Org. Setting and Reporting This position is located in the Global Technical Team (GTT) of the Department for General Assembly and Conference Management (DGACM) in Vienna. The Data Engineer reports to Chief of GTT. This role includes building, managing and optimizing data architectures and services to support the production of analytics, in compliance with data governance, protection, privacy and security requirements. The Data Engineer closely supports the work of data analysts and data scientists.

Responsibilities Within delegated authority, the Data Engineer will be responsible for the following duties:

  • Manage, support and deliver Unite Conferences project by acting as Technical Team Lead.
  • Manage, support and deliver gData project by acting as Technical Team Lead.
  • Manage, support and deliver Umoja CEM project by acting as Technical Team Lead.
  • Manage, support and deliver DGACM/EO automation and integration needs, as a separate CEM workstream or project by acting as Technical Team Lead.
  • Manage data governance, protection and security in their area.
  • Manage the design and development of data infrastructures and formal design documents.
  • Manage database infrastructures, data pipelines, and data catalogues with a focus on cost and performance optimization, as well as security.
  • Manage and deliver data integration work across projects and with the Department's Chief Data Officer, both in relation to the above-mentioned OICT mandated tasks and CEM change requirements. This includes CEM automation and integration tasks that cannot be delivered by the existing gProjects, to support the DGACM Executive Office.
  • Direct the work and performance management as First Reporting Officer of a G7 Data Engineer Assistant and contractors as required for the project roadmap.
  • Act as Officer in Charge of the Chief of GTT when required.

Knowledge of best practices and IT operations in an always-up, always-available service. Knowledge of Agile Software Development methodologies. Strong analytic skills related to working with unstructured datasets. Ability in managing and communicating data warehouse plans to internal clients. Excellent problem solving and troubleshooting skills. Working knowledge of message queuing, stream processing, user authentication/authorization, integration with external systems and highly scalable ‘big data’ data stores. Ability to oversee and quality-check work completed by other team members. Process oriented with great documentation skills. Ability to convey complex / difficult data science topics to clients in a relatable manner. Takes pride in the work for the organization and understands the impact that can be brought into the organization by allowing data-driven and evidence-based decisions.     Education Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in software development, architecture, data management, data integration, modeling, optimization and other relevant areas is required.

    A minimum of five years of experience in a production environment, in designing and developing applications using C# and .NET is required.

    A minimum of five years of experience with MS-SQL database programming language is required.

    A minimum of three years of experience in designing application and data integration and/or pipeline architectures which must include ingesting data through different methods such as message queues, database connections, flat files, REST, or specific API’s, is required.

    A minimum of two years of experience with Azure cloud-based infrastructure is required.

    A minimum of one year of experience in DevOps tool chains consisting of tools like Azure DevOps and experience with the deployment of data pipelines is required.

    A minimum of one year of experience working in cross-functional teams and collaborating with stakeholders in support of analytics initiatives is required.

    A minimum one year of experience designing enterprise data warehouses, data marts and/or master data management solutions is desirable.

    A minimum of one year of experience working with Microsoft PowerBI is desirable.

    A minimum one year of experience working with Identity Server 4 and Azure Active Directory is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice Appointment against this position is for an initial period of one year and renewal therefore subject to the availability of the post or funds, budgetary approval or extension of the mandate.
