Mastering our data is a crucial element of our digital strategy to enable a #nextGenUNDP and position UNDP as a leader in digital development. UNDP has an obligation and a deep commitment to achieving sustainable development outcomes. The year 2021 will be an important year to establish the foundations in UNDP to leverage data as a strategic asset. The focus will be on establishing a framework for data governance, adding new data capacities, improving data literacy and developing cutting-edge data architecture. These objectives will be achieved through internal consultation/coordination and partnerships with both UN agencies and external vendors.

The position of the Data and Technology Coordinator will be part of the team under Chief Digital Officer and report to the Technology & Data Advisory Lead

Duties and Responsibilities

Data and Technology Team Coordination

  • Provide support to the central data team through coordination of activities to achieve key results
  • Coordinate complex scheduling and extensive calendar management, as well as managing the flow of information within and outside the team
  • Act as the focal point to coordinate all data and technology-related requests such as providing regular written updates on data initiatives, coordinating audit and feedback requests
  • Coordinate data and technology-related requests received through a global helpdesk system
  • Facilitate mobilization and engagement of the expert data community
  • Help the team by reading, researching, and routing correspondence; drafting emails and documents; collecting and analyzing information; initiating meetings
  • Coordinate meetings (including Data Governance Group meetings), set agendas, document action points and follow-up with key stakeholders
  • Work with communication experts in the team to coordinate data and technology webinars, events, blogs, thought pieces and social media posts
  • Assist the partnerships to lead to establishing data and technology partnerships, catalogue them and create a system to make them available to the entire organisation
  • Manage and maintain licenses of data and technology systems
  • Assist the training lead to establishing corporate training courses
  • Assist in other administrative tasks such as budgeting, procurement and recruitment

Required Skills and Experience

Recruitment Qualifications

Education:

  • Master’s Degree or equivalent in Business Management, Information Systems, Statistics or any related field.
  • A first-level university degree in Business Management, Information Systems, Statistics or any related field with 2 additional years of relevant experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum relevant experience of 2 years with a master's degree or 4 years with a bachelor's degree
  • Demonstrated experience establishing and coordinating a network of experts using corporate Knowledge management tools
  • Proven work experience (at least 2 years) in a coordination or project management role in a data and/or technology field and maintaining technology product suites
  • Demonstrated ability to collaborate with different teams including but not limited to strategic planning, IT, communications, partnerships, operations, human resources,etc
  • Knowledge of the latest trends with Data and technology innovations
  • Knowledge of sustainable development concepts, principles and issues and the ability to apply to strategic and practical situations, covering the economic, social and environmental dimensions.

Language Requirements:

  • Excellent knowledge of English (Writing and speaking). Fluency in other UN languages is an asset.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points)

Criteria 1 –Relevant Education and experience(20 points)

Criteria 2 -Demonstrated experience establishing and coordinating a network of experts using corporate Knowledge management tools (20 Points)

Criteria 3-Demonstrated experience in working with multicultural and remote teams, preferably with a global organization (15 Points)

Criteria 4 – Interview (15 Points)

Candidates with a minimum scored of 49 points (70% of 70 points) will be short-listed for the financial evaluation.

Financial evaluation - Total 30%(30 points)

The following formula will be used to evaluate the financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest-priced proposal

z = price of the proposal being evaluated

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on an?8-hour working day with 1-hour lunch included - and an estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including the daily professional fee; the cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into a contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the Data and Technology Lead and will be responsible for the fulfilment of the deliverables as specified above. The Consultant will be responsible for providing her/his own laptop till we return to the office premise.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
