BACKGROUND AND PURPOSE OF ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a position of Disability Inclusion Advisor to work with field colleagues to ensure that WFP implements an operation that is inclusive of persons with disabilities, particularly those who are being excluded from access to food.
With a direct reporting line to the Gender and Protection Officer based in Kinshasa, the Disability Inclusion Advisor will be responsible for ensuring that WFP programmes in DRC specifically North Kivu, Ituri and Kasai are disability inclusive - in co-ordination with other key actors in this space. Within corporate frameworks and in support of the country office protection team, the Disability Inclusion Advisor will coordinate with relevant units and actors to: build WFP and partner understanding of disability inclusion, improve the collection and analysis of disability disaggregated data, conduct targeted consultations with persons with disabilities to identify and verify the key barriers that people with disabilities face in accessing and participating in key humanitarian services; identify contextual factors that put people with disabilities at heightened risk across the areas of WFP operations and integrate ways to tackle stigma and discrimination within humanitarian service provision. This includes providing WFP with key recommendations on how to adjust the way it provides affected populations with information and services including targeting (specifically unconditional assistance) to ensure it is inclusive of the needs of people living with disabilities.
This consultancy will feed into WFP's efforts to support disability inclusive programming in emergencies as well as key processes within humanitarian co-ordination more globally that seek to ensure that persons with disabilities are not left behind in the actions that are taken on a collective basis.
ACCOUNTABILITIES/RESPONSABILITIES:
- In close collaboration with the lead and co-lead of the disability inclusion working group and the country office gender and protection officer: demand-based and direct engagement to support targeting and programming to ensure persons with disabilities have equal and safe access food security.
- Conduct a rapid audit on risks & barriers in relation to disability including of the community feedback mechanism.
- Conduct awareness-raising sessions for WFP personnel and partners on disability inclusion and provide training to WFP protection and gender officers, M&E and food security teams on the Washington Group questions.
- Conduct an inclusive needs assessment and community mechanisms for targeting (consult people living with disabilities to document their experience of participating in WFP activities and provide clear recommendations on areas of improvement).
- Advise on risk mitigation measures.
- Support for inclusive targeting at community level
- Support analysis of data collected using Washington Group Questions to explore interlinkages between disability and vulnerability to food insecurity.
- Advise on improving engagement and communication with people living with disabilities.
- Reach out to existing organisations of people with disabilities (OPDs) and representative groups to explore their engagement & meaningful participation in on-going humanitarian efforts in the region.
- Offer access to learning sessions on disability, (whenever possible in collaboration with local representatives of persons with disabilities) for humanitarian actors
- Provide Adhoc Technical Support channeled through WFP to other disability organisation structures including government stakeholders.
DELIVERABLES AT THE END OF THE CONTRACT:
- Report of findings of rapid assessment of risks and barriers faced by persons with disabilities in selected areas of work as determined by WFP DRC
- Overview of needs assessment outcomes including a summary of how the outcomes fed into efforts to include persons with disabilities within WFP and wider humanitarian efforts to reduce food insecurity
- Mapping of DPOs in areas of intervention
- A collection of good practices involving engagement of persons with disabilities through AAP efforts as well as findings on the engagement of OPDs. This would include how they were identified, how their capacities were leveraged, key barriers faced and additional resources and priorities for the future that were not covered during this mission
- One pagers developed to facilitate accessible community engagement
- Training packages, along with facilitator notes and evaluations for trainings conducted during the course of the assignment
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education: Advanced university degree in one of the following disciplines: social sciences, international development, development economics or another related field such as international relations, human rights or political science.
Experience: At least 8 years of solid, responsible and relevant work experience disability inclusion preferably within a humanitarian organisation and operational implementation of protection programming, with experience working in conflict and post-conflict settings.
Knowledge and Skills:
. In-depth knowledge and operations experience in identifying barriers and enablers as well as risks of persons with disabilities within complex humanitarian contexts.
•.Demonstrated field experience working on protection, human rights and accountability to affected populations.
• Experience of collecting evidence through accepted methodologies to stegnthen the inclusion of persons with disabilities in humanitarian programming
• Understanding of food security programming, previous experience with WFP or any of its CPs is a strong asset.
• Demonstrated skills in diplomacy, negotiation, interpersonal relationships, training, facilitation, analytics, writing and communication.
• Demonstrated high performance and leadership capacity and excellent partnership building skills with external and internal stakeholders.
• Proven strategic and policy engagement skills in an international setting as well as a track record of working on disability inclusion at an inter-agency level.
• Knowledge of UN system policies and protection-mandated agencies.
• Flexibility to travel on short notice and in challenging environments.
• Experience of working in Ethiopia or the Horn of Africa is desired.
Languages: Fluency in Oral and written French and English.
