment: To promote meaningful employment of per-sons with disabilities, the CO will work with government on policy related to employ-ment, build capacity for private sector on inclusive workplace and empower youth with disabilities through skill training. 3. Mainstreaming disability inclusion: UNDP Thailand will leverage its capacity on SDGs

integration to mainstream disability inclusion in different development areas and ex-tend disability inclusion in the engagement with national and local partners. UNDP Thailand has several initiatives to promote equal rights and strengthen economic empowerment of persons with disabilities, e.g. increasing skill enhancement opportunities for youth with disabilities and capacity building and awareness raising for private sector employers about inclusive employment for persons with disabilities. Moreover, UNDP Thailand takes a lead role for the UNCT’s working group on disability inclusion. Through this working group, UNDP Thailand works with other UN agencies to enhance the UNCT’s performance related to the indicators of the UN Disability Inclusion Strategy (UNDIS).

Under the direct supervision of the Deputy Resident Representative or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks: - Provide technical and coordination support to the implementation of UNDP Thailand's Dis-ability Inclusive Development Strategy and country Programme document (2022-2026), with the focus on disability rights and disability inclusion; - Provide support on tasks/activities related to persons with disabilities including; o Coordinate and strengthen UNDP Thailand’s partnerships with the government, private sector, national and local organizations of /for persons with disabilities and UN agencies to work collaboratively on disability inclusion; o Support the drafting of all project and programme documents, including concept note, agenda, discussion papers or briefing documents, for all projects and programmes that are directly relevant to the inclusion of persons with disabilities or has the inclusion of persons with disabilities as a component of their project out-comes; o Prepare meeting minutes and mission reports; - Provide logistic and procurement support to the implementation of projects / activities specifically related to persons with disabilities through the following tasks and duties; o Making logistical arrangements for travels, field visits and missions of the project team; o Administrative support in organizing conferences and workshops, such as coordi-nate with vendors/partners, send invitation letters to participants; o Compilation and preparation of briefing and presentation materials, background information and documentation for meetings and missions; o Arrangements of hotel reservations, preparation of travel requests; o Assist in procurement of goods and services including Individual Contracts, Institutional Contracts, Contract for Professional Services, LTAs and ensure sup-porting documentation needed for contract files is obtained; o Support in processing payments of ICs, contractual services and vendors and pro-vide quality checks of vouchers in terms of accuracy and documentation; o Prepare and regularly update the Annual Workplan and the project budget for all projects and programmes that are directly relevant to the inclusion of persons with disabilities or has the inclusion of persons with disabilities as a component of their project outcomes; o Undertake project operational and financial closure formalities including submission of terminal reports, transfer and disposal of equipment, processing of semi-final and final revision and support project manager in preparing the terminal assessment reports for all projects and programmes that are directly relevant to the inclusion of per-sons with disabilities or has the inclusion of persons with disabilities as a component of their project outcomes;

Furthermore, UN Volunteers are required to: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country - Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Assist with the UNV Buddy Programme for newly-arrived UN Volunteers - Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Social Development Studies, Human Rights, International Development, Social Sciences or related disciplines - Programme/project development and implementation experience related to the inclusion and rights of persons with disabilities; - Experience working with organizations of persons with disabilities (OPDs) and/or per-sons with disabilities is preferred; - Competent in overall computer literacy, including proficiency in various MS Office applications and email/internet;

As this is an assignment for the Thai Nationals, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UNV Entitlements and allowances:

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
