Background

Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate the United Nations System's efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

This position sits within UN Women Security and Safety Services under the Department of Management and Administration but reports directly to the Global Security Advisor in accordance with the UN and UN Women Framework of Accountability.

The primary responsibilities of the UN Women Deputy Global Security Advisor is to advise and assist UN Women Headquarters, Regional, Multi-Country, Country Offices, and UN Women Security and Safety Services personnel on their safety and security responsibilities to protect and minimize the risk to UN Women personnel, property, and operations in the field while at the same time enable UN Women programme delivery throughout. Additionally the Deputy Global Security Advisor will ensure that the organisation adheres to its business continuity strategy, organisational resilience management system policy and occupational safety at all levels globally.

Under the direct supervision of the UN Women Global Security Advisor, the Deputy Global Security Advisor provides leadership and direction to UN Women with regard the implementation of UN and UN Women security and safety policies, procedures and plans for the protection of UN Women personnel and assets and the safe delivery of programmes in the field. The Deputy Global Security Advisor is responsible for the implementation of the corporate Business Continuity programme and security coverage of the Europe and Central Asia region, whilst acting as organisational Officer in Charge (OIC) for UN Women Security and Safety Services during the absence of the Global Security Advisor . The Deputy Global Security Advisor also supports the formulation and review of UN Women security and safety policy, technical content and best practices, annual work plan, annual security budget, training, security prevention and mitigation measures for programme and compliance, and effective administrative support to field security operations.

Duties and Responsibilities

Manage UN Women Business Continuity Programme:

  • Coordinate implementation of business continuity and crisis management arrangements across the organization;
  • Coordinate implementation of the Organisational Resilience Management System (ORMS) in accordance with policy requirements;
  • Implement and monitor compliance with core business continuity and crisis management Maintenance, Exercise and Review regime requirements stipulated in ORSM policy
  • Ensure that the HQ Crisis Management Plan is regularly updated and tested;
  • In collaboration with the IT development team ensure that UN Women Business Continuity and Crisis Management Application operates continuously and is updated in timely manner;
  • Implement organisational plans and ensure all required personnel are trained to respond to the required duties for activation;
  • Ensure effective security and safety related information flow/exchange to enable and improve operational assessments, planning at HQ and to enhance security and safety awareness, coordination and implementation of security and safety arrangements;
  • Act as the global focal point for business continuity management;
  • Coordinate and manage the UN Women Emergency Notification System (ENS);
  • Ensure that the headquarters and field offices' Business Continuity Plans (BCP) are maintained;
  • Ensure that BCPs are aligned with policy requirements;
  • Ensure that the UN Women HQ planning links to the Secretariat Emergency Plan, as required;
  • Mainstream the inclusion of Business Continuity Planning within the context of Crisis Management and interface closely with IST, ERM and HR toward that end.

Provide advocacy, policy formulation and strategic planning support:

  • Lead the development, implementation, and ongoing maintenance of UN Women Security and Business Continuity Management (BCM) policies and ensure alignment with all applicable UN-system requirements through comprehensive technical analysis and input taking into account industry best practice;
  • Act as the primary point of contact for UN Women Divisional Directors, Regional, Multi-Country, and Country Heads of Office to provide expert security and safety advice and guidance;
  • Author comprehensive briefing notes for managers and personnel, and provide in-depth field perspective inputs to position papers as needed;
  • Stay current with the latest advancements and best practices in Business Continuity Management, actively participate in UN ORMS processes, and develop and implement innovative BCM compliance initiatives;
  • Provide UN Women managers and security personnel with expert guidance and prescriptive content such as advanced policy, BCM, risk management methodologies, and advanced security compliance measures;
  • Contribute significant technical expertise to the UN Women Security and Safety Annual Work Plan on behalf of the UN Women Global Security Advisor;
  • Play a key role in leading the Division's change management efforts (security and non-security related), including collaborating with other sections within the Division to bring efficiencies, effectiveness, and automation in support of headquarters and field operations.

Provide security and safety policy and technical advice to UN Women management, Regional, Multi-Country, and Country Offices, with particular focus in the Europe and Central Asia region:

