Org. Setting and Reporting The position is located in the United Nations Resident Coordination Office (RCO) in Jerusalem in the Occupied Palestinian Territory and reports to the Chief of the Coordination Unit and RCO Team Leader. The time will be split 50/50 between Jerusalem and Ramallah.
Responsibilities Within delegated authority, the Development Coordination Officer /Economist will be responsible of the following functions:
Summary of Functions 1. Plans, facilitates and consolidates evidence-based Sustainable Development Goals (SDG) analysis in support of a shared understanding by the UN Country Team (UNCT) of sustainable development trends, challenges and opportunities in OPT.
2. Provides substantive advice on innovative economic and SDG policies to Resident Coordinators (RC) and UNCT, as well as to national counterparts in government and other relevant partners including International Financial Institutions (IFIs).
3. Coordinates the development by the UNCT of a new generation of SDG programmes with a strong investment orientation and focus on acceleration towards achieving the SDGs
4. Plans and directs SDG knowledge generation and management.
5. Liaises and Engages with the Palestinian Authority aid policy and aid coordination platforms and liaises with other interlocutors including the World Bank, IMF and relevant Palestinian parties on SDGs, economic policies and other issues as appropriate.
Description of Functions:
1. Plans, facilitates and consolidates evidence-based SDG analysis in support of a shared understanding by the UNCT of sustainable development trends, challenges and opportunities in programme countries
- Researches, analyzes, consolidates and presents SDG-related data, as well as information on emerging best practices in sustainable development, paying special attention to gender and, Leaving No One Behind principles, capacity development, and proposes policy options to RCs/UNCTs;
- Identifies and analyzes issues that impact multiple SDGs and their targets and proposes ‘accelerator interventions' that can help unlock and accelerate progress towards sustainable development across multiple areas;
- Assesses and highlights sustainable development trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of SDG targets and impact the UN’s role and programme in the country and suggests appropriate measures to address them;
- Collects and analyzes data on UN country level operations in support of the implementation of the 2030 Agenda, identifies gaps and proposes follow-up actions;
- Leads the UNCT-HCT joint data group and the work of the joint data collection and analysis including MSNA.
- Researches, develops and presents policy papers, guidance notes and other knowledge based-tools and directs discussion in country-level forums to help influence and advance policy dialogue on achieving the SDGs;
- Coordinates the preparation of UN flagship reports, including the analysis of data and ensures the provision of evidence to build the case for policies and interventions on SDGs;
- Monitors regional and global economic trends and issues, analyzes their implications for the realization of the SDGs at the country level and recommends additional issues for consideration.
- Provides inputs for briefing papers and discussion/talking points on issues related to SDG financing for consideration by the RC/ the UNCT.
- Supports UNCT initiatives to advance SDG financing, including in the context of an Integrated National Financing Frameworks (INFF).
2. Provides substantive advice on innovative economic and SDG policies to RCs and UNCTs, as well as to national counterparts in government and other relevant partners including International Financial Institutions (IFIs)
- Guides substantive support to the RC/UNCT on SDG-related issues, particularly on policies to accelerate the achievement of the SDGs, including through Mainstreaming, Acceleration and Policy Support (MAPS) and similar processes, and evaluates and highlights potential trade-offs between SDGs;
- Identifies issues and proposes recommendations for the UNCT on how UN country-level operations can be optimized and better respond to sustainable development needs and emerging trends in country;
- Elicits, evaluates and consolidates policy options proposed by UNCT members, ensuring an integrated approach to the UN’s policy advice to national counterparts in government and other external partners,
- Plans and directs the work of the in-country UN Joint Policy Team (or equivalent) and drives cross-pillar nexus approaches in country to policy, analysis and assessment.
- Fosters peer-exchanges and opens a consistent channel of communication and strong partnerships with economists within the UN System to create and consolidate common, convergent and coherent advocacy opportunities on topics related to economic transformation and SDG financing.
- Engages with the private sector to strengthen understanding of its potential contribution to the green economic transformation agenda, and to identify private and/or public-private catalytic SDG financing opportunities for the achievement of the SDGs.
3. Coordinates the development by the UNCT of new generation of an integrated SDG programmes with a strong investment orientation and focus on acceleration towards achieving the SDGs
- Supports the RC/UNCT in ensuring a strong macroeconomic and SDG financing analysis through an integrated lens in the preparation of the Common Country Analyses and other analytical exercises;
Identifies issues and proposes recommendations for the UNCT on how UN country-level programming around economic transformation and integrated policy responses can be optimized and better respond to sustainable development needs and emerging trends in country;
Guides the development and implementation of the UN Sustainable Development Cooperation Framework UNSDCF to ensure that the UN’s country-level operational activities effectively support the implementation of the 2030 Agenda in country;
- Provides substantive support to programme formulation and revision throughout the UNSDCF cycle, based on sound SDG analysis;
- Contributes to the UN joint programming process to strengthen the formulation of a new generation of UN joint programmes that are aligned with the SDGs, oriented towards investment, and have impact at the national level;
- Assists UNSDCF result groups in the implementation of joint workplans to ensure SDG-relevant and SDG-responsive UN operational activities for development;
- Proposes recommendations to enhance UN support to governmental and multi-stakeholder processes on SDG policy development and capacity development around the economic transformation and SDG financing agendas. .
4. Plans and directs SDG knowledge generation and management
- Plans, facilitates and contributes to local, regional and global communities of practice and knowledge networks and promotes collaboration, peer support, innovation good practices, lessons learned, needs, and opportunities in the area of sustainable development;
- Researches, analyzes and presents best practices and lessons learned from implementation of UNCT projects and programmes, with a view to advising the RC and UNCT on actions to strengthen the policy orientation of the UN;
- Monitors and analyzes best practices and successful models implemented by the UN in country and suggests options for developing these into bankable national SDG investment policies and programmes;
- Provides advice on global/corporate guidelines, tools and other materials related to sustainable development policy.
- Keeps abreast of emerging innovative approaches in the area of economic transformation and SDG financing, and proposes new ways of working, where relevant;
- Reflects on processes of his/ her work area at key milestones, and generates knowledge valuable to others in the RC system/ UN Country Teams.
5. Liaises and engages with the Palestinian Authority aid policy and aid coordination platforms and with other interlocutors including the World Bank, IMF and relevant PA, banking and economic institutions
- Engages with donors, Palestinian Authority, Palestinian banks, the IMF, World Bank and other economic institutions regarding aid policy development and national development planning.
- Support the Chief of the Coordination Unit in engagement with the Palestinian Authority on economic and fiscal matters.
- Act as focal point for Ad hoc Liaison Committee (AHLC) engagement with UN Agencies and donors and coordinate drafting of the biannual UNSCO Report to the Ad hoc Liaison Committee (AHLC).
- Coordinate RCO engagement on the development of humanitarian-development nexus policy and initiatives in cooperation with the UNCT, the Palestinian Authority, and donors.
Act as focal point for UNSCO with the Local Aid Coordination forum.

Education Advanced university degree (Master’s degree or equivalent degree) in economics, sustainable development, public policy, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of seven years of progressively responsible experience in sustainable development policy, economic analysis or project/programme management in the context of development cooperation or related area is required.
A minimum of two years experience with the United Nations or an International Financial Institution is required.
A minimum of two years of experience with UN inter-agency or inter-organizational collaboration is required.
Experience in UNDAF formulation, monitoring and evaluation is desirable.
Experience advising senior management on sustainable development and economic/fiscal matters is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of Arabic is desirable.
