This position is located in the Office of the Director and reports to the Chief Information Officer/Director of the ICT Division. The strategic mission of ICTD is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally using innovative, technology-enabled solutions for better outcomes for children.

The Strategy, Resource Management and Governance group is responsible to ensure global IT management support and governance by developing and maintaining a strategic IT and digital transformation plan including IT enterprise architecture, supporting the key IT governance instruments and boards, and managing the IT project portfolio and project plans through a federated portfolio management system. The group is responsible for establishing IT management policies and procedures, performing technical reviews and quality assurance of applications and IT infrastructure projects. A key function of the group is to manage the financial resources of the division, its human resources, IT procurement, asset management and learning and development.

How can you make a difference?

Under the general guidance of the Chief Information Officer, the Deputy Director ensures global IT management, governance and support by developing and maintaining a strategic IT and digital transformation plans including IT enterprise architecture and supporting the key IT governance instruments and boards. This role develops, designs, oversees and supervises the business relationship and demand management function; manages the IT and digital programme portfolio and project plans through a federated portfolio management system; drives change management; and establishes IT management policies and procedures. The Deputy Director will also provide strategic guidance and leadership to ensure overall management of the following key resources: general administration, financial and human resources, global IT procurement, and ICT learning and development.

Summary of key functions and accountabilities include:

1. IT Governance, IT Project Portfolio Management and Quality Assurance

  • Define and implement enterprise IT and digital governance by providing strategic direction, ensuring that objectives are achieved, ascertaining that risks are managed appropriately and verifying that the organization's resources are used efficiently and effectively.
  • Define an IT governance framework that addresses strategic alignment, performance measurement, risk management, value delivery and resource management. This governance framework will:

  • Align IT strategy with the business strategy through portfolio governance and prioritization

  • Cascade down strategy and goals.
  • Create a comprehensive set of policies and procedures that meet regulatory and corporate compliance requirements and ensure changes are implemented.
  • Ensure that an IT control framework is adopted and implemented
  • Manage IT resources and risks
  • Oversee the global technology roadmap together with functional leads of solutions center and platforms.
  • Measure IT performance

  • Coordinate the development of IT project plans; evaluate the scope, resource requirements and schedules for IT projects; monitor progress toward meeting project milestone objectives, schedules, and costs through a project management control system. Identify interdependencies and resources constraints among on-going IT projects. Analyze metrics collected at the financial and project levels to ensure objectives are progressing as planned, and direct additional actions to be taken when problems or risks are identified.

  • Work with major project owners to ensure strategic business plans are successfully executed: identify and develop the necessary processes to link the strategic objectives portfolio to the project management office, thereby enabling an effectively coordinated implementation

2. Business Relationship and Demand Management

  • Lead the development and operations of strategic business relationships and IT demand management function and group. Supervise the Business Relationship Managers
  • Oversees stakeholder engagement to successfully implement UNICEF programmes globally using innovative technology-enabled solutions; ensuring ICT credibility and trust amongst the stakeholders in the ability of ICT to contribute to the UNICEF program goals and objectives by integrating innovation and scale at a global level.
  • Evaluate the Business Relationship Management function to incorporate continuous improvements and ensure value.

3. Strategic IT and Digital Transformation Planning

  • Work with the Chief Information Officer to plan, develop and execute the ICT and digital transformation strategic plan, leveraging information technology to provide customers with the highest level of quality service and value in all aspects of UNICEF's operations and programmes. Provide strategic input functional area perspective on key ICT decisions. Support the Chief Information Officer in representing the ICT Division in UN interagency frameworks and forum.
  • Coordinate the development of the Office Management Plan and partner with key stakeholders to drive integration of the ICT and digital business model. Manage change resulting from this new capability and ensure alignment to UNICEF and UN strategic goals and standard operating procedures.
  • Maintain the divisional integrated work plan, strengthen the results-based management process and activities of the ICT function, including ICT board meetings, global ICT meetings, mid-term reviews and annual reports.

4. Strategic Leadership, Direction and Guidance to the Divisional Resources Management

  • Supervise the Chief of Operations. Oversee and coordinate the formulation and execution of the finance, procurement, learning and development, ICT talent management and human resources strategic plans that are consistent with the Division's Office Management Plan and resource allocation strategies
  • Act as “Chief of Staff” for ICTD by providing a productive and nurturing culture, promoting staff well-being, accessibility and inclusion.
  • Strategically lead, supervise, develop, and empower staff under supervision.

The overarching ICT strategic goal is to transform and build partnership with our stakeholders to successfully implement UNICEF programmes globally using innovative technology-enabled solutions. The role of the Deputy Director for Strategy, Resource Management and Governance is crucial in supporting IT-driven programmes, measuring programme effectiveness, leading the development, implementation and maintenance of an organization wide information security strategy to ensure system integrity, availability, confidentiality, accountability and protection of information; ensuring that the Divisional strategic plans are aligned with UNICEF's Strategic Plan and well executed; ensuring the development of robust guidelines, policies and processes for all facets of ICT work in the organization and in building a cohesive team comprised of engaged and committed colleagues within the ICT function to ensure UNICEF achieves its objective of being a more value-driven ICT organization.

To qualify as an advocate for every child you will have…

Qualifications:

  • Advanced University Degree in Computer Science/ Information Systems/Business Administration or other relevant fields; or a Bachelor's Degree in Computer Science or related field with 17 years of relevant experience in managerial roles can be accepted in lieu of an Advanced University Degree.
  • A minimum of 13 years of progressively responsible work experience in an international development context as elaborated below:
    • Extensive experience in strategically managing teams of senior technical professionals. Experience in managing major custom or packaged implementation projects and delivering to a large or remote external user base.
    • Experience working within a compliance-related environment and familiarity with IT related regulations and processes including SOX, GxP,SDLC etc.
    • Experience working in a global organization, with the ability to manage and prioritize multiple projects and resources concurrently, developing budgets and managing forecasts for IT investments.
    • Experience with system development methodologies, preferably software product engineering and development product management
    • Experience in managing large operating and capital budgets.
    • Experience in portfolio management processes and procedures.
    • Experience in business cases and cost benefit analysis.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.

  • Ability to build and foster working relations with key stakeholders in the organization - including headquarter divisions, Regional and Country Offices and National Committees - to leverage and maximize the impact of organizational assets to promote children's issues on the global agenda.
  • Strong leadership and accountability, program management, financial acumen and relationship management skills and ability to translate business needs into technical requirements
  • Proven co-ordination, organizational and interpersonal skills that motivate and mobilize staff and stakeholders across different organizational units to collectively drive for results.
  • Capacity to drive change across the organization (i.e. strong manager in the division; ability to reach out and partner, understanding of working in decentralized organizational culture, work effectively with other Divisions, Country and Regional Offices).
