Overview

  • A Master’s degree in political sciences, sociology, social sciences, economics, or related area is required.
  • A minimum of five years of proven research and analysis expertise in issues related to gender equality and women’s rights is required.
  • Knowledge of the status of women and gender relevant policy reform in the Arab region is desirable.
  • Fluency in Arabic and English is required.
  • Fluency in French is desirable.

Result of Service Develop and design session plans, activity tools and other relevant materials needed for a 2-day workshop for National Women Machineries, CSOs and experts on best practices in policy reforms and tools for the advancement of the implementation of BDPfA. Facilitate a two-day workshop in Beirut, Lebanon, 28 February – 1 March for NWMs, CSOs and experts on effective policy reform and tools for implementation of regional priorities for implementation of BDPfA. Develop guidelines in Arabic that includes best practices in policy reform and tools for the advancement of the implementation of BDPfA in the five priority areas. Prepare a report outlining the proceedings of the workshop and its outcomes.

Duties and Responsibilities In the context of ESCWA project on Strengthening the implementation of the Beijing Declaration and Platform for Action in the Arab Region, ESCWA is planning to provide support to NWM to enhance the collective work at the regional level to fulfill commitments made in the 2019 Declaration to advance the status of women. According to the Regional Review on Implementation of the Beijing Declaration and Platform for Action after 25 years, five priorities have been identified by the Arab States to improve the status of women in the region, which include:

1) the elimination of violence against women and girls; 2) women’s political participation and representation; 3) equality and non-discrimination in legal and justice systems; 4) women’s right to employment and their rights in the workplace, entrepreneurial businesses for women; and 5) support for women’s organizations.

In preparation for the Beijing +30 review, scheduled to take place in late 2024, ESCWA is will be carrying out focused activities in support of the governments in the Arab region to implement recommendations made during the Beijing + 25 review to advance the status of women. Towards that end, ESCWA would like to engage a consultant to lead the development of regional guidelines on policies and policy tools that support NWMs to advance the implementation of BDPfA commitments. In this context, ESCWA seeks to recruit a regional consultant to facilitate regional dialogue with NWMs, CSOs, academics and experts to highlight and evaluate progress made in the adoption and implementation of the BDPfA through policy reform and implementation and develop guidelines on policies and policy tools that support implementation in the context of the structural and institutional challenges that continue to hinder the adoption and realization of BPfA principles. The guidelines will focus on addressing priority areas outlined in the Regional Review on Implementation of the Beijing Declaration and Platform for Action after 25 years.

  • Develop guidelines in Arabic that includes best practices in policy reform and tools for the advancement of the implementation of BDPfA in the five priority areas.
  • Develop a report outlining the proceedings of the workshop and its outcomes.

    Qualifications/special skills A Master’s degree in political sciences, sociology, social sciences, economics, or related area is required.

A minimum of five years of proven research and analysis expertise is required, in issues related to gender equality and women’s rights is required. Knowledge of the status of women and gender relevant policy reform in the Arab region is desirable. Previous experience in policy analysis and development is also desirable.

Languages Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in Arabic and English in is required. Fluency in French is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
