The Danish Refugee Council (DRC) Standby Roster is recruiting a bilingual French-English Resettlement Expert (Level 1) for immediate deployment with the UNHCR-DRC Resettlement Deployment Scheme to UNHCR Baraka, DR Congo. In addition to a background in refugee resettlement processing, the ideal candidate will have experience in Refugee Status Determination, working experience in Africa, including within the East Africa, Southern Africa and/or Great Lakes regions, and also have knowledge of Swahili.

The selected candidate will also be enrolled in general Resettlement Roster Deployment Scheme membership. The objective of the UNHCR-DRC Resettlement Deployment Scheme is to mobilize qualified and committed resettlement experts and to deploy them according to requests received from UNHCR in a timely and effective manner thereby strengthening the capacity of UNHCR to meet the global needs for resettlement.

Qualifications and Skills Required:

  • Experience in the area of refugee resettlement - conducting refugee resettlement assessments and submissions (RRF completion)
  • Ability to work in stressful situations and in hardship locations
  • Fully fluent in French and English (both oral and written)
  • Familiarity with proGres v4 is an asset
  • Previous experience in RSD or in a Prima Facie resettlement context is an asset
  • Working experience in Africa, including within the East Africa, Southern Africa and/or Great Lakes regions is an asset
  • Knowledge of Swahili is an asset

The deployee shall undertake the following tasks:

  • Work with protection colleagues to implement resettlement activities within the operation, including interviewing, and RRF writing, COI, and file maintenance.
  • Undertake resettlement needs assessment missions as needed at field level or in Kinshasa.
  • Undertake missions to support RRF processing at the field level.
  • Work with child protection colleagues to ensure a BID is provided where needed.
  • Conduct counselling sessions of refugees in the resettlement process.
  • Focal person for communication, information/brochures and posters on resettlement.
  • Provide training and guidance on UNHCR Resettlement and RSD procedures and policies, as well as those leading to identification, processing and documentation of cases, to UNHCR staff members, partners and other stake-holders.
  • Maintain communication with UNHCR’s Regional Resettlement colleagues in Regional Hub for feedback on prepared cases and make necessary changes and amendments to RRFs, as deemed necessary.
  • Liaise with and refer cases to the Protection unit and/or the Refugee Status Determination (RSD) unit, should any protection concerns or issues regarding the refugee claim arise during resettlement processing.
  • Full list of tasks and context will be shared with shortlist candidates upon request.

Initial contract period is until December 31, 2022, with a presumed extension until June 30, 2023. Further contract extension beyond June 2023 is possible, for a maximum duration of 2 years at the duty station.
