How can you make a difference?

Under the direct supervision of the Operations Manager, the Procurement Associate, is responsible for executing a broad variety of transactional, procedural and specialized administrative tasks in support of the efficient administrative, logistics, supply and procurement of the country office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design. In this capacity, the need to project the image of credible and reliable service provider is imperative to quality of process delivery, and the impact of work directly reflects on the overall reputation of the team in the terms of responsiveness to client needs and quality of process execution.

At the G-6 level, the below tasks are expected to be carried out with a high level of independence.

1. Effective and cost-efficient procurement /contracting and logistics

  • Provide input to and advice on the annual procurement plan. Conduct data review and analysis for category management and development of procurement strategies. Conduct market research in relevant areas for UNICEF and advice on best approaches to obtain best value for money and sustainable procurement.
  • Liaise with clients in planning procurement and contracting initiatives, supporting development of appropriate specifications, terms of reference, and logistics arrangements and timelines. Take into account opportunities to strengthen sustainability of supply chains.
  • Ensure establishment of Long Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested. Organize bid openings, and conduct technical and financial analysis of offers as might be required. Conduct clarifications with suppliers. Maintain highest level of integrity, ethical standards and accountability in the procurement of goods and contracting of services.
  • Prepare requests for award including submissions to Contract Review Committee. Prepare purchase orders and contracts in SAP (ERP – Enterprise Resource Planning system), and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.
  • Keep stakeholders/partners informed on the progress. Liaise with suppliers, ensuring timely follow-up on delivery schedules. Implement appropriate vendor management practices e.g. supply performance reviews.
  • Ensure appropriate filing of procurement cases and maintain up to date records for future reference including for audit.
  • Regularly extract reports on the status of the existing LTAs, contracts, Purchase Orders (POs) and take necessary action in coordination with the relevant Programme.
  • Conduct local market surveys on ongoing and regular basis for identification of potential suppliers to procure the goods and services at competitive costs.
  • Provide support in logistics, following standard processes and contributing, directly or indirectly, to the effective delivery of programme supplies. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
  • Provides support to the office with logistical arrangements related to training/workshops/conferences etc.,
  • Ensures continuous availability of data related to procurement, including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.
  • Support procurement assessment of implementing partners.
  • Assist in activities that lead to building partnerships and collaborative relations with UN organizations to support harmonized and collaborative procurement and logistics arrangements.
  • Support Operations Officer in Procurement Services (PS) transactions and projects in collaboration programme sections and UNICEF Supply Division (SD). As appropriate, support partners on forecasting and costing of PS-channel supplies. Monitor the submission of requests, PS cost estimates, Purchase Orders (POs) and Copenhagen Warehouse Stock Transfer Orders on PS Sales Orders. Follow up with SD and UNICEF freight forwarders as needed on timely delivery/shipment of PS orders. Support communications and follow up with programme colleagues and partners regarding partnership requests and negotiations as required.
  • Maintain up-to-date files for all Procurement Service transactions, including a system for monitoring the various stages of each transaction.
  • Monitor the incoming pipeline of PS shipments. If required based on the division of responsibilities agreed in the Memorandum of Understanding (MoU) and Cost Estimate (CE), assist the arrival, customs clearance, storage, packing and in-country distribution of PS commodities to the agreed delivery point.

2. Appropriate and consistent interpretation and effective implementation of administrative policy and instruction to support Operations

  • Provides interpretation of administrative and procurement rules, regulations and procedures. Advises and assists staff in the area of office management. Arranges for and/or attends meetings on administrative matters; contributes to development or review of local procedures; interprets and assesses the impact of changes and makes recommendations for follow-up actions. Provide practical input on implementation of administrative guidelines, in close coordination with Operations Officer. Updates staff on administrative policies, instruction, rules and regulations.
  • Contributes to recommendations on the improvement of internal control systems considering the prevailing conditions in the locality.
  • Keeps supervisor abreast of potential problem areas, make recommendations for follow up actions.

    3. Technical Assistance and support in promoting and coordinating cost effective and best practices in travel management

  • Provides travel assistance to staff, personnel and clients for travel arrangements and entitlements based on the organization’s rules and policies. Ensures that the organization obtains the best service and price for all travel. Briefs/de-briefs staff members on issues relating to administrative matters such as visas, security clearance, documentation procedures.
  • Extracts, inputs, maintains and verifies correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs, staff travel and statements reconciliations.
  • Assists in the preparation of budgets on travel costs and maintains travel budgetary control records. Processes travel claims.

    4. Other duties/responsibilities

  • Ensure that clear workplans and fleet management system is in place and ensures timely and provide practical advice and guidance to driver (when needed).
  • Supports procurement/management of administrative supplies, office equipment and vehicles.

  • Completion of secondary education is required. University degree in the area of business administration, contract/commercial law, or another relevant technical field will be considered as an asset.
  • Minimum 6 years of progressively responsible administrative and/or supply related work experience (procurement, supply or logistics) is required. Familiarity with UNICEF, UN supply procedures and systems is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in Romanian and working knowledge of English is required. Knowledge of Russian or another official UN language is an asset.
