Vietnam Country Office Country Programme 2022-2026 highlighted the importance of the public advocacy and communication for child rights. The programme aims to increase public awareness and action to address vulnerabilities and inequities affecting children.

In Viet Nam, 60 percent of population is online, and 72 percent of youth population have ac-cess to internet. This makes internet a good platform to reach various stakeholders to drive change for children. Strategic use of digital media, especially social media, will deepen UNICEF’s dialogue with stakeholders about child rights and equity as well as broaden their engagement in issues related to children. Greater understanding of children’s challenges and better involvement in children’s issues results in more impact: The richer the conversation and better engagement, the greater the chance for audience actions in support of UNICEF’s pub-lic advocacy. In 2020-2021, UNICEF Viet Nam has increased its followers on social media platform significantly. In the new country programme 2022-2026, UNICEF Viet Nam plans to gradually engage the public in its resource moblizaton in digital platforms.

With the current situation of COVID-19 outbreak, and more people turning to digital platforms for updated information, there’s an urgent requirement for more regular and stronger com-munications on VCO’s social media channels and website, as well as a need to keep regional and global teams aware of the changing situation.

Digital content and engagement will remain and reinforce UNICEF’s leadership as a credible voice for and with children. While UNICEF Viet Nam website mainly targets donors, policy makers and general public, its social media platform focus on young people. In order to reach the young people, the social media platform need to be strengthened to attract attention and encourage the engagement of the young people.

The overall objective is to support communication team in enhancing UNICEF Viet Nam so-cial media platform, especially in the Reimagine Campaign on the World Children’s Day 2020, stop the spread of COVID-19, digital literacy, digital fundraising and advocate for UNICEF key priorities areas.

Under the direct supervision of Digital Communication Officer, the national UN Volun-teer will undertake the following tasks: • Explore new ways of engaging young people on the social media platforms in-cluding running various types of contests and campaigns on the Facebook dur-ing COVID-19 outbreak. • Support the development and maintenance of UNICEF Viet Nam digital assets library for advocacy and digital fundraising. • Provide support for public awareness-raising campaign and behaviour and so-cial change communication activities (C4D) in emergency, WASH, COVID-19 pandemic and Education. • Contribute to the content forward plan of UNICEF Viet Nam Social media plat-form such as Facebook, Twitter, Instagram, TikTok, Youtube, Zalo, Linkedin, U-report, etc • Support to develop social media content package to raise awareness of climate-related issues (including video, infographics, illustrations, animations, etc) • Support to engage with influencers to amplify UNICEF key messages • Contribute to the monthly social media report • Experiment new and innovative ways to increase social media engagement, the number of fans and followers on all platforms • Support the content creation for both UNICEF Viet Nam webpage and social media platform including producing video stories, human interest stories, photo essays, infographic • Support the management of the Facebook feedback/commenting and monitor-ing performance of each post.

• University graduates or under-graduates in Communication, Journalism, Public Relations, any other related field or relevant charity work experience/exposure; • Experience in photography and video editing; • Excellent communication skills, including writing (in English and Vietnamese) and intercul-tural communication skills; • High ethical standards and understanding of sensitivities pertaining to child-related/rights issues and working in a politically sensitive environment; • Ability to research, design and execute ideas and ability to transfer knowledge and skills; • Excellent teamwork skills (self-starter an asset); • (*) Working experience with UN Agency’s communication is a strong advantage.

The incumbent will be based in Ha Noi that offers adequate living standard with good. Ha Noi is classified as “A” duty station as of 1 January 2014 under the mobility and hardship (M&H) classification of duty stations, as determined by the international Civil Service Commission (ICSC).

• Security situation: Viet Nam is a relatively safe country. Although there is no recent his-tory of terrorism in Viet Nam, attacks cannot be ruled out. Crime is typically the same as in many other countries. Petty theft, bag/purse snatching, and pick pocketing are most common traditional crimes in the tourist areas and in buses. It is recommended that if travelling on foot, avoid carrying bags, purses and valuables that could attract attention; avoid making phone calls while walking on the street. • Cost of living: Viet Nam is a fast-growing expat destination as it is relatively cheap. The living cost in Ha Noi and HCMC is higher than in other areas. • Accommodation options: While hotels can be a good option for short stay, renting ser-viced apartments are more common in big cities. Nowadays, with available internet, ac-commodation services can be easily found in all places. Many apartments have elevators to access higher floors, there may be levelled floors, steps and obstacles (in the exterior and interior (including bathrooms) of the accommodation) that need to be identified during the accommodation search. • Availability of food/water/electricity: The food is diverse, and easily accessible. Grab-food is very common in Ha Noi and HCMC. Water and electricity are public services. They are hardly cut except urgent cases but the water or power cut plan is often well in-formed among local customers. • Medical facilities: Health care in the cities is adequate for ordinary treatment. More complicated treatment may require evacuation to another country. Healthcare in rural ar-eas is extremely basic. Many hospitals require guarantees of payment before they’ll start treatment. Viet Nam is classified as having a risk of Zika virus transmission. International hospitals or private hospital are more accessible than public hospitals. Therefore, it is im-portant to check the information and advice at the National Travel Health Network and Centre website. It would be important to identification of appropriate services in case spe-cific medial needs are required. • Banking facilities: There are many baking services offered by different types of banks in Viet Nam: state own, private, semi-private, international banks. While Vietnamese cur-rency is used daily for purchasing items, payment in credit cards or ATM cards is more accepted in big shopping centres. ATM is common in cities.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Expert receives approximately USD 847.92 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
