Job Overview:

The Director of IRC’s New Jersey Office for Refugees (NJOR) is a senior managerial position responsible for providing the strategic vision and leadership for NJOR’s operations and programs. The Director is responsible for program and subaward development and for maintaining well-functioning systems for finance, human resources, and operational activities. The Director collaborates closely with the New Jersey State Refugee Coordinator. NJOR is the Office of Refugee Resettlement (ORR) Replacement Designee for refugee cash assistance and employment programs in New Jersey. A replacement designee is the entity selected by ORR to administer state refugee resettlement programs in place of the state government. This position reports to the Director of the Office for State Partnerships.

Major Responsibilities:

I. Leadership

- Establish vision and strategy for NJOR. - Be responsible for the administration of the Refugee Cash Assistance and Refugee Support Services programs. - Lead coordination with the State of New Jersey’s Office of New Americans (NJ ONA) and State Refugee Coordinator (SRC) on administration of the statewide resettlement program. - Be responsible for all partnership and compliance activities such as sub-awards, program reporting, monitoring; Ensure that all statewide activities are in compliance with policies and guidelines through regular monitoring and evaluation of program activities. - Oversee all program activities including program and policy implementation. - Coordinate with NJ ONA on development of required grant application documents. - Represent IRC/NJOR and partner agencies to New Jersey state government and state level agencies; Advocate for highest quality of policy, benefits and services for refugees. - Lead technical support to New Jersey state departments of Human Services, Labor, and Education, and other state level agencies to strengthen and expand quality of state level systems that support refugees. - Provide policy interpretation and oversee technical assistance for NJOR partners. - Lead the process to identify and vet new all new partners. - Establish practices that maintain consistent two-way communication with partners. - Develop a collaborative working relationship among New Jersey service providers. - Represent NJOR at community consultations which include resettlement agencies, representatives from the refugee community, mutual assistance associations, social services providers, faith based groups, state benefits programs, city and county governments, and state of New Jersey officials. - Lead communication and reporting to ORR. - Maintain professional and positive public image of refugee resettlement in New Jersey; liaise with IRC Communications Department on all media contacts in accordance with IRC policies on external messaging. - Ensure timely and consistent communication with IRC HQ on operational issues, policies and reporting.

II. Financial Management

- Responsible for NJOR’s financial management including developing and monitoring the annual budget, program budgets, billing practices, sub-awards and service contracts. - Regularly review the operating budget as well as monthly budget-to-actuals; maintain effective systems for tracking spending rates for all grants; address anomalies in revenue and expenses. - Lead the process to determine annual funding portfolios for all sub-grant partners, ensuring the decision process is transparent and resources are allocated equitably in relation to client needs.

- Direct monitoring and evaluation of partners to ensure adherence to policies and procedures and to identify technical assistance needs. - Track monthly refugee cash assistance spending in New Jersey and monitor all other program budgets. Ensure partner payments and billing reimbursements are made per grant agreements; assist Finance Manager in proper management of grant receivables/payables. - Ensure timely and accurate donor reporting. Review, approve and release NJOR partner payment requests.

III. Human Resources

- Lead all human resource processes for the NJOR team including recruitment, hiring, onboarding, and performance management in alignment with IRC Policies and Procedures and IRC’s values of diversity, equality and inclusion. - Provide direct supervision to staff, including weekly meetings. - Facilitate opportunities for staff professional development and growth. - Ensure continual development and training to staff on IRC and ORR policies and protocols.

Job Requirements:

Education: 4‐year college degree in relevant field required. Graduate degree in management, international relations or social work preferred.

Work Experience: 5+ years of human services management experience; including responsibility for eligibility determinations and compliance with reporting requirements.

Demonstrated Skills and Competencies:

- Experience with refugee populations or other similarly vulnerable populations required. - Previous supervisory experience required. - Proven ability to professionally represent the organization in public settings and meetings. - Proven ability to contribute both independently and as a key team member. - Self‐ starter with excellent detail-oriented, problem‐solving skills combined with the proven ability to multi‐task, prioritize duties, and manage time effectively. - Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred.

Working Environment:

The NJOR office is fully remote. Expectation to travel within New Jersey for partner and staff meetings and events. Oversight of staff in and outside of New Jersey. Expectation to occasionally travel and participate in meetings outside of New Jersey.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
