How can you make a difference?

Under the supervision of the T4D Specialist, and in line with the established policies, guidelines, procedures, and the Technology Playbook and based on established policies, guidelines and procedures, the National Digital Health Officer will coordinate and support demand for T4D particularly for the health and nutrition programme section needs. As the demand for the digital technologies across all programmes and in particular the health programme has significantly grown over the last two to strengthen the health system at all levels, the T4D Officer- will support the identification, assessment and integration of ICT and digital innovation into programme interventions; strengthen internal and external capacities on implementing digital health initiatives; identifying and engaging with key partners; building and maintaining business relationships; applying reusable and replicable technical buildings blocks; and maximizing the potential for the scale-up and sustainability of these initiatives. The T4D Officer will also provide technical secretariat support to ongoing efforts to strengthen the governance and coordination for digital health among various development partners, iNGOs, CSOs, and the Ministry of Health (MoH). He/She is expected to work closely with the UNICEF Health team, Ministry of Health, WHO, CHAI, and other partners in this regard. The Digital Health Officer will also be expected to contribute to strategic discussions in the Health sector related to digital health and innovative technologies.

The T4D Officer will be directly supervised by the P3 T4D Specialist and will work on a day-to-day basis with the health team, and in close liaison with the East Asia Pacific Regional Office (EAPRO) ICT and Digital Innovation Unit, the central ICT Division and UNICEF Innovation where applicable. To qualify as an advocate for every child you will have…

Education: A university degree (Bachelor’s Degree or equivalent) is required in Digital Transformation, Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.

Experience: A minimum of one year of professional experience in information communication technology for development (ICT4D) in a large international organization or corporation is required, including:

  • Experience with ICT, mobile and web-based technologies, particularly designing or deploying tools appropriate to Cambodia.
  • Experience identifying, designing and implementing solutions for large-scale projects with technical components.
  • Experience with RapidPro, ODK, HMIS/DHIS2, and other digital public good technologies, and deploying, maintaining and scaling these technologies.
  • Experience coordinating the work of external vendors and software developers and experience supporting business analysis, budgets, contracts, project management and procurement.
  • Exposure to UNICEF, UN or other INGO programmatic areas, including in health, nutrition, child protection and education.
  • Experience applying technical solutions to address programmatic issues
  • Good knowledge or experience working with the national health system is highly desirable.
  • Prior experience working with UN and/or other key institutions of technology is highly desirable.

Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) or local language of the duty station is considered as an asset.

Remarks:

The selected candidate will be offered an initial contract for 10 months with the possibility of an extension of up to 729 days.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
