This position supports and advises the Director Office of Emergency Programmes (EMOPS) in all aspects of strengthening UNICEF capacity, effectiveness and efficiency in relation to humanitarian action; leads strategic positioning of UNICEF and builds partnership with inter-agency partners, donors and humanitarian organizations with a focus on those based in Geneva and Europe. In collaboration with EMOPS' Director and Deputy Director based in New York, manages, coordinates and supervises the work of the EMOPS office, activities and presence in Geneva.

Key Function and Accountabilities:

  1. Liaison, advocacy and resource mobilization:
  • Communicates and advocates on behalf of children in humanitarian situations at the global level and creates new opportunities to improve the situation of children and women through relationships and networks with global partners, especially those based in Europe.
  • Establishes and maintains high-level of contacts and effective relationships with global partners, including those of the UN, government, intergovernmental organizations, international financial institutions, NGOs and other civil society bodies.
  • Develops resource mobilization strategies, identifies and maximizes opportunities for mobilizing resources to improve the situation of children and women in humanitarian situations.
  • Provides leadership and guidance to influence global initiatives, support and policies, including global norms and standards, public policy, inter-agency reform, partnership and resource allocations.
  • In collaboration with UNICEF partnerships divisions, promotes, advocates, mobilizes and influences policies, priorities and level of cooperation with DfID/SDC/ECHO as well as UNICEF National Committees, for the wellbeing of women and children in humanitarian situations.
  1. Technical leadership, strategic planning and policy development:
  • Participates in regular senior management meetings and shares responsibility for the formulation of organizational humanitarian policies, strategies and overall direction of management and operations, consistent with UNICEF's mandate and mission.
  • Provides expert technical and policy advice to inter-agency partners on UNICEF's humanitarian strategies, goals and activities.
  • Provides authoritative interpretation and ensures effective implementation of existing internal and inter-agency guidelines and policies, contributes to the development of new guidelines and policies as required.
  • Supports UNICEF in the positioning in and implementation of the broader system's agenda, including inter-agency and system-wide initiatives that promote reform, greater collaboration and efficiencies in preparing for and responding to emergencies. Participates in and, where needed, leads strategic meetings with collaborating partners and policy discussions in this respect.
  • Participates in internal and external fora to ensure appropriate high-level and content of participation in discussions on global humanitarian issues and policy issues related to children and their rights and needs. (e.g. IASC-bodies, HLWG, Inter-Cluster Coordination Group, Peer2Peer Support, NGOs consultations etc.)
  • Ensures EMOPS Geneva contribution to the organizational knowledge base and global strategic planning based on an analysis of global data and experience, preparation of global advocacy materials, and the exchange of information and experience.
  • Provides expert technical and policy advice to Regional and Country Offices on humanitarian reform and other interagency initiatives, contributing to the development of effective humanitarian programmes.

3. Programme Support, Cluster Coordination and Operational Partnerships:

  • Under the guidance of EMOPS Director, ensures the achievement of humanitarian goals by providing overall leadership and managerial guidance to EMOPS' team in Geneva on policy direction, advocacy, work plans and control mechanisms and by monitoring compliance and performance standards.
  • Ensures the availability of technical staff for consultation and support to other Headquarters' Divisions, Regional and Country Offices as required. Facilitates deployment of staff to meet needs in emergency situations.
  • Facilitates global cluster support to country and regional offices for sectors where UNICEF has a leading or co-leading role and for areas of responsibility, including needs assessments, response plans, deployment of surge resources and stand-by partnership mechanisms.
  • Oversees the development and sustaining of relevant mechanisms to institutionalize arrangements for external surge capacity through partnerships with NGOs, governments, private sector and other partners.
  • Oversees the promotion, strengthening and development of operational humanitarian partnerships, managing collaboration and dialogue with humanitarian NGOs and the movement of the Red Cross and Red Crescent Societies.
  • Lead/Support the organization to implement the Humanitarian Review recommendations, ensure monitoring of progress and regular reporting to the ongoing change initiatives in UNICEF
  • Leads the global Humanitarian Investment Programme, supported by FCDO and implemented with WHO, IOM, UNHCR, OCHA/CERF and WFP. Devises strategies with partner agencies to influence and guide system reform. Safeguards financial resources entrusted to EMOPS as part of the programme ensuring their use on the objectives of the programme.

    1. Administration and Management:
  • Efficiently manages the administrative, human resources, finance and capacity building functions within EMOPS Geneva in accordance with applicable rules, regulations and policies.

  • Oversees preparation and implement annual office work plans in line with organizational strategic priorities, available resources and office management plans; ensures achievement of work plan objectives; monitors progress; and reports on results. Regularly conducts performance evaluations of EMOPS' Section Chiefs in Geneva to ensure the achievement of performance objectives.
  • Supervises selected office staff in EMOPS Geneva, and serve as the first reporting officer of EMOPS' Section Chiefs based in EMOPS Geneva. Participates in major organizational discussions and review EMOPS Geneva human resources requirements including identification, selection, promotion and deployment of staff in the organization.
  • Ensures adherence to organizational policies and procedures within EMOPS Geneva, including in the establishment of internal controls and in all operational, financial and procurement processes, as well as the implementation of agreed audit and evaluation recommendations.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in social sciences, international relations, government and public relations, public or social policy, sociology, social or community development or other related fields, is required.
  • A minimum of 20 years of professional work experience in formulation of policy in international or national administration; experience in external aid administration and senior level international humanitarian and development administration.
  • High-level of leadership, analytical and negotiation skills and ability to conceptualize ideas and influence policies, strategies and priorities.
  • Strong problem-solving skills and ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
  • Knowledge of current trends and practices with respect to international humanitarian action.
  • Managerial, organizational, negotiation and communication skills, maturity, ability to take decisions under pressure.
  • Thorough knowledge of the organization' s major emergency programmes and operations including a strong understanding of political dynamics, and foreign polices relating to issues and problem areas.
  • Experience advocating on behalf of vulnerable groups and mobilizing resources to support them.
  • Experience as a UNICEF Representative in an emergency duty station highly desirable.
  • Oral and written proficiency in English is required. Knowledge of another official UN language or a local language is an asset.
