You have:
- An Advanced degree (Masters or Higher) in Accounting, Finance, Audit, Business Administration, or Banking and an active membership of an internationally recognized professional accounting body.
- At least 15 years of accounting, financial management and/or auditing experience, with minimum of 10 years of supervisory experience in finance and accounting function.
- Excellent understanding and solid work experience of International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS).
- Ability to effectively present complex information to all levels of management, donors and to governing bodies.
- Oral and written proficiency in English is required. Working knowledge of another UN official language is an advantage.
Contract

Under the direction of the Comptroller and Director - Division of Financial and Administration Management (DFAM), the Deputy Director will:
- Actively collaborate with and participate in the Senior Management Team of DFAM and support the delivery of divisional objectives.
- Partner with key internal stakeholders to instill a financial mind-set across the organization and champion financial management reform and improvement within UNICEF.
- Plan, organize, and direct the activities of the Financial Reporting and Grants Management Section
- Establish and implement an accounting policy framework in accordance with applicable accounting standards (IPSAS) and provide technical advice in its respect and to related areas of complex accounting.
Provide leadership for preparation of:
Annual financial statements in accordance with IPSAS and UNICEF’s Financial Regulations and Rules.
- UNICEF’s official reports to donors on their contributions to Other Resources.
Organizational financial reports published in external UNICEF publications.
Provide oversight for:
Maintaining and improving UNICEF’s official books of account and financial data.
- Designing, developing, and supporting key financial accounting and reporting procedures and system design which provide for the safeguarding of assets and the prudent use of resources.
- Preparing financial analysis, reporting and decision-making support for key business activities.
Grants Management and Reporting
Represent UNICEF’s interests with government, donors, and UN system stakeholders.
The key functions and accountabilities include:
- Plan, organize, and direct the activities of the Financial Reporting and Grants Management Section
- Collaborate actively with the DFAM Senior Management Team and lead assigned activities that contributes to divisional objectives
- Formulate and implement the financial accounting and reporting procedures – ensuring that UNICEF can reflect fairly its financial position and result of its operations.
- Determine functional requirements for the ERP systems (SAP) which support financial accounting and reporting.
- Oversee the Funds Support Office responsible for Financial Management of UNICEF hosted multi-donor Funds.
Prepare financial analysis, corporate financial reports, management, and other reporting and decision-making support for key business activities.
Participate effectively in complex donor negotiations.
- Analyze Other Resources (OR) financial information to ensure risks are adequately managed.
- Ensure preparation and quality control of the donor financial reports.
- Provide support to country offices in their financial management of Other Resources (OR).
Support UNICEF’s response to donor-initiated reviews, verifications, due diligence assessments, “Value for Money” studies that demonstrate that UNICEF is a prudent manager of financial resources.
Ensure that UNICEF polices/procedures with regards to grant management effectively manage risk and support efficient processes.
- Prepare UNICEF’s financial statements in accordance with applicable accounting standards (IPSAS) and UNICEF’s Financial Regulations and Rules.
- Produce official financial reports to donors on the use of their contributions and in UNICEF publications.
Develop, review, and update UNICEF’s accounting policies – ensuring that these are up to date and appropriate, in line with applicable accounting standards, and compliant with UNICEF’s Financial Rules and Regulations.
Monitor and control contributions receivable and their timely collection.
Ensure an efficient partnership with Information and Communication Technology Division and other offices for maintenance and enhancements to financial modules in UNICEF’s ERP system.
Manage the Donor Reporting and Contributions function and ensuring appropriate revenue recognition, timely preparation and submission of donor reports.
- Co-ordinate with the Public Partnerships Division and the Division of Private Fundraising and Partnerships to ensure that revenue recognition procedures, approvals of special accounts and financial terms and conditions of donor agreements are consistent with UNICEF’s financial regulations and rules, established accounting policies, and cash management requirements.
- Contribute to UN inter-agency task force on accounting standards and represent UNICEF in relevant meetings and other fora with government officials, donor groups and UN agencies.
- Discuss audit findings and recommendations relating to financial accounting and reporting matters with internal and external Auditors and agree on implementation of recommendations.
- Serve internally and externally to UNICEF as an authoritative source of advice on financial management, accounting, internal controls and reporting, and on the development of organizational objectives that have financial implications.
- Act as Co-chair for the NYHQ Contracts Review Committee.
- Perform other duties related to emerging strategic issues as may be assigned by the Comptroller
To qualify as an advocate for every child you will have…
- An Advanced degree (Masters or Higher) in Accounting, Finance, Audit, Business Administration, or Banking and an active membership of an internationally recognized professional accounting body (e.g., CA, CPA, ACCA or equivalent).
- At least 15 years of accounting, financial management and/ or auditing experience, with minimum of 10 years of supervisory experience in finance and accounting function of which the last 5 years should be leading the preparation of financial statements of an international inter-governmental organisation or a large multinational private sector organization.
- Excellent understanding and solid work experience of International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS). Knowledge of Enterprise Resource Planning (ERP) system especially the financial and grants/awards modules.
- Ability to effectively present complex information to all levels of management, donors and to governing bodies.
- Oral and written proficiency in English is required. Working knowledge of another UN official language is an advantage.
