Since 2010, the Scaling Up Nutrition (SUN) Movement has inspired a new way of working collaboratively to end malnutrition, in all its forms. With the governments of SUN Countries in the lead, it unites people—from civil society, the United Nations, donors, businesses and researchers—in a collective effort to improve nutrition. The SUN Strategy 2021–2025 (SUN 3.0) prioritises country leadership and focuses on supporting systemic change at the country level. It seeks to capture the ambition of SUN countries and guide the work of all actors at all levels aligning concerted action behind and responding to commonly agreed national priorities set out by governments in SUN countries.

SUN 3.0 is committed to fundamental, non-negotiable aspects of effective nutrition action, including equity and the principle of leaving no one behind. For its third phase, the SUN Movement will drive forward gender equality and enshrine youth leadership across the Movement. SUN 3.0 will strengthen partnerships to achieve greater impact on nutrition through food systems, health systems, social protection systems, actions by the private sector and humanitarian and development actors, and through education, water, sanitation and hygiene (WASH) and climate change adaptation.

The SUN Movement Secretariat plays a central role in enabling the multiple members and structures of the Movement to work together to advance progress on country-level priorities and the global positioning of nutrition.

The SUN Movement Secretariat comprises approximately 35 personnel, based in Geneva and in various regions globally. All parts of the Movement – member governments, the SUN Global Support System - the GSS, consisting of four SUN networks (Civil Society, United Nations, Business, Donors) and the SUN Movement Secretariat, together with the SUN Movement Coordinator, work together to align and focus efforts on priorities within countries.

The SUN Movement Secretariat is hosted by UNOPS.

Role of the Director The Director reports to the SUN Movement Coordinator, UN Assistant Secretary General, who is responsible for overseeing the day-to-day implementation of the SUN Movement Strategy and Roadmap, leads the SUN Movement Global support System and represents the SUN Movement globally.

While the SUN Movement Coordinator is head of the SMS, the purpose of this role is to take responsibility for the day-to-day management of the SUN Movement Secretariat, building optimal ways of working with the four SUN Network Secretariats and ensuring the Coordinator is well positioned to represent and respond to the needs and priorities of SUN Countries. The role will include but is not limited to: providing strategic advice, planning, resource mobilisation and allocation, reporting on the use of funds, performance management and evaluation of progress against goals.

The Director is expected to be aware of key developments and opportunities regarding nutrition, and support strategies and action to create systemic nutrition change at the country level, so that good nutrition is embedded in all relevant policy, legislation, institution, services and domestic financing. The Director ensures that the Secretariat is taking the most effective actions to support SUN Countries to achieve their nutrition goals.

S/he will also play a pivotal role in guiding the Secretariat, and the Movement, through the changes required to achieve the ambitious goals of the third phase. The Director will oversee several key processes linked to the development and implementation of the Movement’s strategy 3.0 including: significant changes in administration, human resources, fundraising and joint-planning with the existing four networks of the Movement’s Global Support System. The role will lead the Secretariat to identify optimal ways of working with the numerous partners that are crucial to the success of the Movement.

The Director will ensure that a high-functioning team is able to deliver the ambitious goals set out for the Secretariat whilst also nurturing a culture of respect, professionalism, transparency and healthy work-life balance. The role will support each team and individual in the Global Support System to realise their potential through effective leadership, empowering management and inclusive communication and dialogue.

The Director must understand what it means to serve a Movement that is country owned and driven. The Director will set and hold the highest standards of performance for the team while providing adequate opportunity for the team to sharpen its expertise and continuously improve its ways of working. The Director must be adept at managing a wide range of professionals across all levels of the organisation, including effectively leading and managing teams from a distance. They will hold the team, and themselves, accountable for the commitments that the Secretariat has made to SUN Countries, the Movement’s Networks, partners and global stewardship.

Functional Responsibilities

1. Strategic management ● Contribute to the development of the SUN Movement strategy in collaboration with the Coordinator and the various governance mechanisms. ● Jointly develop and implement a common work plan for the Secretariat and four networks in order to maximise the contributions of all actors in the Movement ● Recommend and/or determine priorities and supervise the implementation of work plans to manage the strategic and operational risks. ● In collaboration with the team, establish annual objectives and targets, performance measurements, standards and results expected. ● Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned. ● Keep the Coordinator informed/advised on opportunities and/or challenges to strengthen the SUN Movement capacity and results.

2. Day to day management of the Secretariat as part of a Global Support system ● Plan and propose to the Coordinator the resources required (human, financial and administrative) to ensure financial sustainability in accordance with UNOPS standards of ethics and integrity. ● Operate within the defined limits of authority on matters of Finance, Procurement and Human Resources and subject to any limits or conditions that may be imposed as per delegated authority. ● Plan, recruit, manage and develop a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity. ● Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed. ● Oversee, monitor and direct appropriate measures to maintain the safety and security of personnel, assets, property and information within the respective area of responsibility.

3. Alliance building, networking and advocacy ● Build and maintain relations with partners and contributors to the SUN Movement Secretariat. ● Continually look for new ways to bring together the SUN Networks and the Secretariat to improve their collaboration and drive optimal ways of working, focused on optimal support for SUN countries. ● Represent the SUN Movement Global Support System (when requested by the SUN Movement Coordinator) in public events, task forces, working groups, intergovernmental and interagency discussions, interactions with stakeholders outside the UN system, and any other relevant situation.

4. Resource mobilisation ● Provide leadership and coordination to the management and operationalization of the SUN Movement Pooled Fund. ● Oversee the transition to a possible new pooled fund in line with current developments. ● Lead the development of a consolidated global strategy for resource mobilization. ● Make recommendations on best practice approaches to donor interactions, including identifying opportunities to leverage private-sector investments and innovative financing mechanisms. ● Represent the organization in donor and membership meetings and negotiate/finalize donor agreements.

5. Governance, programme management and quality assurance ● Assisted by the wider Secretariat, support the Executive Committee in its governance responsibilities to ensure the Board, Executive Committee and its various working groups have the advice and resources it needs to perform its responsibilities, and that appropriate processes and records are maintained. ● Provide oversight to the hosting arrangement of the SUN Movement Secretariat with UNOPS and lead the programme management responsibilities associated with this. ● Implement internal performance and quality control systems for the SMS including tracking, monitoring and reporting on project delivery and financials. ● Evaluate performance to measure efficacy and alignment of the SMS, with UNOPS standards of accuracy, transparency and accountability.

6. Knowledge management and innovation ● Drive knowledge sharing and strategic communication across the organization and beyond, ensuring collaboration and continuous feedback as appropriate. ● Lead the ongoing research, development and implementation of best practice and innovative approaches to maximise performance and sustain achievements. ● Lead the planning, implementation and organization of strategic capacity building of personnel, partners and stakeholders.

Education

Advanced university degree (Master’s degree or equivalent) in one or more of the following disciplines: human development, social sciences, rural and agricultural development, international development, public health, management, development economics, public administration, business administration or related fields.

Experience

A minimum of 15 years of progressively experience that combines strategic and managerial leadership in administration, business management, planning and operations. ● Relevant professional experience must include 10 years of experience at the international level. ● Proven success in building and strengthening partnerships (with particular expertise in multi-stakeholder partnerships and strong approaches to accountable joint-planning and working) is required. ● Demonstrable success in fundraising and budget management is required. ● Strong management skills with experience in guiding teams through transition (change management/organizational change expertise) is required.

Languages

Fluency in English is required.

Knowledge of another UN official language, particularly French, is an asset. (UN official languages are Arabic, Chinese (Mandarin), English, French, Russian and Spanish).
