This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including persons of concern.

Operational data includes the following: population and demographic statistics, case management information, assessment results, situational analysis, protection incidents, vulnerability and risks, and programme response plans, delivery, and implementation. It will be both sectoral data and inter- and intra-sectoral data. Systems that manage operational data include registration systems, sectoral monitoring systems, protection and programme monitoring systems, biometrics and identity management systems, case management systems and other data management approaches such as profiling and household surveys that manage the types of data defined above.

Within the delegated authority and under the supervision of Programme CBI Officer or his/her designated mandated representative(s), the UNV Data Management Associate will: • Facilitate and/or dispatch data collection in the country operation, including data collection methodology, data processing and data analysis. • Assist in designing and developing operational data reports templates and forms, ensuring consistency with UNHCR global guidance, policies, and timely dissemination in consultation with relevant stakeholders, including registration and information management. • Assist with data quality assessment, and data clean-up. Conduct data collection audits as required and perform additional data-related tasks as needed. • Support the deduplication process of assistance with other organizations through UNHCR web-based deduplication tool (RAIS). • Assist in designing reconciliation system for Cash Based Intervention (Cash assistance) payments. • Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to UNHCR core applications on persons of concern data and other operational data systems, in consultation with headquarters, external developers and support teams. • Support the design and development new data collection and data analysis tools, including efficient data capturing forms, and support with reconciliation of data from various data sets. • Support strengthening of operational reports (Enhancement of registration Dashboard), monthly reports to ActivityInfo, ad-hoc operational data for program design and decision making and statistics including the provision of training and user guidance related to operational reports, systems, and statistics. • Perform other related duties as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs: • As an active UNHCR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including: o Data Management is used in UNHCR operations as a modality to efficiently deliver assistance and services;
o Operations have set up and follow adequate procedures and systems for Data Management as per UNHCR guidance and instructions; o Data Management tasks are carried out in a collaborative and coordinated approach with UNHCR multi-functional teams, including the Registration, IM, Programme and Protection teams at the national and field level; o Collaboration with external stakeholders, such as other UN agencies and NGOs, is sought in coordination with UNHCR senior management; o Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; o A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

This UNV assignment is subject to proof of vaccination against Covid-19 with WHO approved vaccine, unless the UNHCR Medical Service approves an exemption from this requirement on medical grounds.

The majority of the population lives in urban areas, with the largest cities being Bucharest, Cluj-Napoca, Timișoara, Iași, and Constanța. The country is known for its rich cultural heritage and is home to a variety of ethnic traditions, customs, and languages.

Romania has a diverse population, with ethnic Romanians comprising the majority of the population (roughly 84%), and the official language is Romanian. There are also significant ethnic Hungarian and Roma populations, as well as other minority groups such as Germans, Ukrainians, and Turks. The majority of Romania's population identify themselves as Eastern Orthodox Christians, The Romanian Orthodox Church is the largest and traditional church of the country.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
