1. Organizational Context

  1. Organizational Setting

The role of the Human Resources Management Department (HRMD) is to facilitate the effective management of WIPO’s human resources in support of the Organization’s Vision, Mission and strategy plans. HRMD ensures the delivery of an agile, “people-oriented” and technology enabled HR Function, built upon comprehensive strategies, policies and plans, supported by an enabling regulatory framework.

  1. Purpose Statement

The Director is responsible for leading and managing the strategic and operational activities of the Department, as well as originating and leading human resources practices and objectives that will provide an empowered workforce, able to respond to organizational challenges and thrive in a fast-paced and evolving environment.

The Department comprises a Talent Management Service (Employee Experience and Talent Partners), a HR Operations Service (Benefits and Entitlements, Pension and Insurance and HR Data and Technology Units) and WIPO’s Medical Unit.

The Director reports to the Director General.

  1. Work Relations

The Director liaises extensively with the Director General and his Leadership Team as well as with managers throughout the Organization, employee representative bodies and key external stakeholders, including Member States and counterparts across the U.N. common system and the broader Intellectual Property network.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Collaborate closely with the Director General and his Leadership Team, to develop the strategic vision on Human Resources and its expression in WIPO program outcomes and strategic plans; and to optimize people-centered activities such as hiring, learning and professional development and performance management.

b. Act as strategic advisor on the human resource aspects of the transformation of the Organization; develop strategic and operational partnerships with all sectors of the Organization; and ensure that HRMD brings the expertise in human resources management to achieve the Organization’s successful transformation to an open, transparent, dynamic and human centered organization.

c. Work with managers to assess business/function specific organizational design projects to enhance capabilities and effectiveness.

d. Work with the Organization to develop a well-defined organizational culture, and ensure that the culture and values are reflected in people-oriented decisions that reflect equal opportunity and diversity; and create a compelling end-to-end employee experience.

e. Lead HRMD to embrace technology and secure an effective digital transformation, ensuring that the Department achieves optimal output while maintaining a human-centric approach.

f. Ensure the effectiveness of HR policies and operations and that HRMD remains abreast of evolving human resource practices in both the private and public sectors; guide the necessary adjustments of WIPO’s HR framework so that the Organization remains competitive, while proactively contributing to knowledge sharing and best practice.

g. Ensure regulatory compliance, identify, and mitigate trends/issues that pose an impact and risk to the business.

3. Requirements

Education (Essential)

Advanced university degree in human resources management, social science, science, law, business or public administration. A first-level university degree plus two years of experience in addition to the required experience may be accepted in lieu of an advanced university degree.

Experience (Essential)

At least 15 years of relevant progressive professional work experience in the area of Human Resources Management, of which at least five years at senior level in an international environment, including providing HR advice to Senior Leaders.

Experience in strategic and workforce planning.

Sound experience in both operational topics, such as compensation and benefits, as well as across the full range of talent topics.

Experience in the use of technology in transforming HR.

Experience in change management.

Experience (Desirable)

Experience of HR management in the private sector.

Language (Essential)

Excellent written and spoken knowledge of English.

Language (Desirable)

Good knowledge of French and other UN official languages.

Strong leadership and management competencies, including success in leading teams comprising multiple functional areas and managing financial resources coupled with effective planning and results-based delivery skills.

Proven ability as a solutions-oriented change leader with influencing capability, able to align the people strategy with the business strategy.

Excellent knowledge of international public administration procedures and best practices on HR related matters including in the private sector.

Excellent decision-making as well as people skills, strength of character, strong ethical approach, commitment and reliability.

Skilled communicator with ability to articulate management and organizational principles at all levels including with governing bodies, in a multi-cultural environment respecting cultural, gender and other behavioral differences.

Ability to navigate ambiguity, resilience and make informed decisions to achieve desired results, while being transparent, fostering trust and building credibility with internal and external stakeholders.

Ability to maintain effective partnerships and working relations.

Ability to understand how the use of data and technology will influence the work of the Organization, and how to use data and technology to transform HR.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint), Social Media and the ability to adapt quickly to new technologies.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2022 rate of 82.8%
