Job Description

Founded in 1933, the IRC is a leading nonsectarian, voluntary organization providing relief, protection and resettlement services for refugees and victims of oppression or violent conflict. One aspect of the IRC is to assist refugees resettling in the United States. The IRC opened a Denver office in 2016 to provide reception and placement services to newly arrived refugees. The office is slated to resettle 500 refugees and more than 700 Afghan humanitarian parolees in the current federal fiscal year, in addition to a longer-term caseload of approximately 1,600 people. Wraparound program services and holistic supports aim to realize positive impact in clients’ safety, health, education, economic wellbeing, and power. Some services are limited to refugees and other Office of Refugee Resettlement (ORR)-eligible populations, while others are open to a broader population of refugees, immigrants, and forcibly displaced people.

The IRC in Denver’s approach is client-centered, empowerment-focused, trauma-informed, and multigenerational. Advancing racial equity and narrowing the gender gap are priorities for the IRC in Denver. The team’s efforts in this space are ongoing and evolving. Current work is focused on participating in learning and dialogue to deepen understanding and awareness of systemic inequities and systems of oppression; building an internal organizational culture that reflects a commitment to antiracism and gender equality for clients as well as staff, volunteers, and the broader community; engaging clients more deeply in making decisions that affect them, whether at the individual, household, program, or organizational level; using our power and influence to advocate for rules, policies, and laws that address inequities experienced by the people we serve and seek systemic change for the benefit of all who are impacted by these inequities; undertaking intentional efforts to shift dynamics and promote power sharing between leadership and the broader team as well as between staff and clients; and examining and changing practices in recruitment, recognition, and other areas of employee engagement and talent development to prioritize access to opportunity and work toward full inclusion and belonging for clients, staff, and volunteers who identify as Black, Indigenous, People of Color, and LGBTQI, as well as those with disabilities and those who have lived experience as refugees and immigrants.

JOB OVERVIEW Under the direction of the Executive Director, the Data and Quality Assurance Specialist is responsible for ensuring data integrity through development and implementation of data collection, monitoring, and reporting mechanisms for the IRC in Denver. A key member of the team for the Reach Program carried out in partnership with the Colorado Refugee Services Program (CRSP), the Data and Quality Assurance Specialist serves as the lead for the IRC in Denver related to the Geneva database (a Salesforce-based system). The position also works collaboratively with the local team and with technical advisors and the IRIS+ETO team at IRC’s headquarters to promote high-quality data tracking and reporting within the Efforts to Outcomes (ETO) database for all other programs outside of Reach. This includes identifying reports and other tools that enhance quality assurance, monitoring, and evaluation efforts.

MAJOR RESPONSIBILITIES

- Coordinate efforts with the Executive Director, IRC in Denver managers and supervisors, and relevant headquarters technical advisors and IRIS+ETO team members to ensure sound data collection and information management systems are in place to support ongoing performance analysis and action. - Manage weekly and monthly reporting in accordance with requirements of the Reach Program operated under contract with the Colorado Refugee Services Program (CRSP), ensuring data is reported timely and accurately. - Actively engage with CRSP and other partners to contribute to initiatives to improve or change systems, with an eye toward efficiency and effectiveness, and an understanding of impact on workflows for staff and service delivery for clients. - Conduct regular quality assurance to reconcile data among internal systems (e.g., IRIS, ETO, Integra) and between internal systems and CRSP’s Geneva database. - Implement and follow internal data control processes, ensuring consistency with donor requirements. - Recommend modifications to data collection and reporting processes for program quality and process improvement. - Utilize data and communicate data in interactions with internal staff, external stakeholders, CRSP and other donors, with the goal of improving program performance. - Work collaboratively with program managers and supervisors to address challenges related to data quality and integrity. - Engage program managers and supervisors in team efforts to maintain and improve quality by completing internal compliance and data monitoring research, making recommendations, and supporting implementation of process improvements. - Assist staff members in developing and/or implementing program evaluation tools, including those needed to track, collect, and analyze data to meet requirements for new programs and donors. - Provide training and technical assistance to staff on data collection systems and tools. - Maintain all related process documentation, updating at least quarterly. - Ensure timely communication and training for staff when changes occur. - Fully engage as a member of the team, participating in program meetings and staff development activities. - Serve as the local administrator for IRIS and ETO access, and as an Integra SuperUser. - Adhere to relevant IRC policies and procedures, state laws, and donor guidelines. - Perform other duties as assigned.

JOB REQUIREMENTS - Bachelor’s degree preferred. Education requirement may be substituted with equivalent years of work experience. - At least two years of relevant work experience, including working with complex data and database systems. - Advanced computing skills, with demonstrated proficiency in database systems, computer-based reporting, Microsoft Office applications, and data visualization techniques. - Experience with Salesforce and/or ETO strongly preferred. - Experience working in a multi-cultural non-profit and/or international setting with diverse client base. - Strong English language skills, including written and verbal communications. - Excellent interpersonal and customer service skills. - Must be extremely flexible, capable of meeting deadlines and managing multiple priorities. - Superb organizational, planning, time and task management and logistical skills. - Outstanding attention to detail. - Solid decision-making capabilities, sound judgement and ethics consistent with the IRC Way. - Demonstrated commitment to IRC’s mission and safeguarding principles to ensure client and staff wellbeing.

KEY WORKING RELATIONSHIPS Position reports to: Executive Director, IRC in Denver Position directly supervises: N/A but may supervise volunteers and interns supporting data and quality assurance functions

WORK ENVIRONMENT - At present, the IRC in Denver office is in the process of re-opening. Hybrid remote/in-person work modifications have been in place to ensure staff and client safety during the COVID-19 pandemic. - Staff are provided with IRC laptops and cell phones and must have access to a location with secure internet service where remote work can be performed as needed and according to the schedule negotiated with their supervisor. - All staff are required to adhere to IRC’s COVID risk mitigation policies, which may include but are not limited to masking, physical distancing, enhanced hygiene practices, symptom screening, and isolation and quarantine when needed. COMPENSATION AND BENEFITS This position is a full-time position is a regular, ongoing position scheduled at 37.5 hours per week. It is classified as non-exempt and is eligible for overtime in accordance with state and federal law. Compensation starts at $23.00 per hour, depending on experience and qualifications.
