ORGANIZATIONAL CONTEXT

Through its Country Strategic Plan 2019-23 (CSP), WFP in Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national and sub-national level. This includes promoting access to nutritious diets through home grown school feeding, improving climate smart food production and transformation capacities of small holder farming communities; supporting national and subnational disaster and climate change risk management; and responding to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

To ensure sound and safe use of beneficiary data related to these activities, particularly those related to emergency response, WFP has developed and is continuing to enhance and maintain digital solutions and systems to manage:

  • the identities and entitlements of its beneficiaries,
  • the operational parameters of the programmes that transfer benefits to them, and
  • the assurances and insights to ensure related risks are properly managed.

WFP’s corporate beneficiary and transfer management platform is SCOPE. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting. Currently, WFP Cambodia Country Office (CO) is using SCOPE linked to other secure data management platforms to securely manage beneficiary data for its Cash Based Transfers (CBT) assistance for disaster affected individuals.

To this end, WFP is seeking to recruit a Digital Assistance Services Assistant to support data management. Under the supervision of the National CBT Programme Officer, the Assistant will support the country office (CO) in data management, cleaning and analysis. This will include support on data integration feasibility analysis and on data quality control, as well as other related duties.

CSP Position Title: Digital Assistance Services Assistant, Operations

Type of Contract: WFP Special Service Agreement (SSA)

Grade: SSA-5

Contract period: As soon as possible (initial six months, extendable)

Duty Station: WFP Cambodia Office, Phnom Penh

Reporting Line: This position will be supervised by the national Programme Policy Officer - CBT.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support the implementation of data quality control within the Cambodia CBT programme, and test the data integration in the SCOPE training environment;
  • Document and report on CBT Data integration and consistency between partner databases and SCOPE;
  • Engage with Programme and IT colleagues to support in identifying gaps in data integration and linkages for future cash-based transfers interventions;
  • Capture, document and present (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) CBT data processes;
  • Through the appropriate channels, support the efforts of technical teams on outstanding operational issues and changes relevant for the CO;
  • Where relevant, support the CO in extending operational support to partners for the implementation of WFP’s CBT programmes; and
  • Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:Completion of secondary school education. A post-secondary certificate in business management, computer science, telecommunications engineering or social sciences is desirable

Languages: Proficiency in English and Khmer language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience:

  • At least 3 years progressively responsible professional experience in business systems analysis, design and development.
  • Experience in collaborating with different stakeholders or service providers to design and decide on payment mechanisms and instruments as well as building the capacity of others.
  • Experience in client-facing roles in technology implementation projects, preferably in a humanitarian or development context is desirable.

Knowledge & Skills:

  • Possession of a combination of broad business skills and IT experience including: General management skills in business and public sector contexts; Business analysis including creation and review of functional and non-functional business requirements for IT solutions. At least a foundational training or 1 year experience in data analysis or related roles (data science, database management/design, data shaping)
  • An understanding of humanitarian and development programmes including CBT operations is desirable.
  • Ability to operate in distributed / decentralised teams, engage with and support partners; Ability to perform under pressure, to multi-task, to navigate through multiple priorities and conflicting requests; Ability to work independently through appropriate personal initiative and regular follow-ups; Capacity to work in difficult and insecure environments; Collaborative hands-on team member and relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders; Detail-oriented; Ethics & Values; Client Orientation.
