Recently, supported by UNICEF, the development of the Child Rights Monitoring Platform has been initiated. This platform will be integrated into the Office of the Prime Minister's website and provide up-to-date information on key indicators, programs, and policies implemented to safeguard children's rights in Kosovo. The platform will be hosted within the Office of the Prime Minister's website and linked to the KAS digital data reporting system (ASK data) to ensure real-time updates from KAS. Currently, KAS has successfully consolidated the existing administrative data for children in ASKdata and published them on its website. The next step is to consolidate survey data in ASKdata, but this process has been delayed due to limited human resources and work dynamics at KAS. In line with the priorities outlined in the UNICEF Kosovo Programme 2021-2025 and the broader collaboration with Kosovo institutions, UNICEF is providing technical assistance to KAS to streamline the data linkage process between the Child Rights Monitoring Platform and ASK data at KAS. To facilitate this connection and ensure the integration of survey data for children into the child rights monitoring platform, KAS has requested UNICEF's support in hiring a Data Entry Con sultant. This consultant will play a crucial role in expediting the data entry process for children.

How can you make a difference?

Under the overall supervision of the Child Rights Monitoring (CRM) Specialist and under the guidance of the Head of Information Systems in KAS, the Local Consultant will provide support for the integration of the additional child-related indicators in the ASK data, as a main data source for development of the Child Rights Monitoring Portal. The consultant's primary responsibility will be to ensure the accurate and efficient entry of data related to children, contributing to the timely availability of essential information for decision-making and program planning in the Portal.

The Data Entry Consultant will be responsible for achieving the following objectives:

  • Expedite the data entry process for children's information - identify and map available surveys (such as MICS, HBS, poverty report, etc) with data that is relevant for children and compile information on the situation of children in Kosovo that will also build on the ongoing collaboration and initiative between OGG/OPM and KAS on the establishment of a child rights monitoring system.
  • Populate and maintain the child related ASK database: populate the KAS database with data from existing surveys following established protocols and guidelines for data entry. Maintain the existing database by accurately and efficiently entering new and updated data on children. Use the mapping of data sources to sort documents for data entry and ensure that all information is accurately entered into the KAS database and ready for publication. The consultant is also expected to conduct regular quality checks to ensure data accuracy and consistency across the database. The data will be used to strengthen the reporting on child rights and support overall efforts of KAS and other institutions to further child rights monitoring.
  • Collaborate with relevant stakeholders to resolve data-related issues or discrepancies: identify and report any existing issues and discrepancies in the data and collaborate with KAS and UNICEF to address these issues. Through this process the consultant is also expected to identify opportunities for improvements in process and efficiency of data reporting and entry.
  • Ethical considerations: For any form of data collection and/or engaging children in consultation processes, the international and regional ethical guidelines need to be strictly followed and the necessary standards and mitigation measures need to be put in place to ensure no harm principle is ensured.

    The key ethical guidelines that need to be followed include UNICEF Procedures for Ethical Standards in Research, Evaluation, Data Collection and Analysis; UNICEF Strategic Guidance Note on Institutionalizing Ethical Practice for UNICEF Research; General Data Protection Regulation (GDPR), a regional law of the European Union (EU).

To qualify as an advocate for every child you will have…

  • University degree in Law, Social Sciences, Social Work, International Relations, Government, Public Administration, or other relevant disciplines
  • Working experience with the governments in similar project with KAS or similar
  • Excellent inter-personal relations and consulting skills.
  • Excellent computer skills and experience and analytical skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