  • Serve as a subject matter expert on security policy and provide advanced technical advice to UN Women management, Regional, Multi-Country, and Country Offices, with a specific focus on the Europe and Central Asia region, on related security policy, best practices, and advanced risk management issues;
  • Proactively monitor and analyze emerging threats and related risks, conduct thorough assessments of the impact of security factors and risks on UN Women personnel, premises, assets, program design and delivery, and provide timely and strategic recommendations to the Global Security Advisor, senior management, and Regional Multi-Country and Country Offices regarding effective risk prevention and mitigation measures, including identifying potential UN-Women support needs and areas for improvement;
  • Provide comprehensive security and safety advice and support to the UN Women Headquarters' Divisions and field offices for security and safety-related assistance and closely follow-up on their implementation, as required;
  • Perform security and safety assessment missions globally as needed, using advanced methodologies and tools;
  • Contribute expert technical inputs to the formulation and management of complex security, safety and business continuity-related requests;
  • Ensure UN Women security and safety measures are fully compliant with approved Security Risk Management (SRM) and Residential Security Measures (RSM) and provide guidance to field offices to reach compliance;
  • Address field office needs associated with programme, operations and premises towards compliance with UN and UN Women advanced security, safety and business continuity policies and operating standards to ensure effective response;
  • Provide expert advice on the selection and procurement of advanced equipment for security (vehicles, physical security, etc.), safety and business continuity (communications equipment, etc.).

Provide security and safety policy to programming:

  • Ensure that Headquarters' Divisions and Country Offices mainstream security and safety into their global, regional, and country programmes, taking into consideration gender perspective; provide technical support to the Global Security Advisor in mainstreaming gender in programming and UN Security Management System as required and participate in review of work plans for HQ divisions and regional offices;
  • Review the impact of security and safety factors on UN Women programme designs and delivery, as well as the potential impact that programmes might have on stability, security and safety, making recommendations, including to the Global Security Advisor, Division of Management and Administration and Regional, Multi-Country, and of Country Offices regarding possible UN Women support needs and improvements.

Represent UN Women on security and safety related matters;

  • Actively participate in inter-agency security and safety working groups to exchange views and experiences on related issues, and provide advice and guidance to other UN agencies on mainstreaming of gender into security and risk management process;
  • Represent UN Women and the Security and Safety Services in high-level meetings, workshops, training sessions, working groups, and conferences related to BCM, Security and safety, and provide expert advice and guidance on these issues;
  • Lead the joint management of the Business Continuity Planning process within UN Women, ensuring alignment with UN Women's strategies;
  • Build and maintain strong relationships with the United Nations Department of Safety and Security (UNDSS) and serve as the key point of contact for liaison and coordination efforts;
  • Communicate effectively with Host Government security services, stay current with local laws and ordinance changes that will impact security planning, and provide expert guidance and advice to the Global Security Advisor and UN Women management on the impact on operations, in close collaboration with UNDSS.

Provide managerial support to the Security and Safety Services:

  • Serve as the Officer in Charge (OIC) of the Security and Safety Services in absence of Global Security Advisor;
  • Provide managerial support and leadership in both managing and directing the activities of the UN-Women Security and Safety Services personnel and other security and safety designated personnel;
  • Lead the formulation and management of the knowledge management plan for the UN-Women Security and Safety Services;
  • Present on security and safety awareness at UN Women orientation courses;
  • Present on UN Women security and safety at DSS orientation courses;
  • Serve as both primary and secondary reporting officer on performance evaluations of field security staff;
  • Provide substantive inputs to the management of the security and safety budget of UN Women;
  • Manage and ensure effective security and safety information and communication in UN Women;
  • Perform any other duties as required and request by the Global Security Advisor, the Executive Director or Director of the Division of Management and Administration;
  • Administer UN Women Security and Safety activity tracker application;
  • Ensure accurate records are captured and kept in UN Women Security and Safety Services activity tracker.

Required Skills and Experience

Education and certification:

  • Master's degree (or equivalent) in management, security, security management, business administration, law enforcement, international relations, programme management or a related field is required;
  • A first-level university degree in in combination with an additional two years of work experience or a multi-year education in security management, such as UN, military or police senior Command and Staff College qualification with command experience at senior level, may be accepted in lieu of the advanced university degree.
  • Valid ISO 22301 certification, e.g. ISO 22301 Lead Implementer or Certified Business Continuity Professional is desirable;

Experience:

  • A minimum of ten (10) years of progressively responsible experience in security of which at least five (5) of those years is in security and/or safety management and at the field level in more than one duty station.
  • Over 5 years of experience in providing advice to senior leadership (UN USG or ASG level staff or C level - the executive-level managers or their equivalent in the government sector) on security and crisis management matters is required;
  • Over 5 years of experience in managing multinational and multidisciplinary teams is required;
  • Experience of programme delivery and project implementation in the context of varying environments including conflict and post-conflict is required;
  • Budget management experience as it relates to field support is required;
  • Experience in conducting security and/or safety risk assessments as an integral part of operational planning and the enabling of operations is required;
  • A minimum of 5 years of managing organizational business continuity programme at a regional or global level is required;
  • Experience of relevant policy development and implementation is required.
  • Experience in implementation of relevant innovation projects is desirable;

Language Requirements:

  • Fluency in English is required
  • Knowledge of another UN language is an asset.
